The authorities of 6 Division Nigerian Army Port Harcourt wish to inform the peace loving people of Omoku in ONELGA in particular, Rivers State and indeed the entire good people of Niger Delta in general that the notorious cult leader, kidnap kingpin and mass murderer Don Waney is dead.

Recall that in the early hours of Monday 20th November 2017, troops of 6 Division Nigerian Army acting on credible information from some patriotic members of the public raided the evil Don Waney enclave in Omoku, ONELGA Rivers State where shocking discoveries of assorted weapons, dynamites, bags of suspected cannabis, full military camouflage uniforms, military boots, military communication radios, 10 human skulls and human bones were discovered.

Additionally, in continuation of the operation on Tuesday 21st November 2017, the troops also exhumed decomposing bodies of some of his victims in his shrine in the glaring eyes of the media who were invited to witness first hand.

Perhaps not satisfied with the numerous lives of innocent citizens he took, Don Waney masterminded the despicable New Year day mayhem in Omoku in which he led his notorious gang of criminals to murder 23 peace loving citizens of Omoku when they were returning from Cross Over Service at about 1:30am on Monday 1st January 2018.

Intense surveillance activities on him and his gang by the Department of State Services (DSS) Rivers State Command revealed that after committing these atrocities he relocated to a neighbourhood within Enugu Town in Enugu State where he rented an apartment and started living among unsuspecting neighbours within the community.

From the relative safety of his newly-rented apartment, Don Waney was already perfecting plans to wrought another mayhem in Omoku in which he was to attack churches, schools, Army and Police locations and the RESIDENCES of the generality of the already traumatized people of Omoku.

However, following his successful geo-location to his new Enugu neighbourhood hideout by the DSS Rivers State Command, a combined team of troops of 82 Division Nigerian Army Enugu and personnel of DSS Rivers State Command raided the hideout to arrest him and his other accomplices.

Incidentally on sensing that the combine team were closing in on his residence, Don Waney, his Second- in- Command (Ikechukwu Adiele) and another gang member (Lucky Ode) attempted to escape through the back exit of the apartment and were shot down by the eagle eyed troops in the process.

One of them died on the spot while the other 2 who sustained gun shot wounds eventually died while being evacuated for medical attention.

The remains of Don Waney and his cohorts were brought back to Port Harcourt Rivers State by the combine team and handed over to the Rivers State Police Command for further action.

To this end, the authorities of 6 Division Nigerian Army Port Harcourt wishes to use this opportunity to extend their condolences to the families of all the victims of the evil Don Waney and his gang. We also wish to solicit your further cooperation in volunteering useful information to track down and arrest the remaining gang members so as to bring them to justice for a peaceful, prosperous and secured Omoku community, ONELGA, Rivers State and the entire Niger Delta region.

Three families on Monday were joined by the wife of the state governor, Bolanle Ambode, and other officials of the state to celebrate their babies, who were named as first babies born in 2018.

The first two babies at Ikorodu General Hospital, a set of twins (boy and girl), were born to the family of Rahman Adeoye at 12.23am, weighing 2.9 kilogrammes and 3.2kg respectively.

At Gbagada General Hospital where governor’s wife and her entourage also visited, the first baby, a male, born to the family of Ibhadon, was delivered at 12.05am, weighing 3.26kg, while the first baby at the Island Maternity, was born to the family of Basirat Ikudaisi at 12.05am and weighed 3.3kg.

Mother’s packs, baby gifts, among others, were presented to the babies, their parents and other babies in the wards by the wife of the governor.

Ambode said, “I am aware that this administration makes health issues a top priority. As part of our own efforts, the health sector has been provided neo-natal care units and other medical equipment to enhance the quality of maternal and child care services.”

The Chairman, House of Assembly Committee on Health, Olusegun Olulade, said the healthcare insurance scheme for the state would commence as soon the state governor signed the 2018 appropriation bill into law.

The Lagos State Government says it will partially restrict vehicular movement in the Agege area from January 4, 2018.

The Permanent Secretary, Ministry of Works and Infrastructure, Olujimi Hotonu, in a statement on Monday said the move was to accelerate the ongoing construction of the Pen Cinema Flyover.

Hotonu added that there would be a complete closure of roads in the area sometimes during the construction.

He said, “However, adequate arrangements have been firmed up to mitigate the impact of the closure of the roads on motorists and residents. Traffic diversion routes have been created to ensure ease of movement along the corridor.

“The construction of the flyover embarked upon by the administration of Governor Akinwunmi Ambode is part of the continuous drive to ease traffic in the metropolis and boost the economy.”

The permanent secretary said the restriction of movement would last for between three and six months.

He said, “Vehicles coming from Ogba/Oba Ogunji, except articulated vehicles, are expected to come in through Ijaiye Low Cost Housing Estate to link Iju Road; articulated vehicles and other vehicles have the option of either turning right towards Iju Road at the Pen Cinema intersection or left towards Moshalashi Alhaja.

“Vehicles coming from Iju Road should go towards Moshalashi Alhaja or turn towards Oba Ogunji/ Ogba as the turning towards the right to the Railway crossing will remain closed.

“There will be a complete closure of the road for vehicles coming from Moshalashi Alhaja towards the Railway crossing, while vehicles coming from Moshalashi Alhaja will be expected to either move towards Iju Road or turn right towards Oba Ogunji/Ogba Road.”

The Edo State Governor, Godwin Obaseki has signed the 2018 Appropriation Bill into law after receiving the revised bill from the legislature.

The initial budget estimate saw an increment from N146 billion to N150 billion.

Speaking at the signing ceremony at the Government House in Benin City, the Edo State capital, Governor Obaseki commended the State House of Assembly for keying into his administration’s vision of boosting economic growth through agricultural development and job creation among others.

He said: “We cannot express our gratitude enough as an executive arm of government for this unique and historic event of the signing of our Appropriation Bill before the end of the year. I cannot recall when this sort of thing occurred in Edo state in the last seven to eight years.

“This portends a lot of good things to come. It shows the seriousness of both arms of government and more importantly, it shows we are working together in the interest of the people of Edo state.”

Furthermore, Governor Obaseki gave the assurance that his administration will be targeting at least 95% implementation of the budget.

“The House is totally aligned with us and agrees with the principle of our budget, which is growth. This is taking a cue from what is happening at the centre. We have to invest in areas that will help us grow the economy, create jobs and improve the revenue of government,” he added.

On the issue of job creation, Obaseki said the provision from the budget is in line with his campaign promise to create 200,000 jobs in the next four years.

The Speaker of the Edo State House of Assembly, Kabiru Adjoto, also noted that the upward review was aimed at supporting the state government in its Sustainable Development Goals.

He said that parliament identified key areas of growth and made necessary adjustments in the agriculture and infrastructure sectors.

In this second part of a report on how Boko Haram recruits children for suicide missions, OLALEYE ALUKO meets three teenage girls who lived with the terrorists in forced marriage and incarceration

A 17-year-old girl sat quietly in one corner of her shed, planning a very difficult task.

She had packed a few clothes inside an old sack and was waiting to see the nightfall.

The village was not noisy except for the occasional movements of motorcycles and donkeys along the only dusty road connecting it to the other villages.

The teenager, Maryam Ali (not real name), an indigene of Bama, Borno State, was not alone in the shed. On her laps was her five-month-old baby, and another two-year-old son slept beside her. The time was about 6 pm on Thursday, November 16.

The two children who were with her made the task difficult, but Ali was fed up; she had to flee from her husband – a Boko Haram terrorist who had captured her from Bama town in the Bama Local Government Area of Borno State in December 2013.

Ali was just a 13-year-old schoolgirl when the terrorists invaded her town, taking her along with a handful of other teenage girls to an unknown location.

“I did not have any rest of mind for a day, being kept with the Boko Haram terrorists in a remote forest,” Ali told our correspondent.

“I was always thinking of my family members. I wanted to escape from my husband, a Boko Haram member, but I could not leave my two children behind. We fled from the camp all night. I did not want any of the terrorists to see us. Two women and I escaped with our children through the bush. By the following morning, we found ourselves in the Gamboru area.”

Gamboru is a border area between Nigeria and Cameroon.

After walking for about six more hours, Ali and her two children got to an Internally Displaced Persons camp in a neighbouring area.

Our correspondent learnt that Ali and the two other women with their little children were received by the government officials at the IDPs camp.

The officials did not want the name of the IDPs camp in print for the sake of the safety of the returnees.

The three young women were bound by a common misfortune. They all are teenagers, abducted from their towns by the Boko Haram insurgents at separate times in 2013 and early 2014; and thereafter married to a Boko Haram member.

The three have a baby each, but Ali has another elder child.

Our correspondent learnt that the women were taken by the Boko Haram insurgents to a village they identified simply as Gom, which is along the Lake Chad in the Monguno Local Government Area of Borno State.

It was from this hideout that they reportedly found their way to Gamboru town in the Ngala Local Government Area.

Women, children in Boko Haram’s den uncountable

While speaking with our correspondent at the IDPs camp where she was receiving psycho-social and medical attention, Ali recalled that there were a large number of abducted women and children in the Boko Haram village she lived and other neighbouring terrorist villages.

Ali, who desired to be reunited with her elder sister in Maiduguri, Borno State, had her photograph taken as the camp officials promised to send the details to Maiduguri as they worked out a possible reunion.

The 17-year-old looked much older than her age, with extremely malnourished children and an old sack of bag which reflected sufferings.

However, Ali noted surprisingly that feeding was not a problem for her and her children in the Boko Haram camp, adding that her husband, as with many other terrorists, was a farmer.

She said, “I was worried about my father and my mother. I was worried that they would be looking for me. This worry is why I am looking unhealthy. I never for a day forgot my parents. I cannot estimate the number of people I met in the Boko Haram camp or left there.

