Edo State Governor, Godwin Obaseki, on Monday disclosed that his administration would work towards reducing the cost of governance in order to make government more efficient. Obaseki spoke shortly after swearing in the Director-General of his campaign organisation and a former Commissioner for Works, Osarodion Ogie, as the Secretary to the State Government at the Government House in Benin, the state capital. He also appointed a former Project Coordinator for the World Bank Public Financial Management and Youth Employment Programme, Taiwo Akerele, and a former Executive Director, Media and Public Affairs, to the immediate past governor, John Mayaki, as his Chief of Staff and Chief Press Secretary, respectively. The governor said, “The money is just not there but just going round, there are very many things we can do. We can realign our processes. We can restructure how we work; we are not going to sack anybody. We can get more out of the people we currently hire and people who are currently in our employment. “I have no doubt that the task ahead of us is daunting because six years ago when we got to the peak of our achievements, we built the infrastructure you can now see today or when we design infrastructure and started building, the total revenues we used to get from the combination of state IGR (internally generated revenue) and federal allocations in some months was about N7bn. “At that time, the exchange rate was about N150 to one dollar. Today, we barely earn N4bn in one month and the exchange rate is almost N400 to one dollar. Justice Babs Kuewumi of the Federal High Court Lagos will on December 7 commence hearing of a fundamental rights enforcement suit filed by former first lady, Mrs. Patience Jonathan, against the Economic and Financial Crimes Commission (EFCC) over alleged freezing of her accounts containing $15.591 million. Mrs. Jonathan is claiming the sum of $200 million against the EFCC, Skye Bank Plc, a former special assistant to ex president Jonathan, Waripama-Owei Dudafa and four others for what she described as the inconvenience and embarrassment she suffered as a result of the freezing of her accounts. Also joined in the suit are: Pluto Property and Investment Company Ltd, Seagate Property Development and Investment Company Ltd, Transocean Property and Investment Company Ltd and Globus Integrarted Service Ltd. It would be recalled that the four companies, which the EFCC claimed was used by Dudafa to launder the $15.591 million, had pleaded guilty to the offence of money laundering before the same court. The sum involved in the case is the same money which former First Lady, is claiming. However, Mrs. Jonathan also claimed that the money belongs to her as the sole signatory to the accounts of the companies, but denied ownership of the companies. The Campaign for Democracy, CD, has given the Federal Government a 14-day ultimatum to lift the ban on rice importation, to help reduce premature deaths by suicidal actions by hungry and frustrated Nigerians. National Publicity Secretary of CD, Dede Uzor Uzor, who gave the ultimatum in Onitsha, Anambra State yesterday, said since government does not have any incentive for farmers to produce enough rice for local consumption, there is no need banning importation of such an important commodity. The Economic and Financial Crimes Commission (EFCC) says it will update Nigerians on developments concerning Reuben Abati, former spokesman to ex-President Goodluck Jonathan, who is currently in its custody. The anti-graft agency said the brilliant journalist had been cooperating with it. EFCC also dismissed the reports that he was arrested, saying Abati honoured its invitation. “Former Special Adviser to ex-President Goodluck Jonathan on Media and Publicity, Dr Reuben Abati, on Monday, honoured an invitation by the EFCC at the agency’s headquarters in Abuja,” the commission wrote on Facebook. “He is currently presently telling operatives of the commission his role in the alleged mismanagement of the nation’s resources through his office. “We shall keep you posted.” Abati is not the only member of Jonathan’s government in custody at the moment. Bala Mohammed, the immediate past minister of the federal capital territory (FCT); Musiliu Obanikoro, former minister of state for defence; and Femi Fani-Kayode, former spokesman of Jonathan’s campaign have all been detained by the commission. The EFCC is alleging that they were beneficiaries of money misappropriated by Sambo Dasuki, former national security adviser (NSA). After about three months of quiet, the Niger Delta Avengers resumed destruction of oil and gas infrastructure yesterday, when it bombed a Chevron-operated export pipeline at Escravos in Warri South Local Government Area of Delta State. The attack on the major pipeline came as a surprise to security forces in the oil-rich region, as they had lowered their guard in anticipation of a negotiated peace agreement between the militants and the federal government. The militant group claimed its Strike Team 06 brought down the export pipeline at about 3:45 a.m. yesterday as warning to all international oil companies (IOCs) to heed to its warnings not to effect repairs to their bombed facilities pending the negotiations or dialogue with the people of the Niger Delta. According to a statement by the group’s spokesperson, Mudoch Agbinibo, NDA said: “Today at about 3:45 a.m. our Strike Team 06 took down Chevron Escravos export pipeline at Escravos offshore. “This action is to further warn all IOCs that when we warn that there should be no repairs pending negotiations/dialogue with the people of the Niger Delta, it means there should be no repairs.” The militant group said it would not allow any attempt to use dialogue to distract it from the struggle, in order to allow the free flow of oil from the region. “Any attempt to use dialogue to distract us so as to allow the free flow of our oil will halt the dialogue process,” it warned. The General Manager, Government, Public and Policy of Chevron, Mr. Deji Haastrup refused to confirm or deny the attack when contacted by THISDAY. He ssaid in a text message: “As a matter of longstanding policy we do not comment on the safety of our personnel or the security of our assets.” Also, the acting spokesman of the Joint Task Force (JTF), Lieutenant Commander Thomas Otuji could also not be reached for confirmation. Fear of resumption of attacks on oil infrastructure in the region was rekindled last Saturday when the Niger Delta Avengers broke its silence, warning that only genuine resolution of the crisis with the region controlling its resources under true federalism will guarantee peace in the area. Justice John Inyang Okoro wrote a letter to the Nigeria Judicial Council. He is one of the judges in the Department of State Services (DSS) raid. Here are ten things he said in the four page letter. 