About 50 governorship aspirants of the All Progressives Congress in Ondo State are to pay N2 million each as party development levy as part of requirements for contesting for the party’s ticket ahead of governorship election in November. The state APC chairman, Isaac Kekemeke, who announced this in Akure on Monday, said the condition had been agreed by the aspirants and members of the state executive committee. Party sources however told PREMIUM TIMES that the APC was using the new levy to reduce the large number of aspirants which currently stands at about 50. “There are so many of the aspirants who are trying to use their aspirations to negotiate and not really because they have any serious ambition towards the governorship race,” a source within the party said. “The party leadership believes that not all of them can pay the amount and has declared that any aspirant who cannot pay the sum will no longer be recognised as an aspirant. “The N2 million levy is aside from the amount that would be paid by the aspirants as fees for nomination forms to actually contest the primaries,” the source said. Mr. Kekemeke announced other rules for the primary campaign, and said the regulations stood pending the issuance of guidelines by the National Executive Committee of the party. “Each intending aspirant shall signify his/her intention to the party with a letter of notification addressed to the state chairman and accompanied with a bank draft of N2million written in favour of All Progressives a Congress, Ondo State, as party development levy in compliance with the duly passed budget 2016 of the party,” Mr. Kekemeke stated. “However, female aspirants shall only accompany their letter of notification with a bank draft of N1million only.” He said aspirants will also attach written undertaking that they will abide by the outcome of the primary and to work for the victory of the party in the coming governorship election. Mr. Kekemeke rejected the notion that the large number of aspirants would spell doom for the party at the primaries. He said there would be no zoning and no deliberate pruning down of the aspirants, as only delegates would reduce the number through their votes at the primaries. The guidelines also enjoin aspirants to ensure peace and unity of the party, eschewing thuggery and violence during the campaigns. It states that aspirants would be held responsible for violent actions of their supporters during the campaigns. “During the campaigns, it is unacceptable to the party for aspirants, while soliciting support, to be in possession of firearms and ammunitions or any other dangerous weapons,” the rules stated. “Thuggery and any form of violence by aspirants’ supporters are not allowed in the course of campaigns and as such aspirants shall be held responsible for the misconduct, unruly acts and any form of untoward activities of their supporters during campaigns.” One of the aspirants, Robert Boroffice, while speaking on behalf of the aspirants, said the rules and guidelines would guide the conduct of the aspirants. The Acting Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Magu, on Tuesday evaded questions on the recent calls for the probe of the Chief of Army Staff, Lt. Gen. Tukur Buratai, for purchasing properties worth $1.5m in Dubai, the United Arab Emirates. Magu was departing the Rockview Classic Hotel, in Abuja, venue of a one-day workshop on ‘Anti-corruption, ethics of the legal profession and justice sector,’ when some journalists approached him for an interview. The event was co-organised by the Nigerian Bar Association and the Presidential Advisory Committee Against Corruption. Magu had adjusted himself to take questions from the journalists but as soon as the first question bordering on Buratai was asked, he sharply turned back and jumped into his waiting car. Incidentally, while speaking earlier at the event, Magu had lamented various corrupt acts including a situation where a civil servant paid as much as over N800m as legal fee to lawyer. Magu queried how a civil servant could have legitimately earned as much as N800m to pay a lawyer. This came few days after some prominent legal practitioners, including Mr. Femi Falana (SAN), had urged President Muhammadu Buhari to sack Buratai, if the Army chief failed to voluntarily resign following the revelation that he purchased the Dubai properties. Magu had while speaking at the event had said his commission would start going after lawyers who aid their clients in laundering money. He said the commission would not spare anybody, including Senior Advocates of Nigeria, who were found to have helped others to buy properties with stolen funds. Other speakers at the event included the Chief Justice of Nigeria, Justice Mahmud Mohammed, the Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami; and the Chairman, PACAC, Prof. Itse Sagay (SAN). Magu said, “I don’t want to mention some of our strategies, but we will start going after people now. If you are involved in laundering money, we will go after you it doesn’t matter who you are because the law does not respect anybody – whether you are the EFCC chairman, whether you are SAN. “Sooner or later we will look at how people assist people to