“The Boko Haram terrorists have several villages. The villages are just one or two Kilometres apart. There are a lot of women and children in those villages. Many of the children aged three and below, were given birth to in the camps.

“After being carried away by the terrorists, one of them took me into his shed. He eventually became my husband. I had three children with him. I had a girl and two boys, but the girl died almost as soon as I gave birth to her. I have two boys left.”

The second woman, Halima Jamilu (not real name) gave a similar account of why she fled from the insurgents.

Jamilu, a mother of a four-month-old boy, was abducted in February 2014 in Banki town, also in the Bama LGA. The 18-year-old, who recalled that she was in Junior Secondary School Class Two at that time, said she fled from her terrorist husband because she was desperate to return to her parents.

“I just wanted to return to my parents. Although everything such as feeding was sufficient in my husband’s village, I was fed up with him. I was schooling in Banki in 2014 when the Boko Haram sneaked into our town and I was abducted. I was in JSS 2. It was a government school. I cannot go back to school now. I want to go back to my parents first. Then, the school can come later. At the initial time, I was terrified, staying with my husband, a Boko Haram member and farmer. But somehow, I got used to the terror,” Jamilu said.

She recounted sadly how the terrorists cut short her education and showed her to her parents before taking her away.

She said, “I was in Banki with my father. When the Boko Haram came to our town, they burnt down houses. They took me along with some other girls. One of them came to my father and he was interested in marrying me. My father could not say no. If he resisted, they would kill him. He watched helplessly as I was taken into a truck along with other young women.

“We went with them into the bush. My father was a trader. He used to travel from Borno to Ibadan, Oyo State, before that incident. Ever since I returned last Friday, I have been longing to see him. I don’t know where he is at the moment.”

‘Military aircraft flew over us; we could have been bombed’

Our correspondent learnt that the IDPs camp, where the women were kept, usually received at least 10 fleeing women and children from the Boko Haram terrorists in a week.

One of the camp officials said it might still be hard for the military to get to the location because of the difficult terrain.

Back to Ali, who seemed to have more narrations for our correspondent, she explained that sometimes, they heard the blaring of military fighter jets and there were fears that they would be killed.

She said, “I gave birth to all my children at home in the village. We were not allowed to go anywhere. There was no clinic in the Boko Haram camp. I scarcely followed my husband to the farm. I was mainly indoors. Living with the terrorists is fear. But I had everything at my disposal in terms of feeding. My husband planted maize, sugarcane and watermelons.

Sometimes, I heard the scary sounds of military jets and I feared that something like a bomb might drop and I would die with my kids. There was hardly any month that such aircraft did not fly over us.

“Those times, everyone would run inside nearby bushes, in case the military set fire to our sheds from their planes.”

The third woman, who had a seven-month-old boy, was Saratu Audu (not real name). Audu, who resided in Suwasara in the Bama LGA with her parents, recalled that she was abducted when the terrorists invaded a motor park in November 2013.

She said, “My husband saw that I was afraid for many days in his shed. He then promised that he was going to keep me and he would not brutalise me. Since he did not do anything to harm me, I only escaped because I missed my relations.

“I am not missing him. I hope to get someone to marry me again. We saw other Boko Haram members passing through our village with guns and on bicycles. They are the combatants. But I did not see my husband bringing any gun home. I just want to be reunited with my parents.”

Jamilu added that they were always scared each time the military men came around.

“It is true that the women in the Boko Haram villages cannot be counted. Any time the military men came around, we would all run into hiding. Once we heard the gunfire, everyone would hide among the sheds. This was how I lived for three years.

“I am back now. I do not have any plan. My plan for my child is that if he has access to school, it is fine. It is better for him to attend school. There is no discrimination from anyone since we came into the camp,” she said.

Boko Haram terrorists send wives on suicide missions

Although the three women were spared by their Boko Haram husbands, a military source told our correspondent that some other “inconsiderate terrorists” donated their wives to embark on suicide bombing missions.

The source noted that such terrorists, who had risen to the rank of commanders, were supposed to have many wives and trained them to “work for Allah.”

The source, a Captain serving in the North-East, said, “Not all the women are able to escape from the terrorists. Some have died while being sent on suicide errand missions. Sometimes, they die with their babies on their backs. These ones are lucky because they have husbands who have yet to be commanders. Their husbands are Boko Haram members, but they are farmers, who belong to the food suppliers’ category.

“Sometimes when we conduct offensives into the deep locations of the terrorists, we end up liberating some of the people held by the insurgents. What the Boko Haram insurgents do is to try and control people to stay in these hinterlands.

“Our objective is to hit them hard and overrun their positions. We then liberate those people that have been held for years by the insurgents. You will see the excitement on their faces. Many of the women and children are frail because they have been malnourished. They have had no good food and medical care over the years.

“We then try to go with the polio vaccines. We vaccinate them after the liberation. We also escort them to the nearest IDPs camp. It is always our will to get into the hinterlands and liberate more people.”

Our correspondent recalled that the Defence Headquarters, Abuja, in January 2017, confirmed that the Boko Haram terrorists used a new tactic of sending nursing mothers strapped with Improvised Explosive Devices to bomb targeted locations.

The release signed by the then Director of Defence Information, Brig Gen Rabe Abubakar, warned residents of the North-East to be suspicious of female suicide bombers, who disguised as nursing mothers, in their desperate bid to escape the security operatives.

“The female suicide bombers are now evading detection by carrying babies on their backs. This act ordinarily passes them for innocent nursing mothers. The two suicide bombings in the Madagali Local Government Area of Adamawa State are instructive in this regard.

“Members of the public are urged to always volunteer useful information to the security agencies to help us tackle the Boko Haram and their evil machinations in our societies and to make our communities safe and secure for all,” Brig Gen Abubakar had said.

Our correspondent learnt that for Ali, Jamilu and Audu, the three teenagers, the task of finding their relations after spending about four years with the Boko Haram insurgents remains enormous.

Red Cross trying to reunite 11,600 family members

According to the Humanitarian Report (January – September 2017) by the International Committee of the Red Cross, an international aids agency in the North-East, 6,640 persons displaced by the terrorists made requests to reconnect with their family members.

But there are still many others, who are unable to come to the Red Cross because of their remote locations.

The ICRC report partly read, “More than a quarter of displaced persons are searching for their lost relatives. The ICRC, with the help of the national Red Cross societies in the Lake Chad region, is searching for almost 11,600 separated family members.

“Many people lost contact with their families while fleeing the armed conflict or, more recently, when returning to their areas of origin. The situation is complex, as some have been displaced for a very long time, while others have had to flee on multiple occasions. Some decided to return to their home areas and start rebuilding their livelihoods.

“The ICRC works with the Nigerian Red Cross Society to locate, and where possible, reunite the members. Through phone messages and calls, separated family members have been able to get back in touch with their displaced relatives.”

Our correspondent learnt that the United Nations is also making efforts to provide “livelihood skills” to female and male children, who are returning from the Boko Haram camps as a form of psycho-social support.

A Senior Adviser for Child protection, UNICEF Nigeria, Fatima Ibrahim, told our correspondent during an interview in Maiduguri, Borno State, that there had been no case of such women returning to their Boko Haram husbands or camps.

She said, “This is one of the biggest challenges that we have had to deal with. Sometimes, these children can come and they are not even accepted in the community. This is particularly if it is linked to some of these suicide attacks. So the communities are really suspicious. It is a very long journey for them.

“The UNICEF is working with an organisation, the International Alert. They are the ones who work with these children. We call them children; they call themselves women. I know they are about 14 or 15 years and with three children. They usually don’t want to be identified because they feel mad. They fear stigmatisation and sometimes, they are called the bad blood. So the International Alert works with the community leaders to sensitise them to accept these children and support them because they are still the community children.

“You know these children have some attachments and they might likely want to go back and create more problems. So, we provide some support to their babies. What these children usually ask for is livelihood support.

“We have been working with a lot of them in our programme for up to one year. The main thing is to work with them so that they do not go back. As long as the programme has an impact on them, they will continue. So far, there is no report that anyone of them has gone back. But we have had those who were rejected y their communities and we are trying to relocate them to some safer places.

“We usually work with the government ministries, local governments and we also collaborate with partners to do what we call, family tracing and reunification.”

Though technology is good and its contributions to the growth of Nigeria’s financial services sector cannot be overemphasised, it has, however, brought pains and losses to the sector, investors and the country’s economy at large, STANLEY OPARA writes

Odum Uwalaka wishes the status quo has not changed from what it used to be 17 years ago when he opened his first bank account. Though he admits that technology has been a big relief, the fact that he also sees it as a huge threat cannot be overemphasised, especially, with respect to his interface with the Nigerian financial services industry

Uwalaka’s dilemma borders on the loss of N1.14m from his savings account after he replied an email, which he though emanated from his bank. The fraudsters had cloned the bank’s logo and used an email address featuring the bank’s name. But despite this experience, Uwalaka has not ceased to use the bank’s Internet banking service and Automated Teller Machines as well as other banking options made possible by technology. Uwalaka’s story is just one case out of many that go unreported.

The activities of fraudsters have become very pronounced in the country’s financial services space, especially in the money and capital markets. Current statistics in the financial services sector confirm the prevalence of fraudulent activities given the degree of losses recorded by the various stakeholders in the value chain.

Banking fraud data

The Nigeria Deposit Insurance Corporation’s data released in the third quarter of 2017 showed that reported cases of fraud, forgery and outright theft involving bank staff stood at N8.68bn in 2016, while actual losses to the nation’s banking industry was N2.40bn in 2016. Similarly, the attempted cases of fraud and forgery as of June 2017 were worth N2.427bn. In addition, the reported cases of fraud and forgery rose by 36.42 per cent from 12,279 cases in 2015 to 16,751 cases in 2016.

