Tell anyone who tells you that government shouldn't be running businesses that they are liars. It depends on who is running the government.
Look around you: one of the biggest construction companies in Nigeria is owned by the Chinese government (CCECC). The richest oil and gas company in the world is owned and run by the Saudi government (Saudi Aramco). Even the US government we are obsessed still runs profitable businesses (such as USPS). I can go on and on.
BTW, NNPC is not a PPP. It's just a cash cow for the politician in power. The subsidiary of the NNPC that's PPP is the retail arm. A typical PPP arrangement in the oil and gas industry is the NLNG - which is a well run gas company and one of the richest oil/gas companies in Nigeria.
Unless you want to say here that the black màn is a failure who's incapable of doing anything in government, aside from taxation, there are several ways this government can generate money and crate wealth without overtaxing people who are already considered the world's poorest of the poor.

Invest in several businesses across the country and make it a PPP arrangement.
Acquire land and invest in massive cocoa plantation in the South West. Do the same for palm oil in SE/SS. Go to the north, build massive farm plantations for cash crops. Make all businesses a PPP arrangement. The FG gets 60% while the private player takes 40%
In agriculture alone, Nigeria can make enough money so much so much we can meet our local demands and export to other parts of the world. My Ivorian friend told me that onions are so scarce in their country that they sell off 20 imported 40-foot containers in one month. These are markets we can be exporting to for quick cash.
Everything must not be tax, tax and tax. Let's admit it: The worst of us are running down this country and I find it very annoying.
I just explained only agriculture; there are other avenues of revenue generation, but I'll leave it here. Government is not supposed to be a player in a field it regulates. Those PPP things should be for state governments not federal governments. Moreover our greatest revenue earner is PPP by NNPC. And even that is wrong.
