The Nembe Creek Pipeline construction was the largest single project under the SPDC joint venture’s asset integrity programme that replaced more than 1000 km of deteriorated major pipelines and flowlines in the last five years in Nigeria.

In mid 2007, the package A of the NCTL pipeline project was awarded to Nestoil as part of the crucial programme of replacement of deteriorated pipelines and flowlines. Package A of this 97km Nembe Cawthorne Channel Shell pipeline project involved major construction in a harsh mangrove swamp terrain of the Niger Delta Region of Nigeria and traversed three cluster communities and 100 autonomous indigenous communities in both Bayelsa and Rivers State of Nigeria.

The pipeline installation required 7 major river crossings, the longest (Sego River) being approximately 1.1km. Another 44 minor river and creek crossings of various sizes required extensive dredging activities. It also required the fabrication and site installation of 2 brand new main Tie-in manifolds at Nembe 1 and San Bath, hook up to 6 other manifolds, 4 pig traps and associated piping.

Nestoil mobilised for field construction in 2008, a time when the security challenges in the Niger Delta was at its peak. On September 24, 2010, Nestoil successfully completed and commissioned this project one month ahead of schedule.

In addition to several Shell Commendation Awards received by Nestoil for a satisfactory and timely project execution and commissioning, it also received a Shell Award certificate for executing high risk activities in the face of a challenging security situation without a single fatality. 98% of the workforce who were involved with this project were Nigerians, including the Project Manager and the numerous project Engineers. This is a great testament to Nigeria’s Local content policy and the development of indigenous manpower.

Ernest Azudialor founder of Obijackson group bought over all the equities of co-ventures in NECONDE and now owns the whole 45% and NPDC 55%, Okoye is CEO of Neconde

ith operatorship in hand, Malije Okoye has his work cut out: doubling production from average 11, 709BOPD in 2015 to 23,000BOPD by mid-2016.
Malije Okoye, former Manager of Deepwater Engineering and Asset Support at Shell Nigeria, is the new CEO of Neconde, the Nigerian E&P firm.

Mr. Okoye was hired from Execution Edge Ltd, an oil and gas advisory and management consulting firm where he worked for four months after he elected early retirement from Shell in November 2014.

A graduate of Mechanical Engineering from the University of Benin, Okoye attended the Advanced Management Programme of the Wharton School at the University of Pennsylvania in 2006.

He takes over Neconde at a time the company has been granted operatorship of the Oil Mining Lease (OML) 42. Neconde was incorporated as an E&P company in November 2010, for the purpose of purchasing the 45% stake belonging to Shell, TOTAL and ENI, in OML 42. Equity holders in the company at the conclusion of the transaction in 2012 included the Polish minnow Kulczyk Oil Ventures Inc, the Nigerian junior Yinka Folawiyo and the Nigerian EPC contractor Nestoil, which owns the bulk of the company.

OML 42 is an 814 square kilometre tract originally awarded in 1962. Initial production commenced in 1969 and aggregate output from the acreage’s five producing fields reached a peak of approximately 250,000 barrels of oil equivalent per day (“BOEPD”) in the 1970’s. Production, which was primarily oil, continued until the first part of 2005 when the producers were shut-in due to security issues in the Niger Delta area. Production at the time of the shut-in was more than 50,000 barrels of oil per day (“BOPD”) and more than 80 million cubic feet per day (“MMcf/d”) of natural gas. Average production in 2011 was 15,000BOPD.

“The sales process for OML 42 started in late 2010 and during the first part of 2011 one of the fields within the license area was put on-stream resulting in production from OML 42 of approximately 15,000 BOPD”, Kulczyk Oil reported at the time. Neconde had complained, all through the last four years, that if it had been granted operatorship of the asset, it would have done a better job than the state owned NPDC. Last year’s average production for OML 42 was 7,100BOPD. Average production this year to the last day of the month of May was 11, 709BOPD.

The May 2015 reversal of operatorship from NPDC to Neconde is an opportunity for the company to prove its mettle. This is about the first real test for Nigerian indies to show that Seplat is not a freak occurrence.

PROF. JOSEPH EZIGBO
MANAGING DIRECTOR Falcon Corporation

Falcon Corporation is a leading, privately held, wholly indigenous company.

Falcon Corporation commenced operations in 1994 under the trade name of Falcon Petroleum Limited. Our company name was changed in 2014 following a rebranding exercise in the wake of the anniversary of our 20th year of operations in particular and also to reflect our current multi-faceted areas of operation.