In the Nigeria Interbank Settlement System report of the fraud landscape for the year 2016, fraud cases in the year of review grew by 82 per cent over what was reported in 2015 and 1,200 per cent over 2014 on the back of rising usage of new payment platforms. However, actual losses reduced by 2.7 per cent, when compared to the losses in 2015.

Capital market fraud cases

One major event that shook the Nigerian capital market was the case between the Securities and Exchange Commission (the apex regulator of the country’s capital market) and the Group Managing Director, BGL Group, Mr. Albert Okumagba.

On September 28, 2017, the police unit of the SEC arraigned the BGL Group and its officials before the Chief Magistrate Court Zone 6, Abuja on charges of criminal conspiracy, breach of trust and cheating. The alleged offences are contrary to Sections 96, 312, 322 and 323 of the Penal Code Law, Chapter 89.

The SEC had earlier slammed a life ban on Okumagba and his deputy, Mr. Chibundu Edozie, alleging that the BGL Group and its officials breached extant capital market laws and rules that led to a loss of N5.77bn by 32 innocent investors. The SEC also cancelled the licences of Assets Management Limited and BGL Securities Limited belonging to Okumagba.

With the Nigerian capital market getting increasingly sophisticated owing to new technologies and products, the affected investors got caught up in the racket and were left at the mercy of BGL Group and its officials. The controversy bordered on two hybrid products floated by the group called Guaranteed Consolidated Notes and Guaranteed Premium Notes.

On September 19, 2017, the SEC also banned the Managing Director of Partnership Investment Company Plc and Partnership Securities Limited, Mr. Victor Ogiemwonyi, for life from holding directorship positions in any public company in the country following his alleged role in a N4.8bn fraud case involving over 300 investors.

The investors who sought to get back their money petitioned SEC and the Nigerian Stock Exchange.

One of the affected investors, Mr. Arnold Ekpe, had reported the development to the Economic and Financial Crimes Commission, and accused Ogiemwonyi of fraudulently converting over N1.2bn and $80,000 due from the sale of 96,077,872 shares of Ecobank Transnational Incorporated Plc to his personal use.

Other affected investors have equity portfolios in the company. The alleged fraud was said to have been committed under the Partnership Securities Deposit Account platform, which is an hybrid scheme that allows for additional gains on shares aside of dividends, bonuses and rights issues.

The company was said to have advised its clients, who were shareholders in different quoted firms, to buy into the scheme and make additional return of 10 per cent on their investments, payable every six months.

These are the two major cases in recent times, and one thing is common about them: they are products of new technologies, which are prone to intrusion that make the accounts of clients susceptible to being manipulated without the owners knowing about it.

SEC also banned Mr. Taofik Lawal and Mrs. Iyabode Lawal from operating in the Nigeria capital market for mismanagement of stocks and unauthorised sale of shares following complaints against WT Securities Limited and its directors. An investigation by the regulator found them culpable of mismanaging the stocks of Mrs. Opral Mason Benson and the unauthorised sale of Nigerian Breweries Plc shares belonging to Ngozi Onyekwere Nwachukwu.

In recent times, SEC had also handed over various degrees of ban to fraudulent capital market operators for offences relating to unauthorised sale of securities via different electronic platforms.

Ponzi schemes

The NDIC data also showed that three million Nigerians lost N18bn to the Mavrodi Mundial Movement Ponzi scheme (alias MMM), which was the most popular Ponzi scheme in Nigeria in recent time.

The МММ is a Russian company that perpetrated one of the world’s largest Ponzi schemes of all time in the 1990s. By different estimates, from five to 10 million people lost their savings then. Most investors were believed to be aware of the fraudulent nature of the scheme, but still hoped to profit from it by withdrawing money before it collapsed.

Edith Nwokolo, a victim of the scheme, who claimed to have lost about N350,000, says, “As a businesswoman, MMM connected me to people I never knew after I filled my bio-data online and made my first financial commitment. I never met these people but I was always getting payments from them through my bank account until the whole thing crashed.”

From the foregoing, it can thus be inferred that the Ponzi scheme thrived on the back of technology.

Technology pep up our lives

For the Head, Information Technology at Wema Bank Plc, Adewale Saka, technology has changed the face of financial services forever in Nigeria and across the world, of which people are no longer confined to physical locations and limited by time frames. According to him, bank customers. For instance, can now bank from their bedrooms to any part of the world as and when they consider fit.

He emphasizes, “Technology has not only redefined and simplified financial services, it has also brought such services to the doorsteps of almost every household in Nigeria and beyond. Opening and operating accounts can now be done without visiting a bank or physically interacting with human beings and from the comfort of your office, bedroom or even while in transit.”

With channels like the Automated Teller Machines, mobile and Internet banking, Saka says the financial services sector is now exposed to new types of risks associated with the use of technology for service rendering, adding that such risks can be due to human errors, system failures, fraud and cybercrimes.

The banker further laments that banks in Nigeria have lost a lot of money to various fraudulent services perpetrated through electronic channels, adding that fraud attempts, successful frauds, hacks and scams have steadily increased as banking takes centre stage in the digital world.

The Head, Corporate Services Division, Nigerian Stock Exchange, Mr. Bola Adeeko, says technology has exposed investors and the entire capital market to a better experience and performance, citing current developments like dematerialisation, direct cash settlement and the electronic dividend management system, as examples.

Adeeko, who recently completed his tenure as the interim Chief Executive Officer of the Central Securities Clearing System Plc, describes the innovations as important and dynamic improvements in the capital markets system.

Dematerialisation, according to him, is a particularly important development in that it improves market velocity and integrity, while the direct cash settlement and e-dividend initiative are part of a series of enhancements aimed at boosting investor protection.

“I believe the collective aim of the SEC, NSE and CSCS is to further enhance the attractiveness of the Nigerian capital markets, which in turn will help fuel the next wave of economic and developmental investment in Nigeria. These are important steps on the road back to economic growth and diversification,” the expert explains.

Dematerialisation pursues a move from physical manifestation of asset ownership to digital, of which the physical share certificates of shareholders in different listed companies are converted to digital formats, which are resident with the Central securities Clearing System.

The direct cash settlement ensures that investors directly receive the proceeds of the sale of their shares. Initially, such proceeds were credited to the accounts of brokers before being remitted to the investors.

The e-dividend management system, which moves in tandem with the direct cash settlement, ensures that dividends are credited directly into investors’ bank accounts against the current system that relies on posting of dividend warrants.

Regulators and technological trends

The CBN, in its IT Standards Blueprint, says globally, banking institutions depend on technology to help them achieve their vision and strategy, which has consequently help them to transform operations, products and customer interaction.

According to the apex bank, technology plays an important role in product innovation, gaining market advantage, operational efficiency and communicating in the global market place; and thus is strategic for the continual existence and success of the Nigerian financial services sector.

The Director, Banking and Payment Department, CBN, Mr. Dipo Fatokun, says there is a need for continuous effort by stakeholders to develop efficient, reliable and strong electronic payment systems in the country.

To achieve broad objectives of the payment systems, he says the CBN develops and regulates the implementation of regulations to facilitate the growth of initiatives that will harmonise payment operations in the country.

“In its regulatory role, the CBN is careful to approach the dynamics of payment systems policy creation as a delicate balance in order not to stifle innovation and growth in the payment systems,” Fatokun adds.

According to him, technological developments have led to disruptive innovations by financial technology companies in the financial system, of which the innovations have facilitated the expansion of electronic payments and helped in providing financial services to previously unreached groups.

But he laments that the CBN has tried to incorporate all service providers into the regulatory space, but some prefer to remain in the unregulated space due to perceived difficulties of licensing and regulation.

“The collaboration between financial technology companies (FinTechs) and banks will always continue to be on the rise; none can displace the other. There will be more prominence for the FinTechs going forward,” Fatokun notes.

The Market Wide Technology Infrastructure Committee, which is a sub-committee of the Capital Market Committee of SEC, states that it will continue to identify and apply appropriate technologies to Nigerian conditions, and where appropriate, suggest methods of training and retraining market participants to enable them to effectively develop, acquire, support and utilise the technology to enhance the competitiveness and participation level in the market.

The committee also reiterates its commitment to automating pre- and post-trading services, examining and recommending technologies for centralised clearing, automation of trading, and new trade reporting regimes to achieve economy of scale and simplified but effective monitoring and regulation.

In a bid to move the capital market forward, the committee says it will be “benchmarking information technology security practices obtainable in the Nigerian capital market against best practices to improve the control, management and security of information technology assets by market operators.”

To this end, the Acting Director-General, SEC, Dr. Abdul Zubair, says the commission’s resolve to drive market operations for improved performance cannot be overemphasised, adding that three approaches – dematerialisation, direct cash settlement, and the e-dividend management system – will produce the expected result.

Confirming the progress made in the area of dematerialisation, Zubair states, “By the second quarter of 2017, the process had paid off, with nearly all share certificates now digitised, thus completing the process of digitalisation and therefore overcoming the problems associated with damages to or loss of physical share certificates.”

International financial bodies’ perspectives

The Moody’s Analytics report on the Impact of Electronic Payments 2016 put on record that increased electronic payment usage added $460m to Nigeria’s Gross Domestic Product from 2011 to 2015. Year-on-year growth in electronic payment adoption statistics show that Nigeria is firmly on the journey towards a digitalised economy, in which electronic transactions will increasingly play a role in the financial system, according to the rating agency.

Paul Andrews, the secretary general, International Organisation of Securities Commissions, which is the global securities regulator, says, “It is now important to maintain the momentum and keep working together toward better informed and better protected investors and clients. The reality of today´s capital markets that are increasingly interconnected and digitalised has only reinforced the critical importance of investor education and financial literacy.”

The RSA Fraud and Risk Intelligence Service, in its 2017 Global Fraud & Cybercrime Forecast, describes ‘mobile’ as the new cybercrime target. According to the report, 60 per cent of the overall is originating from mobile devices, while 45 per cent of transaction volume originates also from mobile devices.

