A huge Northern California reservoir, held in place by a massive dam, has always been central to the life of the towns around it. Now the lake that has brought them holiday fireworks and salmon festivals could bring disaster. Nearly 200,000 people, who evacuated Sunday over fears that a damaged spillway at Lake Oroville could fail and unleash a wall of water, have to stay away indefinitely while officials race to repair it before Almost 200,000 people were ordered to leave the towns downhill of the Oroville Dam on Sunday as heavy rainfall left it at risk of bursting. On Monday it emerged that authorities had ignored warnings about a possible collapse 12 years ago. The rainfall that is expected Wednesday could pour into a gaping 250ft chasm in the concrete spillway, causing a collapse and unleashing a 30ft 'tsunami' tidal wave that could leave towns along a 40-mile stretch of the Feather River below the dam under 100ft of water. Some of the whales stranded on the beach have died as authorities cut holes in their carcasses to release gas and to prevent them from exploding. The cause of the strandings was not known but experts believe whales that often become beached would send out distressing signals to other members of their pod, who would then get stranded by a receding tide.

A US diplomat has been arrested in Nairobi for fleeing the scene of a road rage clash with another driver where local police claim he brandished a gun. The diplomat, who has not been named, was disarmed by police after the incident on Sunday, according to authorities in the Kenyan capital. While it's not clear what prompted the row, Robinson Thuku, chief of police in Nairobi's central business district, said it was 'obvious' it had been a traffic incident. The US embassy confirmed his arrest but denied local authorities' accusation he drew his gun. Police fired their weapons three times to stop the diplomat, an Associated Press photographer at the scene said. The State Department has not released the US diplomat's name but said it was working to assist him. Explosions and gunfire erupted throughout the night.After the failed coup that left at least 270 people dead, the Turkish government declared a state of emergency and launched a massive crackdown against supporters of the movement led by U.S.-based Islamic cleric Fethullah Gulen, whom Ankara deemed responsible for the uprising. Gulen denies any involvement.
