The National Youth Service Corps, NYSC, would rake in about N800 million yearly from printing the call-up letters for Nigerian graduates participating in the one-year compulsory scheme, the Director, Corps Mobilisation, Anthony Ani, disclosed on a radio programme.
The new arrangement extends the list of government establishments extorting unemployed graduates in the guise of making them pay for employment applications.
Mr. Ani, while speaking on Political Platform on Raypower FM, on Monday, said a N4,000 fee will be paid by each corps member for their call-up letter.
He, however, did not say if the money would be realized from a single batch since the service runs three batches – A,B and C, yearly.
The NYSC had recently announced that it would charge each prospective corps member to print call-up letters for them.
The Director-General of the Corps, Johnson Olawuni, a brigadier-general, had explained that the fee was for service and
infrastructure to be deployed to collaborating firm, SIDMACH Technologies Nigeria Limited, which would ensure a full
computerization of the mobilization process.
The new scheme starts from the next batch.
Mr. Ani said the fee would cover the cost of accessing and printing out of the call-up letters online for prospective corps members, instead of the traditional system of travelling to their schools to pick the letters.
Mr. Ani said the risk involved in fresh graduates travelling to their schools to pick the letters was enormous and that the fee would reduce the risk.
Stating that payment of the fee was optional, the NYSC official said it was the corps members that asked for the new pay regime having realized that the risks involved, including road accidents were taking a toll on the graduates.

Analysing Ogun State Government's Press Release on OOU Closure

The Press release issued by the state government on the closure of OOU is filled with lies and half-truths; something that has become a regular occurrence whenever this government is concerned.

It is true that the Ogun state government met OOU in a bad way; a result of the mismanagement and havoc wreaked by the Otunba Gbenga Daniel regime. Under OGD, the university was neglected, funds of cooperative societies were 'borrowed', swallowed and never returned, lecturers were sacked massively and core courses were on the verge of dis-accreditation, tuition fee was jerked up. But then, in 2011 while campaigning, Governor Amosun promised that if he was elected, he would effect a 50% reduction in the fees. Before OGD increased the fees, indigenes of the state were paying 50, 000+ and non-indigenes were paying 70, 000+, after the increment, indigenes started paying 120, 000+ while non-indigenes paid 150, 000+.

Now, after winning the election, Governor Amosun failed to effect that reduction. It was after the Oyeyiola Joel-led OOU SUG agitated and threatened to storm Abeokuta that the Governor appeased the students by implementing a 10% reduction. The reason why students agreed to the 10% reduction then was that he appealed that he was 'rebuilding' the state owing to the reign of terror and mismanagement unleashed by the OGD government. He however promised to fully implement the 50% reduction. Till date, he has failed to do that.

Like his predecessor, Governor Ibikunle Amosun has neglected the university in terms of funding and infrastructural development. The tradition in OOU is that the State will give the university 70% funding while the university will generate the remaining 30% money needed for the running and development of the university. But Governor Amosun has failed woefully in this regard. He claimed that his government pays 600 million to OOU monthly as subvention. What a lie! OOU's wage bill is 250 million. Where then did he pay 600 million? The accreditation panel that visited OOU recently dis-accredited some core courses in the university due to the state of infrastructural decay in OOU. The recent nfrastructural developments in OOU are due to the interventions of ETF and as a result of the funding released by the FG which was a result of ASUU's last struggle.

Let it be on record that out of the ten (10) tertiary institutions in Ogun state, OOU is the only one that has been agitating for a reduction in fees. The reason is that other schools pay below 100, 000 with the exception of TASUED that pays slightly above 100, 000. OOU pays as high as 290, 000. The OOU SUG started agitations for a reduction about 3 months ago. The reason is that the number of students that applied for leave of absence (dropped out) this year alone triples that of the last 2 years. In the faculty of science alone, more than 90 students dropped out because they couldn't afford the astronomical fees. Other schools kept mute because they pay peanuts.