According to the RSA, a new phishing attack is launched every 30 seconds, with the annual cost of phishing to global organisations put at $9.1bn. Phishing, therefore, is the fraudulent practice of sending emails purporting to be from reputable companies in order to induce individuals to reveal personal information, such as passwords and credit card numbers.

Stakeholders bare their minds

On the level of online security risk in the country, Michael Odusami, the President of Maxut Consulting, a FinTech company, says a lot of the challenges faced is around social engineering, of people impersonating others and so on.

According to him, a majority of the fraud recorded within the country is carried out by people inside the system itself, “people who know how the system works and they compromise it.”

He adds that a lot still needs to be done to secure transactions in the sector.

The Electronic Payment Providers Association of Nigeria, worried by the huge financial losses to electronic fraud in the country’s financial system, opines that there is a need for players in the business to invest in big data analytics in order to address the problem.

The association, led by Onajite Regha, projects that the financial losses to electronic fraud will hit N6tn by 2021 if not nipped in the bud, while advising that the best way out of the challenge is for banks to invest in technology solutions like the big data analytics, which offers real-time detection of electronic fraud before it occurs.

The National President, Constance Shareholders Association of Nigeria, a minority shareholders’ group, Alhaji Shehu Mikail, laments that shareholders are always at the receiving end when fraud happens in the financial services sector, whether in the banking industry or the capital market.

“The people who are at risk when a stockbroker commits share fraud are the shareholders, and if the situation is not properly addressed, they lose their money. Also, when major bank frauds occur, it is still the shareholders that bear the brunt. They bear the brunt because the affected banks lose money and declare less profit, which translates to lower dividends to shareholders,” he explains.

Mikail, therefore, calls on SEC to ensure that shareholders first get their money from stockbrokers whenever they are defrauded, even if it will take selling off some assets belonging to the stockbroker or the company through which the fraud is committed. This, according to him, will protect the interest of shareholders and boost their confidence in the market.

Owing to the degree of losses incurred by Nigerian banks to fraudsters, another minority shareholder, Kemi Osodi, says banks must continue to invest in human capital development, adding that the lenders should continue to evaluate their systems against possible risk exposure.

The Country Managing Director, Accenture Nigeria, Mr. Niyi Yusuf, notes that although the banks and the financial regulators have put certain measures in place to address increasing fraud cases like separation of duties , introduction of Bank Verification Number and the enactment of the Cybercrime Law that was passed by the Federal Government in 2015, the measures are not enough, given the advanced technology methods that fraudsters use to defraud the banks and their customers.

He appeals to the financial institutions to invest in the technology of big data analytics, adding that such investments will allow the banks to monitor the behavioural pattern of genuine bank account owners in order to prevent fraud before it occurs.

Yusuf also stresses the need for banks to continually upgrade the skills set of their staff members, in line with global technological trends and best practices.

Liquidity challenges in the economy made the amount of money that commercial banks borrowed from the Central Bank of Nigeria to increase by 52 per cent in the first three weeks of December, data obtained from the CBN website showed on Monday.

The CBN Standing Lending Facility window data revealed that the Deposit Money Banks in the country borrowed N2.305tn from the regulator to cover their cash shortfall positions between December 1 and 22, 2017.

This represents a 52 per cent increase over the N1.515tn the nation’s lenders borrowed from the apex bank to cover their positions between November 1 and 22, 2017.

Commercial banks use the CBN’s SLF to support their liquidity shortfalls and meet trading obligations on short-term basis.

The DMBs borrowed N1.019the, N671bn and N614bn through the CBN’s SLF window during the first, second and third week of December respectively, the central bank data showed.

While the N614bn borrowed last week was eight per cent lower than the N671bn loan obtained the penultimate week, the latter was 34 per cent lower than the N1.019tn the banks borrowed from the CBN three weeks ago.

The CBN SLF data showed that banks borrowed N231.92bn, N217.08bn, N228.26bn, N178.28bn, and N164bn, respectively from the central bank between December 4 and 8, 2017.

Between December 11 and 15, the amounts borrowed were N178.02bn, N135.3bn, N123.77bn, N116.73bn and N117.64bn, respectively.

Between December 18 and 22, the banks borrowed N119.836bn, N132.651bn, N163.135bn, N110739bn, and N87.892bn, respectively.

During the last week of October and November, the CBN data showed that the banks’ borrowing from the apex bank rose significantly.

Some analysts attributed the trend to liquidity squeeze and banks’ demand for funds to participate in the special foreign exchange auctions conducted by the regulator.

In November, the commercial banks borrowed N2.77tn with an average amount of N154bn.

The highest and lowest amounts the lenders borrowed from the central bank last month were N260bn and N108bn, respectively.

Economic and financial experts said that the CBN’s lending to banks had increased in recent times on the back of liquidity issues in the economy.

Banks with liquidity challenges are often seen more on the CBN SLF window than others.

For example, Skye Bank Plc was said to be more frequent on the CBN SLF window months before the CBN sacked its board and appointed a new one.

The apex bank, which is described as a lender of last resort, has been accused of lending more to the Federal Government in recent months.

A member of the CBN Monetary Policy Committee, Dr. Doyin Salami, had recently accused the central bank of acting like a “piggy bank” with its funding of the government.

Salami said he was struggling to understand the apex bank’s economic rationale for such action.

Monetary data showed a sharp rise in the CBN’s financing of the government deficit this year, Salami said after the MPC meeting some months ago.

He stated that the CBN’s claims on the government had risen 20-fold to N814bn from the end of 2016, while its purchases of government treasury bills increased by 30 per cent to N454bn.

“It is clear that the CBN has provided piggy-bank services to the Federal government. While I still wonder what the underlying economics is, I sincerely hope it works,” Salami added.

The Federal Government is struggling to raise enough revenue amid economic challenges.

World Wrestling Championships silver medallist, Odunayo Adekuoroye, has joined Mumbai Maharathi from NCR Punjab Royals ahead of the 2018 Indian Pro Wrestling League season, which begins on January 9, 2018.

The 2014 Commonwealth Games champion, who is competing in the women’s 57kg weight category, was signed for Rs 35 lakh from Punjab Royals.

Adekuoroye represented Mumbai Garuda in the 2016 edition, when she won the league title with them, and finished second with Punjab Royals in the 2017 season. She won the best wrestler in the league on the two occasions.

A tweet by the league organisers on Sunday announced Adekuoroye’s movement.

It read, “World Championship silver medallist Odunayo Folasade Adekuoroye (@Undispute Odun1), under 57kg category, grabbed by @Mumbai Maharathi for a whopping Rs 35 lakh.”

Adekuoroye, who is currently out of the country, confirmed the development to our correspondent, saying she was ready to assist the team to the league title.

She said, “Joining a new team ahead of the new season is a new challenge for me and I always like facing challenges. It shows that the clubs recognise my ability and want to have me in their team. I am determined to be the best wrestler in the league and also assist my team to win the title.”

The organisers also said Adekuoroye’s Indian rival in the category, Marwa Amri, was signed by Veer Marathas for Rs 25 lakh. This season will be the first time both wrestlers will meet in any competitive match.

Adekuroye faces another tough opponent, World Championship gold medallist, Helen Maroulis, of the USA, who was signed by Haryana Hammers for Rs 44 lakh in the same category.

No fewer than 11 women lost their lives on Saturday in an auto crash in Kano State while coming from the family house of a bridegroom.

It was learnt that their vehicle lost control and crashed into an abandoned tollgate building in the Na’ibawa ‘Yan Lemo area of Kano State.

It was gathered that the accident occurred around 9pm after the driver of a Volkswagen Sharon bus with 18 passengers tried to avoid crashing into a speeding Volkswagen Golf.

According to eyewitnesses, the Volkswagen Sharon bus suddenly hit the tollgate building and somersaulted before screeching to a halt by the roadside.

One of the eyewitnesses said, “Eight women among the 18 passengers died on the spot, while the rest were rushed to the Murtala Muhammad Specialist Hospital, where three more passengers died.”

PUNCH Metro learnt that all the dead victims were buried on Sunday at a cemetery in the Hotoro area of the city.

A survivor of the crash, Aliyu Yusuf, told our correspondent that the they were returning from the house of a bridegroom in the Wailari area, where they had gone to pick up other persons, who would escort them to the house of the bride at Unguwa Uku quarters.

He said, “We were coming back from the groom’s family house when we suddenly noticed a speeding Golf car behind us.

“The driver of the Golf car was speeding and he suddenly noticed a huge pothole; so, he veered into our lane.

“To avoid being hit by the Golf car, our driver swerved to the other lane, but there was a trailer coming behind us, leaving us with no option than to return to our original lane. It was in the process that the driver lost control and ran into the tollgate building.

“I didn’t know how I survived. I just saw myself standing by the roadside with another boy, who was also in the vehicle. But when I looked at the car, I noticed that it was completely damaged.

“I saw blood and bodies everywhere and I saw a dead woman with a baby screaming on her back.”

Yusuf said the driver of the Volkswagen Sharon escaped death, but suffered from a broken arm.

Another witness told our correspondent that the driver of the Volkswagen Golf sped away after he saw what happened.

The spokesman for the Federal Road Safety Corps in Kano State, Kabiru Daura, who confirmed the incident via a text message, said, “Yes, we are aware. A vehicle conveying women ran into the tollgate building at Yanlemo on Zaria Road.

“Eight persons died on the spot, while three others died after receiving emergency treatment.”

Delta State Governor, Senator Ifeanyi Okowa on Thursday expressed sadness over the untimely death of Mr. Jerry Ojugbeli, a driver to the Deputy Speaker of the Delta State House of Assembly.

