Instead of recycling phone numbers, we can simply add to zero by making it 13 or even 14. or stripe all SIM cards that are not melted for phone calls off their numbers.

When a country or city runs out of available phone numbers, telecom authorities use specific strategies to fix it:

1. Adding an Extra Digit (The Nuclear Option) Some countries have literally run out of numbers nationally and had to force everyone to change their phone numbers by adding a new digit to the front or at the last.

Brazil (2012–2016): Brazil completely ran out of mobile numbers in major cities like São Paulo due to hyper-growth. To fix this, they mandated adding a digit "9" to the front of all mobile numbers nationwide, transitioning them from 10 digits to 11 digits.

United Kingdom (1995 & 2000): On "Phoneday" in 1995, the UK added a "1" after the initial "0" for all geographic area codes to create millions of new combinations. They had to do it again in 2000 (The Big Number Change) for major cities like London.

France (1996): France completely exhausted its 8-digit system and expanded overnight to a 10-digit system by adding a two-digit regional prefix to every number.

2. Area Code Overlays (The North American Method) In the US and Canada (under the North American Numbering Plan), adding a digit to the local number is legally and structurally complex. Instead, they use overlays. When a specific region runs out of numbers, the telecom authority assigns a brand new area code to cover the exact same geographic footprint. For example, when New York City ran out of 212 numbers, they layered 917, 646, and 332 on top of it. This is why you must dial all 10 digits even when calling your next-door neighbor.

3. Aggressive Number Recycling To combat exhaustion without forcing structural updates, many countries have shortened the "cooling period" for disconnected lines. If someone cancels a mobile plan, that number is often stripped, wiped, and reassigned to a new customer in as little as 30 to 90 days.

4. Splitting Off the Internet of Things (IoT) A massive driver of number exhaustion is smart devices—utility meters, cars, and security systems all need SIM cards. To save standard mobile numbers for humans, countries like Germany and China now assign massive 13-to-15-digit specialized number blocks specifically for machine-to-machine data, preserving shorter numbers for voice calls.

We can take some root right now; there should be a separate SIM card with 15 digits for security cameras, routers, GPS in cars, etc., while reserving the 11 digits for calling, the same way it was done in China and Germany. We can also use the opportunity to create a regional prefix (area code) like it is in other countries.
