Nigeria is a country where everything is possible, that is why many of her citizens are still arguing that the President of United States of America (USA), Barack Obama actually borrowed his mantra of 'We Can' from Nigeria's erstwhile Minister of Education, Obiageli Ezekwesili.

It was Ezekwesili who during her tenure at the helm of affairs at the Federal Ministry of Education that introduced WE CAN as an acronym for We Educate for Character, Attitude and NEEDS as far back as 2006.

Education in Nigeria for some time now has received bashing from people who stay outside the system and throw stones in terms of criticism, pessimistic view as well as take negative positions on most things concerning education and its development in the country.

That was why the uproar that greeted the move by the management of Education Trust Fund under its Executive Secretary, Prof. Mahmood Yakubu to limit the scope of intervention of ETF to only the tertiary level of education which was the initial idea was very loud.

Thanks to the National Assembly which in its wisdom believe that the ETF should be allowed to transform into Tertiary Education Trust Fund (TETF) and concentrate on that high level of education while the Universal Basic Education Commission (UBEC) continues its responsibility of taking care of the basic level and the proposed Secondary Education Commission will also key into to help in the pre-tertiary level.

However, it will be a mere waste of time if the UBEC, ETF which may soon change its name and other agencies carries out their mandate properly without the corresponding quality intake into our nation's tertiary institutions and this task falls within the ambit of the Joint Admission and Matriculation Board (JAMB).

JAMB as the only agency charged with the responsibility of ensuring equitable and quality matriculation examinations for all tertiary institutions in the country has for over the years had its own fair share of public bashing over allegation that its processes for admission is not welcome.

For JAMB, it was case of frontal and rear bashing because while the parents are crying that their wards or children are being denied admission and that many of them have written JAMB for more than two or three times without getting admitted into any institution (though most of them stay out because of preference for university education with its dearth of access), the institution went a step further to call for the scrapping of JAMB!

The institutions had told whoever cared to listen that the poor quality of graduate products they unleash on the society was just the best they could do with the poor candidates that JAMB (forcefully) gave them to admit and that it was just a case of garbage in, garbage out!

But that is now a thing of the past and kudos must be given to the former Minister of Education, Mrs. Chinwe Nora Obaji who took the bull by the horn and mandated institutions to conduct their own screen after getting the candidates from JAMB and this translated into what we now know as Post-UME or Post-JAMB screening exercise.

The management of JAMB under Prof. Dibu Ojerinde has not only taken steps to ensure that institutions carryout the screening within acceptable level but has gone ahead to put in place measures aimed at ensuring that only those who are really qualified and ready for tertiary education pass the exam.

This the Board is doing not through stopping anybody from sitting for the examination but rather putting in place strict security measures aimed at curbing examination malpractice right from the exam halls and centres. First was the introduction of electronic object scanners and bringing on board men of the Nigeria Security and Civil Defence Corp (NSCDC) to compliment the efforts of the Nigeria Police Force.

As it that was not enough, JAMB introduced GSM and telephone jamming facilities at most of its centres though this cannot be said to be a noble idea since JAMB is not the owner of the centres and cannot vouch that the facilities are safe and are still in good shape at least for this examination.

All the above are already in public domain and serves as prelude to the new step taken by JAMB which though very laudable will need to be looked into because the matriculation examination conducted by JAMB is a one-day affair and any problem will go a long way in marring the exam.

This is nothing but the decision to use biometric as means of screening every candidate that will write JAMB UTME this year According to JAMB, this and all other measures that have been tried and used are all aimed at minimizing the rate of sharp practice by candidates so as to give or rather bring back the credibility of the matriculation examination in the country which will give JAMB the needed strong footing to challenge institutions that tend to conduct further or second examination for candidates after JAMB exams.

It is no longer news that examination malpractice has remained one of the major societal ills which is taking new forms on an annual basis. This cankerworm which is defying every therapy has not affected just one part or level of education but has cut across all cadre of education, from the primary to the tertiary.

If it ended at the school level with students involved, it would have been easier to sought solution for it and have hope that it is just a misnomer which the country can with time correct but that is not the case of examination malpractice in Nigeria. JAMB decided to go the way of biometric because of the above and the truth remains that parents are now fully involved in examination malpractice and it is painfully becoming an acceptable practice where teachers, lecturers in agreement with parents organize cheating in examination.

These days, it is a normal thing for a parent to say that he or she is looking for money to give to the child to help facilitate the environment conducive (make the invigilators look the other way) for the examination.

Aside that, parents not only take their children to the exam centres but hang around in their cars within and around the examination centres and some time they constitute nuisance and disturbance to the examination environment while some even ask their children 'not to sleep when others are sorting themselves out' (that is if malpractice takes place they should participate).

Also, given the dearth or restricted access in tertiary level of education especially for university education, parents and candidates are more desperate to get admission at all cost to the extent that parents pay for 'mercenaries' to register and write examinations for their children as the first step towards getting admission.

The problem of impersonation in examination became rampant and as exam bodies were busy trying to get means of curbing that, the candidates introduced another one, this time double registration.

With double registration mode of examination registration, candidates believe that it allows them the option of writing the examination in person and another person also writing but with the same name.

Aside the above giving an edge to the candidate, there are other antics employed including connivance with invigilators, examination officers, use of electronic gadgets such as mobile phones, calculators, among others.

And though JAMB as an agency had tried several methods of curbing the widespread cheating in its examination, all to no avail because it is a global problem not limited to Nigeria, the introduction of biometric is expected to at least help keep those who don't have business with the examination outside the exam halls.

JAMB exams have witnessed well organised cheating and this sometime has led to high incidence of withheld results and sometimes outright cancellation of centres, where malpractices are reportedly widespread.

From methods like arranging question papers in sets through planning the subjects in such a way that people who don't have exactly the same set cannot exchange or communicate in the hall to barring the use of mobile phones, and calculators and any other objects capable of aiding candidates in malpractices, the exam body had also gone ahead to provide writing materials, including pencils, erasers, calculators just to ensure unwanted materials do not get into the exam halls.

@ebukaprof first of all you need to register on with smshulk, after you have don that ,you will click on autorepnder then u will see create campaign, after creating the campaign u will then click web capture to capture or u contact them for help i am very sure they will direct you better, that is the better web to phone sms service i can recomemd to u, it what must marketers are using