Mr. Ojugbeli died from injuries sustained from Canon gun shot at the Ndokwa West PDP Local Government Council Elections Campaign Flag off rally at Kwale on Thursday.

Governor Okowa in a condolence statement by his Chief Press Secretary, Charles Aniagwu condoled with the family, Deputy Speaker, the people of Umusadege, Kwale and the entire Ndokwa nation over the untimely demise of Jerry Ojugbeli.

Governor Okowa, while commiserating with the family of the late Ojugbeli, urged them to take solace in God, adding,

“His untimely demise is not only painful but regrettable, adding “the late Ojugbeli was a diligent man who approached his work with the seriousness it deserves.

“On behalf of the government and people of Delta State I mourn the untimely demise of Mr. Jerry Ojugbeli whose accidental death was caused by a loose cannon shot at the Ndokwa West PDP Local Government Council Election Campaign Rally.

The Governor who bemoaned the loss of the party faithful prayed God to grant his soul eternal rest and grant speedy recovery to all those who sustained injuries during the incident.

“He was a dedicated worker and party faithful whose untimely death is regrettable and there is no doubt that he will be surely missed,” Governor Okowa said.

A former deputy governor of Osun State, Mr. Iyiola Omisore, has said the Peoples Democratic Party in the state will unite to stop the ruling All Progressives Congress from destroying the state.

Omisore, who said this at the factional secretariat of the PDP in Osogbo on Thursday, stated that the crisis rocking the party would be resolved within the next one month.

Speaking during the distribution of food items to party members, the former deputy governor said he was not interested in fighting any member of the PDP, stressing that all members of the opposition party should come together to rescue the state from the grip of the APC.

He said, “We will get our acts together to face that monster and destroy it before it destroys Osun.

“After our congress in January, the PDP will come under one umbrella and from that point, we will take off fully. Don’t fight anyone. Let’s preach the message of peace and face our common enemy.

“Let the government resolve all the challenges it has created for the state before we can talk of any local government election. PDP is fully ready anytime to go to poll, but when uncertainties surround a poll, no serious politician will be too interested in such an exercise.”

Ayodele Fayose, Governor of Ekiti State, has faulted the decision of the federal government to withdraw the sum of $1billion from the Excess Crude Account to fight Boko Haram insurgency in the North East.

Fayose alleged that the money was meant to fund President Muhammadu Buhari’s 2019 Presidential campaign.

The governor’s position was contained in a statement signed by his Special Assistant on Public Communications and New Media, Lere Olayinka and sent to DAILY POST.

Fayose said, “For posterity sake, I wish to place it on record that I was not among the governors, who approved the withdrawal of almost half of our savings in the Excess Crude Account, which belongs to the three tiers of government to fight an already defeated insurgency.

“Since they said they have defeated Boko Haram, what else do they need a whopping sum of $1 billion (over N360 billion) for; if not to fund the 2019 elections?

“The APC promised to wipe out Boko Haram within six months, now it is 31 months and what the APC government is wiping out is the economy of Nigeria and the means of livelihood of the people.”

Fayose said N360 billion was equivalent to what the Federation Account Allocation Committee (FAAC) share to the federal government, 36 States and 777 Local Councils monthly.

He said “Nigerians deserve proper explanations from the federal government on the rationale behind spending such huge sum of money to fight an already defeated Boko Haram.”

Challenging the federal government to make available to Nigerians how the money released by international donors for the fight against Boko Haram was spent, Fayose said, “Even the Transparency International (TI) once said in its report that some top military officials in the country were feeding fat from the war against Boko Haram by creating fake contracts and laundering the proceeds in the United States, United Kingdom and elsewhere.”

The governor also alleged that the N50 billion kept by the Nigeria National Petroleum Corporation NNPC) in different commercial bank accounts outside the Treasury Single Account (TSA) on the directive of President Buhari’s Chief of Staff, Abba Kyari was part of the fund being kept to fund President Buhari’s election in 2019.

Fayose said, “Nigerians are alarmed by the revelation from the House of Representatives that President Buhari exempted NNPC from transferring N50 billion to the TSA, and the Central Bank of Nigeria (CBN), confirmation that a letter issued by the Chief of Staff (CoS) to the president, Abba Kyari conveyed the directive.

“Also, they are miffed by the federal government’s idea of withdrawing $1 billion from the Excess Crude Account to fund an insurgency they said had been defeated.

“They went on to tell Nigerians that the decision was taken by governors of the 36 States, whereas, it was solely the idea of the federal government, which they used the arranged National Executive Council meeting to achieve.

“The question is; how can the federal government alone spend almost half of the Excess Crude money that belongs to the three tiers of government (i.e. Federal Government, States and Local Councils)?

“The reality is that our treasury is daily being looted in readiness for the 2019 elections. Nigerians are therefore alerted to this lootings by the APC led federal government to amass huge fund for the 2019 elections under the pretense of fighting insurgency in the Northeast as well as other dubious means.”

The Asiwaju Yinka Fasuyi Foundation has paid the West African Examination Council fees of some pupils from 20 public schools in Osun State.

The Chairman of the foundation, Chief Yinka Fasuyi, who is the President, Ibadan Business School, presented cheques for the sum of N1,766,500 to beneficiaries at a ceremony held in Ilesa on Thursday.

The beneficiaries were those who had the best results in the Unified Promotion Examination organised by the state government for SSII pupils in the state.

Fasuyi said the gesture was devoid of any political undertone, stressing that he was moved to invest in the future of the children because of his love for education and Ijesaland.

He said, “The truth of the matter is that the government alone can never finance all socio-economic development programmes. If government was capable, then the Egbe Atunluse Ile Ijesa would have waited for it to establish the secondary school that was later known as Ilesa Grammar School.

“I urge all community stakeholders in their different classes, groups and associations to support the government and the society. We must not only produce educated people in quantity, we must also produce quality and value-adding educated people.”

Fasuyi also noted that investment in education would guarantee a bright future for children and the country, as well as give hope to the hopeless and help to reduce crime in the society.

He said the foundation provided free extra-mural classes in Mathematics and English Language for pupils in public secondary schools, adding that the pupils with the best results in the West African Senior School Certificate Examination among the current beneficiaries would win scholarships to further their education in any university or a polytechnic.

A former Vice-Chancellor of Caleb University, Prof. Tayo Olurotimi, lauded the chairman of the foundation for showing interest in the education of the children in Ijesaland.

He urged the beneficiaries to use the opportunities they were offered to ensure a brighter future for themselves.

The Commissioner for education in Osun State, Mr. Kola Omotunde-Young, represented by Mrs. Olufunke Adeyeye, thanked the foundation for investing in the future of the pupils and the state.

The commissioner advised the students to shun cultism and hard drugs that may distract them from achieving their goals in life.

Governor Akinwunmi Ambode of Lagos State says the Federal Government has concluded plan to demolish Jibowu and Costain bridges in Lagos.

Ambode disclosed this while addressing participants of the Town Hall Meeting on Security Trust Fund in Alausa, Lagos, on Wednesday.

He said the bridges would be demolished by the government to give way for the new rail project.
The governor said the project would be executed for the good of the residents and it would increase the economy of the state.

“The Jibowu and Costain bridges will give way for the laying of tracks of a Lagos-Ibadan rail project,” he said.

Ambode also said that the demolition would give room for a track that would stretch from the old Fela Shrine to WAEC end.

According to him, the track will be constructed in such a way that no vehicle crosses it.

He said that the traffic would be managed during the project and appealed to people in the state to bear with the situation.

On kidnapping, Ambode said plan had been concluded to procure surveillance aircraft that could effectively gather intelligence in parts of the state and assist significantly in dealing with the menace.

“It is pertinent to note that these criminals have not relented in their pursuit of evil. We must demonstrate that we are prepared to do whatever it takes to make it difficult for them to succeed in their evil plots.

“We will apprehend them and bring them to justice,” he said.

Ambode urged people to install CCTV cameras in their organisations to help expand the reach of law enforcement agents in the event of any security breach.
“As responsible citizens and worthy stakeholders, you also have crucial part to play for the enhancement of security in the state,” he said.

Earlier, the Commissioner of Police in the state, Edgal Imohimi, said the introduction of community policing and the increase in police visibility had resulted in 35 per cent decline in crime.

Imohinmi, however, said that despite massive contributions by the state security trust fund, dearth of patrol vehicles remained a challenge.

“Many vehicles attached to the divisions have become rickety and unserviceable due to old age and over usage,” he said.

Imohinmi, however, said the command would not relent in its efforts to consolidate on the achievements recorded so far, but would appreciate if additional critical fighting equipment were provided.
He said this would help to improve on the successes so far recorded in the command’s fight against crime and criminality.

Also, Secretary of the Security Trust Fund, Abdulrazaq Balogun, said there was need for organisations to engage in consistent and sustainable security model.

According to him, this will enhance strategic planning for improved security in the state.

A national leader of the All Progressives Congress, Bola Tinubu, has reiterated his stance on internal democracy as opposed to the idea of giving automatic tickets to aspirants.

He said his party must not behave like the Peoples Democratic Party, which, according to him, has a penchant for giving automatic tickets to its members.

Tinubu, however, said his position should not be misconstrued by the Governor Rochas Okorocha-APC governors’ forum, saying he believed that governors had an important role to play in the emergence of the party’s candidates.

Tinubu was quoted as expressing these views in a statement on Monday by his media aide, Tunde Rahman.

According to Rahman, the statement was intended to clarify the misrepresentation in an interview that Tinubu granted journalists during his last visit to Akure.

Tinubu had been quoted as saying that the APC would not give President Muhammadu Buhari an automatic ticket for the 2019 presidential election.

Rahman noted that Okorocha had reacted to the statement credited to Tinubu, construing it as a slight on the APC governors who had endorsed Buhari for re-election in 2019.