As a conglomerate, Falcon Corporation holds a diverse portfolio of prime investments in Oil & Gas, Energy & Infrastructure, Real Estate & Construction. As a group, we maintain a singular focus to deliver value consistently in the areas within which we operate.

founded on the principles of integrity and innovation

Our company was founded on the principles of integrity and innovation, with a vision to make tangible impact and elevate the profile of private entrepreneurial development in Nigeria. Currently headquartered in Lagos, we started business in Port Harcourt as an Oil Service Company. Our change of operational base, scope of service and corporate name notwithstanding, our Founders’ sound moral character, spirit of enterprise and excellence, resilience and commitment to creating long-term sustainable value has never wavered. Indeed, this spirit continues to pervade the very fabric of our business to date.

collapse

Falcon started out in a very humble way, but with a determination to make a difference. Our Founders were clear that our company was in business for the long haul and so from inception, we emulated and imbibed industry best practices, benchmarking ourselves always against multinationals and leading industry giants. At a time when the industry considered only companies with foreign technical partnerships to be serious contenders, we remained dogged in our approach and unwavering in our conviction that we would succeed despite the odds.

contribution to the development of Nigeria’s domestic Gas industry

We found ourselves engrossed in the Natural Gas industry at a very early stage of our business, and though we were unable at that time to prosecute our aspirations to deliver gas for industrial use in South-Eastern Nigeria, we refused to give up. We applied the engineering knowledge we had garnered at that time towards creating a niche market within the gas industry in Nigeria, and to date we have been responsible for the internal pipeline construction, equipment conversion and commissioning to fire on Natural Gas of a majority of industries within the existing franchise areas in Nigeria. For several years also, we held annual Natural Gas training and enlightenment seminars, as our contribution to the development of Nigeria’s domestic Gas industry.

Early in the 2000’s we again expressed our interest in operating a Natural Gas distribution project, this time within the Ikorodu area of Lagos State. After several rounds of commercial and technical bidding over the next three years, we emerged as the licensed Local Distribution Company for the Ikorodu Natural Gas franchise zone, and we have since spent the last decade deepening our footprints within the domestic gas industry in Nigeria.

an entity that is well worthy of emulation

From 2005 to 2011 we partnered with the African Capital Alliance (ACA) group who made an investment into our business through their funds SME Partnership and SME II Partnership. This for us marked another critical leap era of transformation for our company with the end result of a much bigger, better structured and significantly stronger Falcon. We are proud to remain widely acknowledged in the ACA group as an entity that is well worthy of emulation, and definitely one of their most successful investments to date.

fully committed to the Local Content development

Falcon Corporation is fully committed to the Local Content development aspirations of our Nation. From inception we have operated with a 100% Nigerian workforce and to date maintain over 68% spend on local products/services. We consider our local experience to be a critical asset for the growth of our industry in a sustainable manner and a notable contribution by Falcon Corporation to national development. We are determined to continue to develop our competencies and capabilities even further and where appropriate, we are open to the creating of strategic alliances and joint ventures that are designed to enable us achieve our growth targets.

Commitment to Safety, Operational Excellence and Quality Workmanship

Our group maintains an unwavering commitment to Safety, Operational Excellence and Quality Workmanship. We are driven by a focus on continuous improvement and ensuring service reliability with the ultimate objective of delivering full customer satisfaction. The result of this has been that we have developed a total engineering capability and a results-driven system based on which our dynamic growth and sound industry reputation are hinged. Companies within the Falcon group are progressive companies, visionary organizations that today boast of a wealth of locally-available global skills and engineering expertise.

As we reposition ourselves for another 20 years and well beyond, our brand promise proudly remains ‘Delivering value’ – to our industry, to the Nation, to partners and stakeholders in our business.

Dr Ernest Azudialu Obiejesi is Chairman of Neconde Energy

He is currently the Group Managing Director for the Obijackson group of which Nestoil Plc(an EPC company) is a subsidiary. He has over 25 years in the oil industry

Neconde was incorporated on November 26, 2010 as an independent oil & gas company serving as a special purpose vehicle for the acquisition and development of petroleum assets. The company’s core operations focus on the exploration and development of oil and gas assets for the purpose of production and sale of crude oil and gas stock to generate revenue.

In January 2011, the Company participated, and emerged successful, in the bid for the acquisition of 45% stake in OML 42 held by Shell Petroleum Development Company Limited (“SPDC”), Total Exploration and Production Nigeria Limited, and Nigeria Agip Oil Company Limited (the “SPDC JV”) with a bid sum of USD585 million to the SPDC JV who constituted the sellers. Following the completion of the acquisition, the new ownership structure of OML 42 is in the ratio of 45% (Neconde): 55% (NPDC). NPDC, Nigerian Petroleum Development Company, a subsidiary of NNPC, Nigerian National Petroleum Corporation, operated the asset between 2011 and April 2015. In May 2015, Neconde was awarded the operator of the asset on behalf of the Neconde/NPDC Joint Venture.

Neconde’s status as an indigenous company with an excellent management team offers a viable option through which the currently under-developed reserves of the Niger Delta could be brought into production with potential economic and social benefits for the region and country at large. There is also an opportunity to utilize the associated gas produced for electricity supply to the region, resulting in significant socioeconomic benefits.

Following the conclusion of the acquisition of OML 42, Neconde entered into a Joint Venture partnership with NPDC on the modalities for the development and revamping of the acquired block.