Announcing a reduction in the fees of all tertiary institutions therefore is a political move. While we do not care about the political undertone of the reduction, we care that the announced reduction does not meet our demands and even more, that it wouldn't be implemented this session, but next session; after the 2015 elections. Who wants to trust this government again? It becomes a case of fool me once, shame on you, fool me twice, shame on me.

The state government said Lagos state government could afford to reduce the fees to 25, 000 because their IGR is more than ours in Ogun state. Let us not forget that as worse as we all say OGD's regime was, for 7 of the 8 years he spent in power, OOU didn't pay more than 100, 000. It was when he was nearing the end of his 7th year when he was showing his evil colours and was at the height of his power drunkenness that he jerked up the fees. How did he manage to run OOU for those 6 years with OOU students paying 50, 000 despite our IGR? Governor Amosun and his cronies should stop looking for hiding places because there is none.

The lockdown of OOU only goes to show a lack of focus and responsibility on the part of this state government. Rather than sit up and respond to the demands; they are bent on spreading propaganda and using students to fight students. They have claimed we are being sponsored by opposition. If that is true, we ask them to publish the names of the sponsors, the student leaders involved and the evidence. If they are convinced that our cause and demands are political, let the Governor announce the reduction we want and implement it this session and see if we will still talk or protest. Until they can do that, let them tuck in their lips.

We expect all the propaganda; you can't fight government and expect them to sit back and relax. They will fight back with their might. We are determined however to fight this till we win. We are convinced of the genuineness of our course and our students have an unbreakable belief in us, they have refused to travel home in spite of government's threats. Our students are prepared to fight this no matter how long it takes.

We are also aware that they are planning to bring together some sponsored 'professional parents' in a Parents Teachers Meeting and show them on OGTV. The 'parents' will tell you that they are happy with Governor Amosun's work and praise him for the good work. The parents will denounce the protesting students as political agents and sponsored people claiming their children are not there. Fellow Nigerians, my mother is yet to get her own invitation to the meeting. None of our mothers are being invited. The state government is manufacturing mothers who are not ours to discredit this. They are not our parents, we do not know them. When they show them, do not believe them. It can only be shown on OGTV, a station renowned for falsehood and lies.

We are not one of those schools that will go and prostrate to anybody to reopen our school. Truth is on our side, we are convinced of the correctness of our cause and as such will fight the government with everything we have until we achieve the reduction and achieve it this year.

We are not sponsored! We are genuine students fighting a genuine cause. Let the public beware and refuse to swallow the lies of this government.

PRESS BRIEFING ON 5th AUGUST, 2014

Gentlemen of the press, fellow students, ladies and gentlemen, I welcome you all to this press brifing.

This is the third press briefing, we will be calling since the begining of our agitation for the downward rview of our union tuition fee. This emanates from our belief that carrying along the media and informing the general public is itself a tool for us and also to vitiate any miscommunication between us that would enable any propaganda of the Government as they usually does it, to gain ground.

Gentlemen of the press, it is highly unfortunate that we have to embark on this (2) two days boycott of lectures. We believe that having written to the State Government, we are justifid with our strong premises why there is urgent need for downward reviw of our tuition fee. We hoped that Government as progressiv they want us to believe will set motion in place to reduce our fee. Alas! This was not so, thus, making the two (2) days boycott of lectures an imperative one.

The success of the boycott of lectures clearly showed that indeed, the agitation is not an individual dsire, orchstrated by the Students' Union nither motivated by any political actor/actress, rather the demand of the collective OOUITES whose subjection over the years to pay this exorbitant tuition fee have been a traumatizing one.

Gentlemen of the press, to us, it is high time, we remind His Excellency of his promise of 50% reduction during his campaign in 2011, but came in and gave us 10% which to is, is as if nothing was removed. Understanding that his excellency promisd was oral one, as it lacks any lgal backing, as some people have been saying. However, the truth is, a man of intgrity is the one that stand on his word made, either orally or legally. It behoves on his excellency to prove to us that he is a man of his word. Having relaxed enough since almost 4 years of not seeing the fulfillment of the remaining 40%, we believe it is time to remind the State Government that we are tired of holding on to promise as we want to see result now.