While also speaking with journalists in Akure, Okorocha had said the governors were entitled to their right to endorse Buhari for re-election, wondering why Tinubu was “crying more than the bereaved.”

But Rahman said Tinubu did not attack the APC governors in the interview he granted journalists in Akure.

He said, “We note the Imo State Governor, Rochas Okorocha’s statement. It is important that the record of what Asiwaju Tinubu said when approached by journalists during his last visit to Akure is accurate. Thus, I make this statement in the hope of clarifying a misinterpretation that seems to have taken hold in some quarters.

“I was at the interview session. Asiwaju never said anything that could be interpreted as meaning or even implying that the governors are irrelevant or insignificant to the party’s nomination process.

“As a former governor and a leading statesman within the party, such words would never come from him.

“Moreover, Asiwaju is a democrat who believes that the open and democratic processes of the APC, which led to the nomination of President Buhari in the first instance, have served the party well and have helped to distinguish the APC from the PDP and other parties where fairness and internal democracy are rare commodities.

“Every individual has a right to endorse or support a candidate of his choosing. What Asiwaju said at that encounter and still canvasses is that the APC should not mimic the PDP’s penchant for short-circuiting internal democracy by promoting the idea of an automatic ticket.

“The exercise of internal democracy and honouring the letter and spirit of party rules can only strengthen the party and enthuse its members.

“ The APC’s all-inclusive philosophy was not devised today. It had been with the party since its creation.”

The Abuja Division of the Court of Appeal, on Tuesday, nullified the acquittal ruling of the Code of Conduct Tribunal handed down in favour of Senate President Bukola Saraki on false declaration of assets, in June this year.

Delivering a unanimous judgment in the appeal filed by the Federal Government against the Senate President’s acquittal, the three-man panel of the Court of Appeal, headed by Justice Tinuade Akomolafe-Wilson, dismissed 15 out of the 18 counts filed before the CCT.

The Court of Appeal held that the prosecution failed to lead sufficient evidence in support of the 15 grounds.

Meanwhile, Saraki has indicated his readiness to approach the Supreme Court to challenge the validity of the three counts upheld by the Court of Appeal against him.

A statement by his Chief Press Secretary, Mr. Sani Onogu, quoted Saraki’s counsel, Mr. Paul Usoro (SAN), as saying the judgment would be studied and that the apex court would be invited to adjudicate on the three charges with a view to getting them nullified.

But the court ruled that Saraki, a former Governor of Kwara State, had a case to answer with respect to three of the counts numbered 4, 5 and 6.

Justice Akomolafe-Wilson, who prepared and read the lead ruling, held that there was “ample” evidence, led by the prosecution, to warrant the Senate President to open his defence in respect of the three counts.

With the Tuesday’s judgment of the Court of Appeal, Saraki will now return to the CCT to open his defence in respect of the three counts.

“It is ordered that this case be remitted to the Code of Conduct Tribunal for the respondent (Saraki) to enter his defence,” the Court of Appeal ruled.

In Count 4, which was sustained by the Court of Appeal, Saraki was accused of making false asset declaration at the end of his tenure as the governor of Kwara State in 2011 and on assumption of office as a Senator in 2011 in respect of a property at 17A McDonald, Ikoyi, Lagos.

The prosecution contended that the defendant falsely declared to have acquired the Ikoyi property on September 6, 2006, from the proceeds of sale of rice and sugar.

In Count 5, the prosecution accused Saraki of making false asset declaration at the end of his tenure as the governor of Kwara State in 2011 and on assumption of office as a Senator in 2011, when he declared that he acquired the property at 17B McDonald, Ikoyi Lagos, on September 6, 2006 from the proceeds of sale of rice and sugar.

In Count 6, the prosecution also accused Saraki of making a false declaration in his Asset Declaration Form at the end of tenure as governor of Kwara in 2007 and on assumption of office as governor in 2007 by failing to declare his outstanding loan liabilities of N315,054,355.92 out of the loan of N380,000,000 obtained from Guaranty Trust Bank Plc.

Delivering judgment on Tuesday, Justice Akomolafe-Wilson held that there was “direct evidence” from the testimony of first, second and fourth prosecution witnesses supporting the three counts.

The two-man panel of the CCT, headed by Danladi Umar, had, on June 14, 2017, upheld the no-case submission filed by Saraki after the prosecution, led by Mr. Rotimi Jacobs (SAN), closed its case with four witnesses and 48 documentary exhibits.

Upholding the no-case submission, the tribunal dismissed the amended 18 counts preferred against Saraki on the grounds that the prosecution was unable to establish any prima facie case against the Senate President.

Umar, in his lead ruling, exonerated Saraki, holding that failure of the prosecution to obtain Saraki’s statement and make it a part of the proof of evidence was fatal to the case.

He adjudged as “absurd” that neither Saraki’s statement nor the report of investigation, said to have been carried out, was produced before the tribunal.

He agreed with the defence team, led by Chief Kanu Agabi (SAN), that the prosecution’s evidence had been manifestly discredited during cross-examination by the defence.

But the Office of the Attorney General of the Federation, through Jacobs, on June 20, 2017, filed 17-grounds notice of appeal against the CCT’s judgment.

The Federal Government faulted all the grounds on which the CCT predicated Saraki’s acquittal, describing the entire judgment as unreasonable and unconstitutional.

Jacobs subsequently filed an appellant’s brief on July 28, 2017 formulating five issues for determination.

Justice Akomolafe-Wilson, in her judgment on Tuesday, resolved four out of the five issues formulated for determination against Saraki and only one against the appellant, the Federal Government.

The only issue resolved in favour of Saraki and against the appellant was that the appellant was wrong to have contended that the burden of proof in the case of false asset declaration was on the defendant and not the prosecution.

The court held that there was nothing in the constitution that placed the burden of proof on the defendant presumed to be innocent until proven guilty.

But the court agreed with Jacobs, affirming the legality of the joint investigation team comprising the operatives of the Economic and Financial Crimes Commission, the Department of State Services and the Code of Conduct Bureau, set up to investigate the case.

Restating the earlier decision of the Court of Appeal, Justice Akomolafe-Wilson said, “There is also nothing wrong or any law preventing the Code of Conduct Bureau, an agent of the Federal Government, from collaborating or acting in concert with any other organs of the Federal Government which are also engaged in investigation and prosecution of criminal matters in order to achieve its mandate under the Constitution and the law.”

The court held that the tribunal was wrong to have held that Saraki was not invited to make a statement in the course of investigating the allegations against him.

It said the Senate President actually made a statement in the course of investigation, which was tendered and admitted by the tribunal as Exhibit 46.

The court also faulted the tribunal for holding that the prosecution failed to prove its case by not tendering the original copies of Saraki’s assets declaration forms and his statement.

It said the Certified True Copies of the forms and statement were sufficient under the law to be admitted as exhibits in favour of the prosecution.

On whether the tribunal was right to have upheld Saraki’s no-case submission, the appellate court resolved the issue against Saraki.

The court also held that the allegation that Saraki was operating a foreign account as a public officer was not proved.

It held that the prosecution failed to prove that the American Express Service Europe Limited, with whom Saraki allegedly kept an account, was a bank.

It held that the prosecution also failed to tender the credit card which it claimed Saraki obtained from AMEX.

Also, the Kwara State chapter of the APC, on Tuesday, said Saraki would be vindicated at the end of the legal journey.

The party, in a statement, by its state Publicity Secretary, Alhaji Sulyman Buhari, stated that it welcomed the appellate court judgment.

Buhari said, “Though we do not agree with the section of the judgment which ordered the retrial of the Senate President on three of the counts at the CCT.

“However, the party is convinced the three charges, which the appellate court sustained, will not survive legal scrutiny at the Supreme Court. Soon, the charges will fall like a pack of cards at the Supreme Court.

“It bears repeating that our belief remains unshaken. We strongly believe the Senate President will emerge victorious at the end of the legal journey.”

A former aide to American member of parliament, Trent Franks, has said the congressman repeatedly pressed her to carry his child, at one point offering her $5m to act as a surrogate mother.

The eight-term lawmaker abruptly resigned Friday, bowing to an ultimatum from House Speaker Paul Ryan.

Ryan told Franks that he would refer the allegations to the Ethics Committee and urged him to step aside.

The former aide said the congressman, at least four times, asked if she would be willing to act as a surrogate in exchange for money.

Franks, in his statement announcing his resignation, said he and his wife, who have struggled with infertility, have twins who were carried through surrogacy.

The former aide said the conversations took place in private, sometimes in the congressman’s car, and that she repeatedly told him she wasn’t interested.

She said she never filed a formal complaint because until recently, she didn’t know where to go, but that his behavior had made her feel uncomfortable.

The aide asked that her name be withheld out of concern for her privacy.

“During my time there, I was asked a few times to look over a ‘contract’ to carry his child, and if I would conceive his child, I would be given $5m,” she said, adding that she refused to look over the contract and has never seen a copy.

The woman said the requests shocked her, and made her feel afraid that if she didn’t agree, she would face professional consequences. She said she spoke to another aide in the office, who had also been approached about surrogacy.

The aide cited the surrogacy requests as “a main reason” for leaving the office, adding that she felt retaliated against after turning down the congressman, as she was ignored by Franks and not given many assignments.

A spokesman for Franks would not comment on whether the congressman offered aides money in exchange to act as surrogates.

Franks, a staunch conservative, said in his statement Thursday that he never physically intimidated, coerced or attempted to have sexual contact with any member of his congressional staff.

Franks, 60, said he had become familiar with the surrogacy process in recent years and “became insensitive as to how the discussion of such an intensely personal topic might affect others.”

Former president Goodluck Jonathan on Saturday, December 9, said the Peoples Democratic Party has become a reference point as Nigeria moves toward another election.

Jonathan made this known on Saturday, December 9, in Abuja, while delivering a goodwill message at the party’s national convention.