1 . The Department of State Security searched all the rooms in the house meticulously and took away the following items: One(1) I Pad Three phones( only one active) USD 38,800( thirty eight thousand, eight hundred dollars) N3.5 ( Three million, five hundred thousand naira) Cheque books (Four in number) 2. He was made to open the door after a phone call alleging he has a letter from the president "On Friday, the 7th day of October 2016, at about 9.00 P.M, I received a phone call from an unfamiliar caller. He introduced himself as an official from the Presidency. He told me he had a letter for me from Mr. President...Upon the door being opened, I saw so many heavily armed men with an inscription, “DSS” on their uniform. " 3 . " Also, the DSS operatives informed me that their Director- General wanted to see me that night. I requested to visit their office upon the break of the day but they refused." 4. Explaining the money found in his house justice Okoro said: "I told them that having received the sum of USD24,000( Twenty four thousand dollars) and £10,000 ( Ten thousand pounds) a year for the past three years of my sojourn in the court as annual medical/ vacation allowances, and having not spent more than £5,000( Five thousand pounds) on each of three trips I have so far made abroad. I was entitled to have more than the amount recovered from me." 5. He said he has not been confronted with any petition "My Lord, as at the time of writing this report, the DSS has not confronted me with any petition or complaint from any quarters whatsoever. Rather, they have grilled me, asking questions on some none existing properties around the country." 6. "They have also doubted the age of my children alleging that they are toddlers. This is sad and unbelievable." 7. He alleged that failing to cooperate with Rotimi Ameachi was why he was fingered. "Mr. Amecahi said All Progressive Congress mandated him to inform me that they must win their election Appeals in respect of Rivers State, Akwa Ibom State and Abia State at all costs." 8. Rotimi Ameachi Sponsored the Akwa Ibom candidate Umana O. Umana "For Akwa Ibom State, he alleged that he sponsored Mr. Umana Umana, candidate of All Progressive Congress for the election and if he lost Akwa Ibom appeal, he would have lost a fortune." 9. Umana will pay him millions "Mr. Ameachi also said that he had already visited you and that you had agreed to make me a member of the panel that would hear the appeals. He further told me that Mr. Umana would be paying me millions of Naira monthly if I co-operated with them." 10 . Justice Okoro said he reported the issue of Ameachi's bribery attempt to the CJN ""I strongly believe that my travail is not undermined but with the verbal report I made to you on 7th February, 2016 about the visit to my official residence by Honourable Rotimi Amaechi, former Governor of Rivers State and now Minister of Transportation. Five staff of the federal judiciary on Tuesday died in a road crash in Abuja while three others sustained serious injuries. The staff includes three from the National Judicial Council (NJC) secretariat; and one each of the Supreme Court and Appeal Court. The crash occurred at the Mpape junction bus stop along Kubwa Expressway where the staff were waiting for the staff bus. Eye witnesses say the incident occurred when a female driver, who was on telephone, lost control and veered off the road killing the five on the spot. Three others are said to be unconscious. A staff of the Supreme Court said funeral arrangements are being made for the Muslims among the dead, according to Islamic rites. The issuance of the certificate of assets verification and clearance to the Chief of Army Staff (COAS), Lt. General Tukur Buratai by the Code of Conduct Bureau (CCB) has put to rest the controversy over his alleged acquisition of property in Dubai, United Arab Emirate (UAE), human rights lawyer, Ugochukwu Osuagwu has said. Osuagwu, while addressing journalists at the weekend argued that the issuance of the verification certificate on him implied that Gen. Buratai has complied with all known laws in the country as regard assets declaration by public officers and is exempted from any liability of criminal prosecution. Last week, the CCB, through its Chairman, Sam Saba named Buratai among 15 public officers, whose assets had been verified and issued with the “certificate of conference verification and filed verification.” According to Saba, the certificate exempts those, on which it is issued, from liability of criminal prosecution, Saba was quoted to have added that “even though the tribunal (Code of Conduct Tribunal) is the institution with the power to adjudicate in asset declaration breaches, the certificate means that from our own end, we are satisfied with the verification that we have done.” Osuagwu, who noted that Buratai had set a good example by being the first COAS to direct all officers of the Nigerian Army to declare their assets, said he (Buratai) declared his assets in May 2015 while he was the commander, Multinational Joint Task force, following which he declared again in July 25 on his appointment as the COAS. “It is interesting to note that Lt Gen. Buratai, who was previously cleared by the CCB, has again been cleared after the CCB completed its verification of asset declaration of Lt Gen Buratai by its officers. “Note that upon satisfactory completion of the exercise, public officers are issued with certificate of assets conference verification/filed verification as the case may be. With the issuance of satisfactory verification to Lt Gen Buratai, it therefore closes every chapter on the vexed issue whether he declared the said Dubai flat. “For a serving public officer to be cleared twice by law enforcement agencies, it shows that Gen. Buratai is a clean officer and has nothing to hide,” Osuagwu said. Osuagwu said he had earlier this year, acting under the Freedom of Information Act (FOI) 2011, demanded for the contents of the assets declaration form completed and submitted to the CCB by Buratai. He added that the CCB responded in a letter dated July 11, 2016, signed by Mrs. Ijeanuli Arinze Ofor, with reference number: CCB/Hq/671/G/1/6” to the effect that the COAS did declare the Dubai property.