Furthermore, as a student of logic, we no see iota of correlation between the economic reality of Nigeria, and Ogun State in particular and the current exorbitant fee we are paying. What is the minimum wage of the State? What is the per capital income? What is th standard of living? If the answers to all these questions are nothing to write home about, how come the lowest fee in premier state university is 134,000 naira while the highest is 289,000? What parameters was usd to gt to that amount? We dare to ask, of the university can collect the tuition fee by herself, why forcing a contractor of the pay-on-sales (POS) that is charging 5.5 % per students on their fee?

Gentlemen of the press, today, hundred of our students are dropping out of the institution from various level because they cannot continue to pay such amount as th fact remains that th economy of th nation is retrogressing. Unlik decades ago when there were several Government scholarship to help the indigents, when there were mechanisms in plac to assist studnts with fee, where a student can even use his/her bursary to pay fee. Today, nothing like that, which made this exorbitant fee to be unjustifiable, wicked and sublime means to deprive the children from poor home, tietiary education. Free education at primary, we dare to ask, in this 21st century, of what use is free education at primary and no accessibl to tertiary education?

Moreover, our school is the premier State university which reflected the four region of the State in her location of campuss, having about 85% children of the State and being in existence for past 3 decades. It remains the educational pride of the state with her product constituting 67% of the Ogun State Civil Servants, who have been known for excellency and innovatiness, adding to the socio-economical and political development of the State. It is lugubrious that this same university is poorly funded by the State Government with crumbs of subvertion that coms most time late. Isn't ridiculous that for almost 4 years of the existence of this administration, apart from the crumns of subversion, the only thing that came from the Government were 2 marcopolo buses. No single project either library, lectures hall, auditorium, etc can be credited to the State Government. All ongoing projects are either from the Education Trust Fund-TETFUND or the School Managemnt through internally generated revenue. It is clearly a case of been forgotten by the State Government.

Gentlemen of the press, permit me to say, that the State Government should not be considering based on rumour that they are thinking of reducing fee all Ogun State institutions using the same parameter and percentage. One clear factor is that we all cannot b grouped together as a stratum, since we pay different tuition fee. In Tasued the highest fee is about 78,000, just like some polytechnis whereas, here in OOU, the highest is 289,000. For us, each institution reduction should be based on her peculiarity and fee as anything short of that will be totally rejected.

Gentlemen of the press, as we end the boycott of lectures today, we want to use this medium to tell the State Government that we embark on this (2) two days of evet to tell them how serious our students are about downward review of our tuition fee and also how ready they are to give it what it will takes to achieve our demands not minding engaging into class-alliance with any progressive organizations, as this is a destiny issue. Today's reality is , no tertiary education, no future, as it is a reality that those with tertiary education are finding life difficult let alone having no tertiary education, as we cannot allow the continuous drop-out of our students because of this obnoxious and outrageous fee. Therefore, we give the State Government, one week ultimatum, from 6th of August to 13th of August to see downward review of our tuition fee, as we have consulted and no positive response made to us which made us to engage in the boycott of lectures and we hope with this (7) seven days, Government, as we want to believe that his excellency, Sen. Ibikunle Amosun, as a man of his would, who truly want the Ogun Standard for us, as Ogun Standard is only possible with affordable tertiary education to Ogun children, we believe that in a week, positive response should come as we will not hesitate to occupy Abeokuta if no reduction after the expiration of the 7 days.

Gentlemen of the press, let me state once again our demands.
1. Demand review of our tuition fee by the State Government.
2. Proper funding of the University.
3. Complete the hostel or transfer it to school. Our students believe that is the solution to our constant scurity agency harassment and insecurity.

Finally, gentlemen of the press, I want to implore all OOUITES to resume their academic activities proper from Wednesday 6th of August, as we prepare for the end of the 7 days ultimatum if no positive response. Let us eschew violence as we are responsible and intellectuals that knows better how to fight for their right without being unlawful. We appreciate all the media personel present here, our lecturers and everybody. It is a collective struggl as we strongly believe that in the face of exorbitant fee, OOUITES shall be victorious.