He said the party had over the years remained focused and resilient in spite of several challenges, adding that he believed the party would remain foremost in leadership.

According to him, ”The PDP is a party with an indelible history and principles, and expressed optimism that the party will remain at the forefront of leadership by example.

“Ours is a party with an indelible history and proven record on its tradition and we have been consistent in standing firm.

“PDP is the only party that from the beginning, we have not changed our name or our identity in any form, we do not change based on election cycle. PDP is the only stable party in Nigeria.’’

“Today is a unique day because we are going to elect leaders that will steer the activities of the party for the next general elections and we charge those that will win the election today to carry everybody along.’’

He, however, urged all leaders to remain committed to the purpose and work for the interest of the party and the country.

Jonathan commended the outgoing national caretaker committee for its leadership and doggedness, adding that it had provided energetic and purposeful leadership at a very critical and trying period in the party’s political history.

Also speaking, former vice president, Namadi Sambo charged the delegates to conduct themselves in a peaceful manner to ensure a free and fair election.

Sambo said he was confident that the delegates would elect “the right people to serve as leaders in the party.’’

Delegates are expected to elect 32 new executive that would lead the party in the next four years at the convention.

The former president made this known while addressing journalists after a visit to the Rivers state governor, Nyesom Wike, at the government house in Port Harcourt on Sunday, December 3.

The ‘Penalty’ singer said, “It is true that I was a bus conductor and a commercial motorcyclist. I also hawked sachet water but I thank God for the gift of life now because I am one of the most sought-after artistes at the moment. I just feel that there is no limitation to what anybody can achieve in life. Those locked up in prisons are human beings too and that is not the end of their lives, so I decided to reach out to them. Also, my colleague, Lamboginny, reached out to me and said he wished we should go to the prison and perform for them, so I gladly agreed. I have never been a prisoner and I laughed when I learnt that people thought I was once an inmate because of this gesture. I just feel we should always put a smile on the faces of other people regardless of any situation they are facing in life.”

The singer told Saturday Beats that ever since he attained fame, his mother’s advice to him was to ensure that he only comes home late at night. “My mother is a teacher but she is very publicity-shy. She has never been a socialite and even those that live around her only know her as a landlady and not Small Doctor’s mother, simply because she is publicity-shy. She always tells me to make sure I don’t come to the house in the afternoon but at midnight. She is just a private person. However, I would have loved a little spotlight to shine on her because she has done so much and she is the best mom in the world,” he said.

It seems to be the best man at Oristefemi’s wedding has got the singer thinking about marriage as he told Saturday Beats that he could tie the knot soon. “I don’t think I have enough money to get married but it would come at the perfect time. Definitely, I would love to get married soon and when it happens, it would be all over town that Small Doctor is getting married. When it is time, the world would know. Anytime from now, the miracle would happen and I would get married,” he said.

OLUSOLA FABIYI writes about the return of former Vice President Atiku Abubakar to the Peoples Democratic Party, three years after his second exit and the quest by the party to elect new leaders

On September 22, 2014, in Lagos, former Vice President Atiku Abubakar, like some other disgruntled members of the Peoples Democratic Party, that left the then-ruling party for the newly-formed All Progressives Congress, tried to justify his decision to leave the party he claimed he and others had jointly formed.

The burden was on him to assure his loyalists that his days of defections were finally over. His desire to join the APC was to be the party’s presidential candidate. He thought that would be realistic. This could be the reason why he said that, apart from himself, he knew that other defectors would never leave the now ruling party.

On that day, he had said, “I am not aware of anyone contesting (for Presidency) that wants to give up on the APC. I know Rabiu (Kwankwaso) will not do so; Gen. Muhammadu Buhari (retd.) is not going to do that. As for me, as far as I am concerned, the APC is my final bus stop.”

Hardly had he uttered the statement than the then-Deputy National Chairman of the PDP, Prince Uche Secondus, reacted. He had said “Atiku has been on this voyage before and returned. This time too, he will definitely come back and we shall welcome him back.”

Few days ago, the word of Secondus became prophetic as the Waziri Adamawa once again returned to the party he had vilified and condemned.

His coming was well-timed. Having realised that it would be difficult for him to get the presidential ticket of the APC for the 2019 election, Atiku believed he needed to be a card-carrying member of the PDP early in order to have a say in who leads the former ruling party. The leadership of the party matters to the 2019 ambitions of any serious politician.

He must have calculated his return very well, so that he is not made to be irrelevant like he has experienced in the past. The former VP had left the PDP before the 2007 elections to contest the Presidency under the defunct Action Congress of Nigeria against the late President, Alhaji Umaru Yar’Adua. He was roundly defeated at the poll. After giving some thoughts to his political future, he returned to the PDP.

On August 15, 2010, Atiku had invited his political followers to the Transcorp Hotel, Abuja. The stage was set and well-lit. Dressed mostly in the colours of the PDP, the hall was full to capacity as the master of ceremony announced the coming of Atiku. The audience clapped and Atiku, dressed in well-starched guinea brocade, emerged from one of the guarded doors.

Unfortunately, he fell on his way to the stage as he missed his steps. Political analysts then guessed that his falling was a bad sign for his ambition. They were probably right. Atiku failed to clinch the party’s presidential ticket as he was defeated by former President Goodluck Jonathan.

It was like a triumphant entry when like the biblical prodigal son, Atiku returned to the PDP last Tuesday. Followed by a large crowd and some praise singers, Atiku raised his fist to acknowledge their greetings as he made his way into the office of the Chairman of the National Caretaker Committee of the party, Senator Ahmed Makarfi.

Surrounded by the party leaders, Atiku couldn’t hide his joy as he was welcomed back to the party he claimed to be one of its founding fathers. He paid glowing tribute to those who held sway while he was in other political parties.

Facing the crowd, he said, “I like to thank you very much indeed for this privilege and opportunity granted me to do so, realising that this is a very busy time for you. All what I have come to do today is to come and show my face.

“Many people have read in the media that I have returned home. This is home. Mr. Chairman, I want to congratulate you for a wonderful work, which you have been doing to redeem the image of this party to rebrand it and return it to its original form.

“I want to assure you of my support and cooperation at all times, to make sure that these objectives are achieved by you and subsequently by your successors. We should remember that those of us, who founded this party, founded it on the principles of democracy, good governance, unity of this country, and the prosperity of its people.

“Over the years, like any or every human organisation, it has faced its challenges, but I want to pay tribute to those who have stayed steadfast through thick and thin to see us through to this point.

“Now that we have learnt our lessons, I hope that we will be guided by the lessons we have learnt. And that is to make sure that we build an all-inclusive party, where every part of this country will have a sense of belonging and sense of participation.”

He appealed to other defectors who had defected to other political parties to return, saying that it was only by “that we will build a stronger, more united party that can again return to government and continue to deliver the dividends of democracy.” Atiku told the cheering crowd that the PDP governments remained the best in the history of the country since 1999.

In a veiled reference to the Buhari-led administration, Atiku said that it would be difficult for any government to even achieve 50 per cent of what the PDP achieved.

Not ready to give anything to chance, Atiku is said to be torn between who to support among the nine aspirants jostling for the position of the national chairman of the party.

The aspirants are Prince Uche Secondus, Chief Gbenga Daniel, Mr. Jimi Agbaje, Senator Rashidi Ladoja, Prof. Taoheed Adedoja, Prof. Tunde Adeniran, Chief Olabode George, Dr. Raymond Dokpesi and Mr. Aderemi Olusegun.

However, it was gathered that the former vice president was indecisive on whether to align with the choice of the 11 governors in the party or that of some northern elements and a former military dictator, Gen. Ibrahim Babangida (retd.).

While the governors are said to be queuing behind Secondus, some northern leaders are said to be behind Adeniran. The former minister of education was also said to be enjoying the support of those described as old brigades in the party, who considered themselves as ‘founding fathers.”

At a scheduled meeting of some northern political leaders held in Abuja on Monday, where he was expected to appear “briefly”, Atiku decided to stay away. The organisers of the event, apparently shocked because of his refusal to be present, had to call off the meeting very late at night when they realised that he would not show up.

Our correspondent gathered that Atiku had been advised not to openly identify with any of the aspirants. A member of his team, who spoke on condition of anonymity, said that “doing so could affect his presidential chances in the future.”

Atiku, he said, had sought the advice of his team on whether he should throw his weight behind Secondus, Adeniran or George.

“We asked him to learn from other presidential aspirants who have refused to openly identify with any of the aspirants and he agreed,” the source said.

Atiku was, however, said not to be swayed with the arguments by his aides and followers. That was why he was said to have rushed to Minna, Niger State on Thursday, where he met Babangida.

The failed presidential aspirant, who annulled the June 12, 1993, considered to be the freest in the history of the country, was said to be one of those that had prevailed on Atiku to return to the PDP, saying that the PDP remains the best political party where he (Atiku) could realise his dream of leading Nigeria. He was said to have been unhappy with the outcome of the closed-door meeting he had with the “self-styled evil genius”.

As Atiku has not rested since he returned to the party, so also are others who he met in the party and who have presidential ambitions. For example, a former Governor of Jigawa State, Alhaji Sule Lamido, is said to have aligned with the governors on who to support for the office of the national chairman. It was also gathered that a former Governor of Kano State, Alhaji Ibrahim Shekarau, who had written personal letters to members of the party and the 11 governors, had retracted his steps on his insistence that the South-West should produce the national chairman. He is said to be moderate in his support for anyone, especially those to be “owners of the party today.”

The presidential aspirants are, however, said to have resolved that they will not sit by while Atiku is being celebrated by the party. This was why the attention of the national leadership of the party was called to the provision of the constitution of the status of returnees to the party. It was said that this was the reason that Atiku was told that he would only speak at the party’s national convention and would not be eligible to vote. The party said it took the decision based on the provision of its constitution.