buy properties with stolen funds, how people assist others to escape justice and we will go after them. “But for now, I want to say, please, join us in the fight against corruption to save this country so that our children and grandchildren will have a greater Nigeria.” He said the issue of human rights needed to be de-emphasised in the ongoing war against corruption, as he urged lawyers to ply their trade while placing the interest of the nation above any other consideration. Represented by a Justice of the Supreme Court, Justice Kudirat Kekere-Ekun, the CJN said some recent events had called for self-assessment by players in the legal circles and justice system. Samson Folarin The police have arraigned eight men, including four teenagers, before an Ebute-Meta Magistrate’s Court for allegedly vandalising 48 BRT buses during a protest. The cost of repairs of the vandalised vehicles was estimated at N139m. The PUNCH had reported that a 22-year-old hawker, John Nnamdi, had been crushed to death at the Maryland end of the Ikorodu Road on June 29. The Ebonyi State indigene was said to be fleeing from officials of the Kick Against Indiscipline, the enforcement agency of the Lagos State Ministry of Environment, who were conducting a raid in the area. A mob was alleged to have blocked the road and vandalised all BRT vehicles passing the road after the KAI officials fled the scene of the incident. The Lagos State Governor, Akinwunmi Ambode, had decried the incident and ordered a ban on street trading. Ambode had also called for the arrest and prosecution of culprits. Our correspondent was told that eight suspects were arrested by the police and transferred to the State Department of Criminal Investigations, Yaba. The suspects — Agu Israel (18), Idike Sylvester (23), Babizua Nwode (31), Ropo Babatunde (19), Anashi Philip (26), Ezekiel Ebonyi (21), Friday Nweze (19) and John Kalu (17) — were arraigned on Tuesday on three counts of wilful damage and conduct likely to cause breach of the public peace. The charge sheet listed the number plates of the 48 damaged vehicles. It read in part, “That you, Agu Israel, Idike Sylvester, Babizua Nwode, Ropo Babatunde, Anashi Philip, Ezekiel Ebonyi, Friday Nweze, John Kalu and others at large, on June 29 2016, at about 2.30pm on Ikorodu Road, Anthony Bus stop, Lagos, in the Lagos Magisterial District, did wilfully and unlawfully damaged 48 BRT buses, property of Primero Transport Services Limited.” The police prosecutor, Sergeant Mariam Dauda, said the offences were punishable under sections 409, 349 and 166 of the Criminal Law of Lagos State, Nigeria, 2011. The defendants pleaded not guilty to the charges and elected summary trial. The Magistrate, O.O. A. Fowowe-Erusiafe, admitted them to bail in the sum of N1m each with two responsible sureties each in like sum, adding that one of the sureties must be a relation of the defendants. Dr Kayode Fayemi, of Solid Minerals Development has urged civil servants in Ekiti state to engage in farming activities to cushion the effects of their unpaid salaries. Fayemi, immediate past governor of the state gave the advice during the distribution of food items to the workers by the Kayode Fayemi Leadership Centre in Ado-Ekiti. The distribution of food items was aimed at cushioning the economic hardship faced by the civil servants in the state. Fayemi who was represented by Mr. Abiodun Omoleye, Director of the Centre, appealed to the civil servants and the entire Ekiti populace to engage in farming to cushion the adverse effects of the unpaid salaries on their wellbeing. He said the programme was designed to help indigent residents of the state live well despite their current economic hardship due to unpaid salaries. “The wind of hunger blowing in Ekiti now is unpleasant. It seems hunger is gradually taking over the land and that is why we that are privileged must continue to identify with the poor. “This has no political, ethnic or political colouration, but just a means of helping the needy. “Taking cognisance of what is happening in Ekiti now when we read in the newspapers that some civil servants steal food on fire, our people must embrace farming as a way of life. Food production remains the best for now and nothing more. “We must all rise up to save our state and the future of our children. Some can’t be living in opulence when some could not afford one square meal a day. This welfare programme is going to be a continuous one and we shall do it in a way that would have positive impact on the lives of our people at the community, ward and local government level,” he said. Amidst the parade of the gang members at the headquarters of the State Anti-Robbery Squad (SARS), police spokesperson Mr. Akwuzu Okechukwu stated that the DPO was ambushed, his clothes ripped to shreds, one of his ears chopped off. The Divisional Police Officer (DPO) for Ajali in Orumba North Local Government Area (LGA), Anambra State, in an attempt to arrest members of a notorious gang terrorizing Nanka Community, had one of his ears chopped off and was disrobed. The DPO and his team raided the den of the nine-man gang, and successfully arrested Mr. Ifedilichukwu Nwankwo, Mr. Chidi Nwankwo and Mr. Udoye