Led by the Group Managing Director Nigerian National Petroleum Corporation, NNPC, Dr. Joseph Thlama Dawha and members National Petroleum Investment Management Services (NAPIMS), the scheduled visit came at a time when the fabrication yard, visited about three months back by the GMD, had witnessed rapid improvement in terms of the massive level of work done so far. [/b] Commercial Director, who welcomed the GMD NNPC delegation took them round to see the visible progress made so far on the yard since the earlier visit by the GMD about three months ago. On hand to give a clearer picture of the on-going project was Mr Jim Syne, Construction Manager Snake Island, who explained the Antan project, Antan jacket deck and pilling works. Mr. Jim pointed out a number of individual components that he said would give aerial support where the final jacket label will be laid. He further observed that the on-going work, appreciable as it seems, is still about a learning process which by next year will be a lot developed than they are. Asked about the performance of the welders on ground, he said: ?since the industry generally have less than 2 per cent welders, with a certainty of between one and two per cent, point one per cent of that number resides in Nigeria and from what I have seen at the yard, the welders who are all Nigerians are not only good but for me personally, I am impressed with their quality and performance.? Mr Jim intimated the GMD about the appraisal levels of the welders at the yard and series of training skills and programme they are given to help them develop on the job. While fielding questions from reporters, Mr Robillard said the fabrication yard which a year and half ago was virgin land, with 85 per cent swamp and 15 per cent trees, has been able to develop and now being used for constructing offshore platform. ?We started with smaller projects but with Antan which is a medium sized project; it is going to bring us into an offspring of being able to go to a much bigger project. Right now, Antan is in d area of 1400 to 1500 tons of steel and will be going to 17000 tons of steel for the Ofrima/Udele project which encompasses bigger platforms, process facilities and much larger jackets, so this is what we have now,? Mr Robillard said. He noted that they are on phase one of the project which will go on to phase two that will include an expansion of the fabrication yard and then phase three with dried up facilities, turning mill facilities, pipe coating facilities and finally, phase four most likely to include residential buildings, golf course among others at the other end of the island. He further said that apart from the idea of a big expansion, the project involves and very long term commitment on Snake Island. ?The timeline on these phases will be finished by December of this year, phase two by December next year, dry docking facility another year after and then the pipe mill and more, so by 2018, phase one, two and three will be terminated.? On his attitude towards the Nigerian content and benefits to Nigerians, he added that ? A 100 per cent Nigerian content will be available by the time the project ends. We are 100 per cent committed to the Nigerian content and so in three years? time, we would have created over something between 2000 and 3000 local workers who will be Nigerians on the ground and also create indirect jobs in d area of approximately 15,000 to 20,000. ?It?s not a question of Snake Island being a Nigerian content, it?s a question of ensuring we buy Nigerian content also because we will be dealing with more and more Nigerian companies,? The NNPC GMD, on his impression of the facilities, observed that having had the privilege of visiting the yard three months ago, which was just in its initial stage, he could see progress on the fabrication. ?I am delighted that this is being done by most Nigerians. I am also delighted that most stakeholders are involved like the community who are part and parcel of what is happening here which is a very important thing. And with the future plans they have for the community and the very good training programme for Nigerians, I must confess that I am very much impressed by the level of work which is progressing rapidly,? History LADOL's developer, began the construction of the logistics and engineering base in 2001 and commenced full operations in 2006. In June 2006, LADOL was designated as a Free Zone pursuant to the Nigeria Export Processing Zones Act No. 63 1992.[4] Completed at a cost of US$150 million, LADOL's initial infrastructures included: a 200m quay, 8.5m draft, 25-ton/m2 high load bearing area and additional 30-ton bollards at either end that can accommodate up to six supply vessels and three heavy-lift vessels; a hotel; warehouse; office complex; road; water treatment; and underground reticulation. Major engineering projects that were successfully carried out at LADOL included: the final installation of Chevron Agbami FPSO between 2006 and 2007; repair jobs on Ben Avon, Transocean-Baltic and the Noble Drilling's Noble-Percy Jones rigs, all in 2011; and the maintenance of Noble Drilling's Noble Lloyd Noble rig in 2012. In 2015, with the support of Total Upstream Nigeria Limited, LADOL was further expanded to include a new US$300 million Floating Production Storage and Offloading (FPSO) vessel fabrication and integration facility. The FPSO vessel fabrication and integration facility - currently being operated by SHI-MCI FZE, a Nigerian Local Content initiative-driven incorporated joint venture between Samsung Heavy Industries and LADOL's shipyard operator, Mega-Construction and Integration FZE - was initiated to fabricate and integrate Total Egina FPSO in Nigeria and other similar projects expected to be carried out in Africa. The fabrication and integration facility consists of an assembling area, a painting shop, utility and warehouse area with a production capacity of 10,000 metric tons and a quay length of approximately 520m, depth of 13.5m and heavy lifting area of 5,000 metric tons. The shipyard is set to increase the size of vessel fabrication in Nigeria, create around 50,000 direct and indirect jobs and make Nigeria the leading country on the continent for offshore oil and gas fabrication and engineering. The next phase of LADOL's expansion has been reported to include a dry dock that will be the largest in West Africa and attract as many as 100,000 direct and indirect jobs.