President Muhammadu Buhari has said he is surprised that in spite of the atrocities committed by the opposition Peoples Democratic Party, PDP, it is still making efforts to come back to power in 2019.

Speaking at an interactive session with community leaders to mark the president’s 2-day working visit to Kano on Thursday, Mr Buhari said Nigerians would never forget PDP’s 16 years of misgovernment.

According to Mr Buhari, corruption thrived during the administration of PDP, lamenting that the Nigerian treasury was rendered empty during the party’s reign.
He added that the party performed woefully on Security and economy.

He said the change agenda of the All Progressives Congress, APC, was to fight Boko Haram insurgency, corruption and revamp the economy, adding that his government was recording successes, but fighting corruption was the most difficult among the three agenda.

Mr Buhari added that Nigerians must understand the difference between democratic and military administration, adding that since his military regime, corruption was fighting back, as he himself ended in jail for about 3 years.

When I was a military head-of-State, I arrested and jailed some politicians on alleged corruption. Only two of them, late Bilyaminu Usman, former state minister, and Mallam Adamu Ciroma were found clean. But since that time, corruption was fighting back, as I myself was not jailed for more than two years.

This is a country where we found a judge, hiding foreign and domestic currencies running into millions, and 4 diplomatic passports in his house. This is the man that sends people to 20 years in jail for committing corruption, now he is found wanting.

Mr Buhari lamented.

He also recalled that from 1999 to 2014, Nigeria produced 2.1 million Barrel of crude oil per day at the rate of at least $100, lamenting that the money were nowhere to be found under the opposition PDP.

Unfortunately, when we came on board, the price of oil crashed to $28. From $28, it rose to $37 up to $40. I went to the Central Bank of Nigeria, because everywhere in the world knew what Nigeria got at that time. I then asked, what about what has been saved for the country, I was told at the CBN that nothing was left in the treasury but liabilities.

I couldn’t believe it because it is lie. They said the money was used in food and fuel importation, while we produce our own food in the southeast, southwest, northeast and Northwest. Most of the peoples in these regions produce their own food because they are not government workers, as such, they can’t buy foreign food. This is a lie.

When we investigated how the fuel was imported, sadly, we found that more than half of the money were going in bogus deals between the importers and the buyers in connivance with the CBN officials. They don’t care about the plight of the remaining Nigerians,

he emphasized.

Crude oil prices lost ground on Wednesday on a build in United States’ petrol supplies, an indication of lower demand, and fears about the global economy.

Oil prices came under pressure on Tuesday when the Organisation of Economic Cooperation and Development said inflation moved lower for the world’s major industrialised economies. That followed an OECD warning the previous week of red lights flashing on some economic gauges.

Phil Flynn, a senior market analyst for the PRICE Futures Group in Chicago, said in a commentary emailed to UPI that other commodities like copper were on the decline because of a surge in supply, which by his read means China’s economy may be slowing down.

China is the second-largest economy in the world behind the US and data published late on Tuesday by the American Petroleum Institute on gasoline inventories suggested “no one travelled on Thanksgiving,” Flynn said.

The price for Brent crude oil was down 0.94 per cent from the previous close to trade at $62.27 per barrel as of 9:15 a.m. EST. West Texas Intermediate, the US benchmark for the price of oil, was down 1.1 per cent to $56.95 per barrel.

Oil prices had been on a long rally for most of the latter half of the year in anticipation of a decision from the Organisation of Petroleum Exporting Countries on what to do with a production cut agreement aimed at draining the surplus in global oil inventories. With a decision made last week to extend the deal to the end of 2018, traders are focusing more on fundamentals than rumors.

Federal US data on oil and gasoline supplies comes out late in the trading morning on Wednesday. Traders have been at odds over frequent discrepancies between the API, which is also the oil and gas industry’s main lobby, and the US Energy Information Administration, an independent division of the Energy Department.

EIA data, once it’s released, will help determine the direction for crude oil prices for the rest of the trading day and into Thursday morning.

Stephen Brennock, an analyst with London oil broker PVM, said in an emailed market report that geopolitical issues may be the next wildcard for the price of oil. From US President Donald Trump’s decision to recognize Jerusalem as the Israeli capital, to simmering rivalries between Middle East powers, a risk premium may be on the horizon.

“Yet should the supply outlook fail to worsen, the odds are that oil prices will hover around current levels until next June,” Brennock added.

Federal Government officials and their World Bank counterparts on Wednesday agreed on the necessary steps to be taken before the presentation of Nigeria’s request for $1bn for consideration by the executive board of the institution.

In a statement issued after a meeting in Abuja, the World Bank said it was committed to supporting the Federal Government’s Power Sector Recovery Programme on which the money would be spent.

The statement read in part, “The World Bank delegation informed the Federal Government that it was pleased with progress in implementing the early actions of the PSRP.

“The World Bank is committed to assisting the Federal Government with programme implementation, working closely with the PSRP Implementation Monitoring Team, which reports directly to the Vice President of Nigeria.

“The World Bank will continue the preparation of the proposed $1bn performance-based loan to support the programme. The Federal Government and the World Bank Group agreed on the necessary next steps to present the PBL to the World Bank’s Board of Executive Directors for their consideration.”

The statement also quoted the comments of the various top government officials, including Vice President Yemi Osinbajo, on the power sector programme.

Osinbajo was quoted to have said, “This administration is fully committed to implementing the PSRP. We believe that the PSRP is the clearest pathway to reform the power sector and its success is contingent on a strict adherence to performance and programme implementation monitoring, which I will continue to give a priority from my office.

“It (PSRP) is an intervention that we have been working on in collaboration with the Federal Ministry of Power, Works and Housing, and the World Bank.”

“We are very confident that this laudable and vital programme will make a fundamental difference in the economy in particular and the country in general,” the Minister of Finance, Mrs. Kemi Adeosun, was quoted to have said.

The Minister for Power, Works and Housing, Mr. Babatunde Fashola, was also quoted to have said that the Federal Government was committed to addressing the challenges in the power sector as part of its efforts towards achieving economic recovery and accelerating growth.

The World Bank said that the discussions it had with the government official demonstrated that there was a strong momentum in the power sector and the government’s commitment to taking the critical next steps that would allow for the presentation of the performance-based loan to its Board of Executive Directors.

The World Bank Country Director for Nigeria, Rachid Benmessaoud, said, “The bank recognises the critical importance of the power sector to private sector financing and investment, and we will continue supporting the government’s effort to implementing its Power Sector Recovery Programme, thereby de-risking the sector for much needed private capital.”

Nigeria has just exited a recession and everyone is seeking to do something to survive. The government and the people need money; they also need hope-the hope of a better tomorrow.

Findings from studies show that many young Nigerians have taken to the lottery business to empower themselves again, after the country survived the recession.

“We went to the Nigerian Communications Commission and the National Lottery Regulatory Commission with the proposal on what we want to do to create a platform where we can generate funds to be spread out,” a young lottery operator, Kabir Muhammed, says.

However, the Executive Director, Mobgidi Games, Mr. Banky Ojutalayo, says, “Think of ‘Ajo’ where everybody donates and different people collect at different times. The reason I say this is because of the way the lottery trust fund is set up.”

According to him, 20 per cent of whatever Mobgidi makes goes back into the lottery trust fund, which is government-owned, for various projects.

“That automatically is the general benefit, so government is generating revenue,” he says.

Ojutalayo also says that 50 per cent of whatever the company gross goes back as prize money, saying, “So, it is not a question of us manipulating how people are winning. No! People have to win.”

When asked how he intends to build trust so that Nigerians don’t see it as a scam, or one of those unprofitable betting platforms, the Mobgidi executive director says that building trust is one of the most expensive things anyone can do.

He says, “What can I do to make you trust me? All I can do is educate you, give out as much information as I can and be as transparent as I possibly can.

“So, we are launching a marketing campaign and we are doing radio and TV ads, and we would be doing online and social media ads. The reason for this is to build some credibility behind the brand and we intend to have this sort of events periodically so that we can also showcase that we are actually awarding.

He adds, “Till date, a lot more of people have won prizes than you see here today but not everyone won big amounts. We have close to two million people that have played Mobgidi Lottery and numerous numbers have won.

“Therefore, in building up the trust, all we can do is to continue to be transparent, reward people on time as promised and communicate above the line.”

He also says, “MTN was the first to agree to our proposal. We had put forward the proposal to other operators and we are waiting for them to give us their response.

“However, the approval we have from the Nigerian Communications Commission covers all the operators.”

According to him, once the operators say they are ready, Mobgidi can very quickly deploy.

“What we have also done is create a system through which audience can play online, but we realised that the online part of it restricts some people, either because they are not very conversant with online payments or they don’t have their debit cards.

The All Progressives Congress’ chieftain, Gen. Buba Marwa, on Tuesday, said so far, there was no better presidential candidate for the 2019 presidential election in the APC than President Muhammadu Buhari.

Marwa, who is also a former military governor of Lagos State, made this disclosure in Yola after a meeting of stakeholders comprising 20 organisations in Adamawa.

At the meeting, which was organised by the Buba Marwa organisation, the candidature of Buhari was endorsed for a re-election in 2019.

Marwa said Buhari administration, within the past two years, had recorded some achievements in the area of security, anti-corruption, improved electricity supply and diversification of the economy through agriculture and solid minerals.

He said, “We are happy with the measures the government is taking in the diversification of the economy, which are already paying off, especially in the agricultural and mining sectors; the improvement has manifested in the recent exit from recession”.

On the exit of the former Vice President Atiku Abubakar from the APC, Marwa said although the move was a big loss to the party, it would not affect the chances of APC in Adamawa and even at the national level.

“No political party would like to lose someone like the former Vice President Atiku Abubakar; we assure that his departure will, however, not affect the fortunes of the party at any level,” he said.
