What the BBC did is called investigative journalism. It's not their job to prosecute the perpetrators. Those who would do so have received the report already .So, it's now left for them to act on it or not.

My first son is same age and class but he'll gain admission at 20years. He must spend 2 to 3 years learning a skill. He loves tech by my observation.

All my kids will be having all training along side as they grow...

Skill acquisitions like, computing, programming, design, drawing, automotive electrical (rewire)...

Recreational skills like, keyboard, guitar, cheese, basketball, football is normal these days, they already know cycling.

Most importantly, business skills, as a business man, an automobil dealer I've started teaching them business ethics... my kids already know types of cars and they're used to change of cars as I buy and resell so each time they see a car they like they ask me to buy it.

I already bought a guitar, they'll start learning from August, after that, keyboard, Cheese will come anytime soon.

@age 10 they would have started learning coding and b4 they clock 16/17 yrs of age they would known a whole lot that can make them independent to at least 50%, so their tertiary education will not be solemnly on me.