[5] Ongoing infrastructure projects in LADOL include: a technical training academy set to begin operations in December 2016;[6] the construction of a new 24 megawatts gas power plant set to commence in late 2017;[7] the construction of a passenger terminal with an emergency response facility and capacity to accommodate 1000 passengers, scheduled to be completed in 2017.[8] Over US$450 million was reported to have been invested to develop a previously undeveloped land to a progressively growing all-in-one industrial village targeted at providing its investors with the specialised infrastructure, equipment and trained personnel they need, all in one location. |

Marc Robillard, commercial director for KAZTEC Engineering Ltd disclosed this while briefing Patrick Daziba Obah, executive secretary of the Nigerian Content Monitoring Board, NCMDB, who visited the company site on the island for physical siting of what the company is doing. He told the visiting NCMDB officials that the management plans to build a world-class fabrication yard that would not serve only the interest of the oil and gas industry but other sectors of the economy such as construction industry. “This visit is a facility visit we were invited by KAZTEC and in our own tradition, whenever we embark on such visitation, we invite the OICs, who sends in their Nigerian content staff to represent them to see such facilities. Patrick Daziba Obah in an interview after the visitation said that it afforded his organisation to take stocks of the activities of the fabrication company. He commended KAZTEC for its ability to do what it has been able to do so far to enhance local content development, saying that if it can continue on its current part, it would be a matter of time for such an indigenous company to greatly expand the participation of Nigerian participation in the highly technical petroleum industry. “With the knowledge the staff have acquired over the years, they have been able to build those things that we saw at the site. With the visitation we now begin to appreciate what Nigerian companies can do in- country. This fabrication yard is a testimony of what Nigerian indigenous companies can do. What we have witnessed in KAZTEC is a testimony and it means Nigerians can do a lot and meet the world standard in terms of oil and gas industry,” he said. He appealed to Nigerians that whatever leakages that exist in oil and gas industry should be sealed so that more jobs can be created because a lot of fabrication yards are dying of lack of jobs, “ if we sit down and begin to add some coloration, then of course the situation would remain the same.” The NCMDB boss stated that what is needed now is to tell people that we have fabrication yards that can build things to world-class specifications. “But going forward, we must expand the frontiers of the local content to other sectors so that there could be more jobs. Kaztec Engineering Limited (Kaztec) is one of the fastest-growing engineering, procurement, construction and installation (EPCI) companies in Nigeria. Established in 2005, the company has already completed several projects. Kaztec’s breakthrough project came in 2007, when it was awarded the engineering, procurement and construction contract by the Niger Delta Power Holding Company (NDPHC) to construct a 24-inch diameter, 107-kilometer long gas pipeline to convey gas to a gas fired power plant in Calabar from an offshore gas producing facility in Adanga. Based on its successful performance, Kaztec secured another contract from NDPHC in 2009, to rehabilitate and upgrade its gas metering facilities and perform integrity assessment tests on some of its existing gas pipelines. In 2010, Kaztec was awarded a contract; TB-1921, by Addax Petroleum Development Nigeria Limited (Addax) to install subsea pipelines and topsides on Oil Mining Lease 123, offshore Calabar. Installing pipelines, risers and other subsea equipment and connecting them to newly-installed platforms and topside facilities required the full support of Kaztec’s fleet, which currently include the Ekulo Cheyenne, Ekulo Tornado, Ekulo Spirit and Ekulo Explorer. Kaztec also utilized remotely operated vehicles and air and saturation diving support in its execution of TB-1921. Kaztec completed Campaign 2 of the TB-1921 contract in 2011 and started working on Campaign 3 immediately afterwards. By mid-2012, Kaztec and Addax had agreed to work together under an alliance framework based on the success of both Campaigns. The alliance framework entails the collaboration of personnel from Kaztec and Addax in the performance of the engineering, procurement, construction and installation, as opposed to the standard client-contractor relationship. This model ensures that Kaztec continues to develop its capacity as a full EPCI contractor and that TB-1921 projects are completed on-time and below budget. Kaztec has received ISO 9001:2008 Certification and is currently a member of the International Institute of Risk and Safety Management (IIRSM), International Marine Contractors Association (IMCA) and Pipeline Professional’s Association of Nigeria (PLAN). Kaztec is currently developing an oil and gas industrial facility on 531-hectares of land in Snake Island, Lagos. This facility is being developed in stages and when completed will include a fabrication yard, pipe coating facility, pipe mill, engineering base, office space, residential buildings, helipad, among other structures. The company is also acquiring more vessels to support its offshore engineering capabilities. Ecobank seeks to appeal ruling in bankruptcy case against Otudeko Ecobank Nigeria Limited has applied to the Court of Appeal in Lagos for extension of time to enable it