SAITAMA – A 52-year-old Nigerian man was arrested Tuesday in connection with the slaying of a Filipino woman who was found dead in their house in Saitama Prefecture last week along with the bodies of her two infants, police said. The Nigerian man, whose name was not released, admitted to stabbing Billoso Alma Tojembara, 40, with whom he had lived, investigative sources alleged. Her 1-year-old son, Ishige, and 5- month-old daughter, Akiko, were also found dead on the night of Dec. 19 by police officers who were responding to an emergency call from their house in the city of Soka. The Nigerian was at the scene with injuries to his stomach. He was hospitalized after the incident. All four had knife wounds, with the woman suffering 10 cuts to her upper body. A bloody knife was found in the house, according to the police. A 23-years-old man, Kamal Bala Yunusa, has been arrested by the Katsina State Police Command in connection with alleged kidnap of his three-year-old nephew. The victim’s mother and Kamal are reportedly of the same parents. According to the command, the child was rescued from a hotel in Katsina, where he had been drugged with “a cough mixture,” before the police revived him in a hospital at about 3 am on Friday. The Police Public Relations Officer in the state, Salisu Agaisa, told journalists during a parade of Kamal and another suspect, Muhammed Abubakar Sadiq, on Friday evening, that both suspects, along with two other suspects, Abubakar Idris and Dabo Muhammed, said to be in Kaduna, “conspired to kidnap the child for a ransom of N4m from Tundun Wada area in Kaduna.” The suspects were also accused of stealing the Peugeot 407 with which they allegedly ferried the victim from Kaduna. Kamal said his intention was to sell the car for N700,000, but that he only brought the toddler and the other suspects to Katsina to divert attention from his main intention. A 23-year-old Kenyan, Otieno Jalango, has been arrested for having sex with his neighbour’s goat. According to eDaily, Jalango was caught in the South East Muhuru area in Nyatike Sub-County, Migori County while having sex with the domestic animal. Upon his arrest, the young man confessed that he regularly engages in sexual activities with animals because he fears to contract HIV/AIDS from ladies. When he was asked why he had sex with the goat, Jalango allegedly told Muhuru East Location Chief Jim Kawa that, “I have sex with animals because I fear contracting HIV. Animals cannot contract HIV, unlike humans. Sex with animals is, therefore, safer.” Kawa told the newspaper that Jalango was handed over to him by irate residents who claim they are worried about their livestock following the suspect’s confession. He added that Jalango had confessed that he had had sex with many animals in the area including sheep, donkeys and dogs. In a meeting which lasted five days last week in Minna, the Niger State capital, it was resolved, among others, that the entry point for HND holders into the civil service would henceforth be Grade Level 08, like their bachelor degree holder counterparts. This, it is hoped, will effectively and finally resolve the discrimination and career limitation that graduates of polytechnic institutions had for years been subjected to in the workplace, especially the states and federal civil service. The National Council on Establishment meeting comprised the Head of Service of the Federation; Heads of Service (HoS) of the 36 states of the federation; representatives of the federal and states Ministry of Education (who were represented by the permanent secretaries), as well as the National Board for Technical Education (NBTE). It was gathered that the meeting also took inputs from the Joint Admissions and Matriculation Board (JAMB). It will be recalled that until now, a polytechnic graduate with HND cannot be employed into the civil service on Grade Level 8 and cannot rise beyond Level 15 without additional qualifications (including a master’s degree), while his/her counterpart with a bachelor’s degree enters on Grade Level 08 and can rise to the peak at Grade Level 17 (equivalent of the Permanent Secretary cadre). A HND holder who aspires to that level will have to not only obtain a PGD in relevant disciplines, but is also required to obtain a master’s degree before he can hope to attain the level his bachelors’ degree holder counterpart could attain, even without a second degree. The removal of this dichotomy, among other perceived institutionalised discriminatory policies, had been at the top of a list of demands by the Academic Staff Union of Polytechnics (ASUP), the umbrella body for polytechnic lecturers and had been the motivation for several industrial crises in the sector. With this new development, HND holders only need to acquire the postgraduate diploma in relevant field from an accredited institution/ university to attain parity with their university graduate counterparts. The national president of the ASUP, Mr Usman Dutse, expressed satisfaction at the development. Speaking with Nigerian Tribune on telephone on Sunday, Dutse said, among other things, the removal of the dichotomy would help change the negative mindset created in the minds of the Nigerian populace, whereby they don’t attach much importance or interest to technical or vocational education. “In the last admission, 1.6 million applicants applied to universities, but for the polytechnics, only thirty- something thousand applied. Then, if you look at it, the morale of HND holders is down; they are demotivated because their efforts are not appreciated. The value of their input is not appreciated, because what is considered is the certificate and where you come from. “This is what we have been agitating for. About three committees worked on it, from former president Olusegun Obasanjo’s time; former President Goodluck Jonathan’s time and this time. The governorship candidate of the Peoples Democratic Party (PDP) in Oyo State, Teslim Folarin has allegedly ordered the removal of a transformer he donated to the Hausa community in Ibadan, The order follows Folarin’s loss at Saturday’s gubernatorial election in the state. Folarin, a former Senate Leader, had donated the transformer to the community in the run- up to the election in order to woo residents of the community. The transformer was removed on Sunday by some aides of Folarin to an unknown place. |