Kenechukwu after previous attempts by the Police Force Criminal Investigations Department (Force CID), Abuja and Zone 9 Headquarters, Umuahia. Amidst the parade of the gang members at the headquarters of the State Anti-Robbery Squad (SARS), police spokesperson Mr. Akwuzu Okechukwu stated that the DPO was ambushed, his clothes ripped to shreds, one of his ears chopped off. According to Mr. Okechukwu, the DPO is receiving treatment at a hospital. The arrest is a big win for the police as the gang had been terrorizing Nanka for years. According to the Police Public Relations Office (PPRO), the gang has been linked to other attacks in the region. Their notoriety led to the police’s efforts to mobilize men to arrest the suspects at Nanka. The gang's activities have also been linked to to the death of Mr. Okechukwu Udezuka of Orifite in Ekwusigo LGA and one Mr. Ebuka at Tarzan area of Nkpor, near Onitsha, on February 2, 2014. Following a directive to the telecommunications service providers in the country, the operators will from July 1, 2016, activate the ‘Do Not Disturb’ (DND) facility which gives subscribers the freedom to choose what messages to receive from the various networks. With this directive, the operators have been mandated to dedicate a common short-code (2442), which will enable subscribers take informed decisions. The Nigerian Communications Commission (NCC) had on April 19, in a letter, which emanated from its Legal and Regulatory Department and directed to the Mobile Network Operators (MNOs), given them till June 30, 2016 to stop sending unsolicited Short Message Service (SMS) or calls to subscribers. The NCC had placed a N5 million fine on any MNO that fails to comply with the directive as at when due and further N500,000 per day for as long as the contravention persists. Director of Public Affairs, NCC, Tony Ojobo, in a statement yesterday, said the action was taken in order to protect subscribers from the nuisance of unsolicited texts, and therefore a direct regulatory response to the yearnings of the subscribers. By this action, he explained, the commission has invoked a regulatory provision, which had hitherto been overlooked by the operators. Taking cognisance of the broad range of services which include: banking/insurance/ financial products, real estate, education, health, consumer goods and automobiles, communication/ broadcasting/ entertainment/ IT, tourism and leisure, sports, religion (Christianity, Islam, others), the commission directed the operators to give the necessary instructions and clarifications that will enable subscribers subscribe to a particular service/services /none at all. In fact, the NCC explained that a full DND, which is SMS “STOP” to 2442, does not allow the subscriber to receive any unsolicited message from the operators at all. Below are the various options the commission listed: • “SMS 1” for receiving SMS relating to Banking/Insurance/ Financial products to 2442 • “SMS 2” for receiving SMS relating to real Estate to 2442 • “SMS 3” for receiving SMS relating to Education to 2442 • “SMS 4” for receiving SMS relating to Health to 2442 • “SMS 5” for receiving SMS relating to Consumer goods and Automobiles to 2442” • “SMS 6” for receiving SMS relating to Communication/ Broadcasting Entertainment/IT to 2442 • “SMS 7” for receiving SMS relating to Tourism and Leisure to 2442 • “SMS 8” for receiving SMS relating to Sports to 2442 • “SMS 9” for receiving SMS relating to Religion to 2442 Ojobo, who pointed out however that the decision of the Commission does not affect personal messages or person-to-person messages, which are private communication by individuals, urged the operators to comply immediately with the directive issued by the NCC and never again harass subscribers with unwanted messages. The letter was specifically directed to 13 Mobile Network Operators (MNOs), including the quartet of MTN, Globacom, Airtel and Etisalat. According to the letter, the Commission through its monitoring activities confirmed that though some MNOs have set up the DND facility on their network, the awareness by subscribers of the availability of the DND facility on the MNOs network and how to opt into the facility is very minimal and unsatisfactory. The NCC said operators are expected to dedicate the short-code 2442 on its network for use by subscribers to opt-in to the “Do Not Disturb” database restricting unsolicited marketing messages (Voice and SMS on their MSISDNs”, including the use of web-based solutions as opt-out measures. “That it shall be mandatory on the operator to create sufficient awareness for its subscribers of the existence of the DND service on its networks.“That the operator shall comply with the quarterly and reporting template prescribed by the commission to ensure feedback and compliance. “That the operator generated SMS is excluded from the DND list in as much as such messages are in conformity with the commission’s directive on timing and regularity and do not constitute a nuisance to subscribers and the subscribers shall have the right of partial or full DND implementation. “That the operator generated SMS shall comply with 8am to 8pm stipulation (12 hour period) for sending SMS to subscribers.