seek leave to appeal a ruling by Justice Babs Kuewumi of the Federal High Court in Lagos in a winding-up petition against chairman of Honeywell Group, Oba Otudeko. The bank initiated the bankruptcy proceedings against Otudeko over an alleged N5.5billion debt by virtue of loan facilities availed Honeywell Flour Mills Plc, Siloam Global Services Limited and Anchorage Leisures Limited, said to have been personally guaranteed by Otudeko. The appellant is seeking an order by the Appeal Court granting it leave to appeal the ruling delivered last February 19. The ruling followed the winding-up petition filed by Ecobank on October 17, 2015, accompanied by motion ex-parte and motion on notice. The bank said the petition was a bid to recover the money from Otudeko “considering the looming and impending danger of having its banking licence withdrawn after the respondent failed to liquidate its indebtedness after several demands.” Justice Okon Abang, who first handled the case, asked the bank to put the respondent on notice to show cause. After being put on notice, Otudeko filed a motion on notice seeking to dismiss/strike out the petition. Justice Kuewumi, who took over from Justice Abang, ruled that he would accord higher priority to Otudeko’s motion on notice ahead of other pending applications. Dissatisfied with the ruling, Ecobank appealed. The Court of Appeal, last October 21, struck out the appeal on the basis that the appellant did not first obtain leave of the lower court before appealing. The bank is, therefore, seeking for reliefs to enable it invoke the Court of Appeal’s jurisdiction to entertain the appeal. “The applicant (Ecobank) ran out of time to appeal as a result of the previous proceedings in suit no CA/L/227/16 which was not determined on the merit as a result of failure to procure the needed leave. “The leave of this court is required to extend time to obtain leave of court to appeal the ruling of lower court. It is in the interest of justice that this application be favourably considered and granted accordingly,” the bank prayed. The bank, through its lawyer Mr Kunle Ogunba (SAN) is seeking a receiving order against Otudeko’s estate, funds, investment and shares in Honeywell Group, Honeywell Flour Mills, among other companies, as well as an order declaring him bankrupt. Ecobank prayed for an order commanding Otudeko to immediately avail it the companies’ statement of affairs as well as net worth and other credible financial details as required by the Bankruptcy Act. It asked for a consequential order empowering the bank to sell Otudeko’s properties wherever they are situated, as well as an order enabling it to utilise the investments or shares in companies in which Otudeko has interest. In a motion on notice, Ecobank, among others, is also seeking an interlocutory order appointing a special manager and receiver over Otudeko’s assets. But, Otudeko, in its counter-affidavit sworn to by Omolade Adeyemi, has urged the Court of Appeal to refuse Ecobank’s application. He said the bank had prosecuted the subject-matter of the appeal and judgment had been given in which the Court of Appeal upheld his preliminary objection and struck out appeal. The respondent said the appellate court also attended to the appeal on its merits, considered arguments by parties and affirmed the correctness of Justice Kuewumi’s ruling. “It is in the interest of justice to refuse the applicant’s application,” Otudeko said. In the lower court, the Honeywell Group’s chairman said the alleged debt “is neither ascertained nor undisputed.” He added that Honeywell Four Mills and its sister companies commenced a suit against the bank before another judge “owing to disagreements between it (Honeywell) and the respondent (Ekobank) as to the complete liquidation of their outstanding obligations to the respondent having regards to the terms and condition of the credit facility.” |

Century Power and Time Power another subsidiary of Obijackson Century Power Generation Limited (CPG) and Time Power Global Dynamics Limited (TPGD) are power generation and distribution companies respectively, pursuing opportunities presented by the Nigerian Government’s policy regarding private power generation. CPG is a power generation company, created as a Special Purpose Vehicle (SPV) to acquire and develop existing power plants in Nigeria, as well as build new power plants via IPPs to help boost the nation’s installed power capacity. CPG is currently developing a 1500 MW power plant in Okija, Anambra State, Nigeria. The plant would be a Combined Cycle Power Plant (CCPP) to be built in three phases: Phase 1 – which is ongoing – involves the construction of a 495 MW (ISO) Open Cycle Power Plant (OCPP) consisting of multiple E-class gas turbines, with provisions to add Heat Recovery Steam Generators (HRSGs) and steam turbines in a later phase. Phase 1 is due to be commissioned in September, 2015. Phase 2: Extension of the 495MW OCPC to a 750MW (ISO) CCPP by the installation of HRSCs and a steam turbine. Phase 3: Installation of a second 750 MW (ISO) CCPP block (i.e. 500MW OCPP + 250MW Steam turbine). Commissioning of the plant’s full capacity is scheduled for the second half of 2018. The project site is a 31.9 hectares plot of virgin land wholly owned by CPG, and is situated along the Onitsha-Owerri express road. The site is bordered on the East by the Ulasi River and on the West by Onitsha-Owerri express road. It is approximately 25km from the Oguta gas fields, about 15km from Nnewi (a major Nigerian industrial and economic centre), and 25km from Onitsha (another major economic area). TPGD is an SBU that was created to participate in the ongoing effort to increase Nigeria’s electricity distribution by increasing customer access to economic and reliable electricity supply in the urban and rural areas, increasing the number of registered customers, and reducing distribution losses. As an indigenous company, TPGD is fully committed to help alleviate Nigeria’s power shortage issue in metropolitan, rural and remote communities around the country.