Olabisi Onabanjo University: Governor Amosun's War on Education

The situation of things in OOU at present can best be imagined than felt. While there is no denying the fact that academically and infrastructure-wise, OOU has improved, the reality on ground however is that OOU is sitting on a keg of gunpowder, and the explosion can be very devastating.

First, the contribution of the Ogun state government to the development and maintenance of the university is ZERO. While tuition fee was increased, one would have thought the increment would make the state government pay more attention to the development of the school, but the reverse is the case; not only is the Ogun state government not contributing a dime to the development of the school, it has said it would no longer pay even the salaries of the university staff.

While noticeable changes can be seen in the school since Professor Saburi Adesanya took over the reins of the university (the university now has hostels in mini campus, the hostels in the main campus are nearing completion, a standard university library is under construction, the sports center is fully equipped with standard equipments and standard gym, and various buildings are under construction), the fear is that just like other Vice Chancellors before him failed because their state government left them to face the 'cold' alone, the current VC is being set up to fail too. Why? The salaries of the past three months of the university staff were paid with money from the university account; money meant to develop the school and manage the day to day running of the university. Now, if the money supposed to be used for the daily running of the university is used to pay salaries, what happens to the school. Already,reliable information has it that as a result of using university funds to pay salaries, by August 2014, the university would hit rock bottom financially. The implication is that, the university would be forced to jerk up tuition fees even higher, leading to 'crisis' in the university which would stem from the inevitable protest against the hike by students.

Now, on the 31st of May 2014, the State Governor, Sen. Ibikunle Amosun claimed that he had committed N21.6 billion as subvention to its universities in the past three years. Nothing could be further from the truth than that! Despite the fact that Governor Amosun allocated more than 20% of his budget on education, it has just been words on paper; it has failed to translate into reality. The projects being executed so far has been as a result of the magnanimity of the various education bodies and the interventions of TETFund and other bodies, not forgetting the amount raked in from the hike in fees, unrefunded money, etc. Even the commercial cab drivers pay N100 daily as their contribution to the development of the school. The bottom line is that everyone is toiling and struggling, everyone is paying heavily to ensure that this university regains its status as a leading university in this country and beyond; everybody but the state government charged with the responsibility of developing, maintaining and improving the university.

As things stand in OOU, the least amount being paid by each student is N109,000, while some students pay as high as N250,000 per session. The normal system is that, the higher you go, the lower your tuition fee becomes. But in the OOU of today, the higher you go, if you are lucky, you continue to pay the astronomical fees you paid in your Year 1, or if you are not so lucky (like most students), you pay higher fees.

The views from OOU and the comments of OOU students is that they are tired. When students are pushed to the wall, they would be left with no option but to fight back. OOU students have been gathering and meeting; they do not want a breakdown of law and order, they do not want to be seen as 'troublemakers', they do not want people to think they do not want the progress of the university, they do not want to be seen as students who love causing trouble, but then, they would not sit still and watch education taken beyond their grasp, they would not sit still and see their ladies become prostitutes so they can pay their way through school, they would not fold their hands while their guys become internet fraudsters so they can even have a chance of surviving the financial demands of the academic community. No, the state government either starts paying attention to tertiary education or it starts preparing to face the wrath of OOU students.

These are days of enlightenment; to underrate students is to toy with failure. OOU students have moved before, and if the Ogun state government does not begin to take them serious by reducing the tuition fees and implementing the "the higher you go, the lower it becomes" method as far as tuition fee is concerned, OOU students are prepared to move again, and this time, the movement may be one that will consume the government and jettison any plans the governor has for 2015. Education is germane to Ogun State students and if the current state government is not prepared to pay attention to it, it should be prepared to leave. Already, the OOU Students Union has issued a missive warning both the state government and the university management of the dangers of their actions, and they have expressed their readiness to lead OOU students in their quest to restore sanity to OOU. The whirlwinds of revolt will begin to rock all the corners of this state until Governor Amosun brings down the hike in tuition fees from the astronomical fees being paid currently, starts funding the school and contributes to the infrastructural development of the university.