OML 42 Asset Overview

Shell’s divestment assets (OMLs 4, 38 & 41, OML 26, OML 30, OML 34, OML 40 and OML 42) are all located in the Niger Delta which is Nigeria’s most prolific and important hydrocarbon basin. OML 42 is located onshore West Delta with an area of 814 km2. OML 42 has 7 fields which have produced hydrocarbons and 5 undeveloped discoveries.

OML 42 commenced initial production in 1969 at the Egwa field with a peak gross production rate of about 250,000 boepd in 1974. Over the last 20 years normalised production has been 100-150,000 boepd. Production is primarily oil. The block however was shut in 2006 due to security issues in the area. In February 2011, Batan and Ajuju fields were rehabilitated and re-opened by Shell (SPDC) before the divestment of 45% of its interest to Neconde, while the 55% interest belonging to the Nigerian National Petroleum Corporation, NNPC, was assigned to NPDC, its E&P subsidiary . Effective December 2011, Neconde acquired 45% of the block, and in February 2012, the NPDC was named the Operator by the Federal Government of Nigeria.

Batan field reached a production peak of 13,000 bopd in 2012 after it was reopened. Current production is circa 11,000 bopd from 12 strings. In early 2012, Neconde and NPDC agreed a work program to rehabilitate the remaining shut-in fields, namely, Odidi, Jones Creek and Egwa and reopen about 80 existing wells to production. In October 2013, rehabilitation works started in Odidi field culminating in the re-opening of the field in October 2014. Odidi is currently producing at 21,000 bopd from 19 strings. Similarly, rehabilitation works started in the Jones Creek field in July 2014 and it is expected to complete in August 2015. Jones Creek is estimated to produce 30,000 bopd when reopened and fully ramped up in 2015. Egwa is planned for rehabilitation from late 2015 towards a mid-2016 reopening at 20,000 bopd. Beyond the re-opening of existing wells, additional drilling activities and workovers are planned in the 2016-2018 period to further increase production to an estimated peak of 135,000 bopd in late 2018.

Beyond primary development, there are further development opportunities in water injection and enhanced oil recovery to further increase production and reserves. In addition, there are 33 exploration opportunities in the fields that were previously identified by Shell. In May 2015, Neconde became the operator of the asset, for an initial period of ten years, following the approval of the Federal Government of Nigeria.

Besides oil, OML-42 contains up to 6 TCF of gas resources that is planned to be developed in the next 4-5 years towards delivering up to 500 mmscfd to the local gas market. The gas development will also monetise a significant amount of condensate resources. Currently the Neconde/NPDC joint venture is currently rehabilitating the Odidi gas central processing facility to bring the first tranche of 40 mmscfd associated gas to the local market by end of 2015.

Igbo companies are topping in oil and Gas exploration and production in Nigeria while afonjas are making silly noise on media

Nigeria’s indigenous oil operators plan to increase production by 60 percent in 2018

Indigenous companies in Nigeria have concluded plans to increase oil production by 60 per cent at end 2018. This is expected to increase their collective output from the current 313, 602 barrels per day (bpd) to 500,000 bpd in 2018.
This will also enable them to increase their contribution to the nation’s daily output from 10 per cent to 20 per cent, leaving 80 per cent to the International Oil Companies, IOCs, that currently produce 90 per cent of Nigeria’s total output. Current output breakdown showed that Aiteo, Eroton, NPDC, Oriental, Seplat produce 77,000 barrels per day, bpd 54,000 bpd, 42,654 bpd, 24, 000bpd, and 21,881bpd respectively. Newcross, Midwestern, Belemaoil, Amni, Conoil, Niger Delta, Walter Smith and Erin Energy produce 20,000 bpd, 13,000 bpd, 12,000 bpd, 11, 000 bpd, 9, 130 bpd, 7,000 bpd, 5, 837 bpd and 5,000 bpd. Others – Energia, Moni Pulo, Prime Energy, Platform and Pillar Oil – also produce 4,500 bpd, 3, 200 bpd, I, 200 bpd, 1, 100 bpd and 1, 100 bpd respectively. Investigations showed that the companies have intensified efforts in developing their assets to produce more in future. The Managing Director of Energia Limited, Mr. Felix Amieyeofori indicated in an exclusive interview that Energia started as a consortium of leading Nigerian service and technology providers who came together with little cash but with great personnel, equipment and services to work, thus culminating to the production of first oil. “Energia currently has the capacity to produce 7, 000 bpd but is looking forward to producing 15, 000 bpd in near future, hopefully as we resume full production and injection through Forcados terminal. Generally, we would want to participate in bidding for new oil blocks once the bid is out. We would want to grow,”~ he stated. The Managing Director of the Niger Delta Petroleum Company Plc, Dr. Layi Fatona, disclosed that the company is currently producing 7, 000 bpd. He said that the company has done more, considering that it produces nearly 45mm Scf/d gas from the Ogbele Field, and about 10,000 bpd and 260 mm Scf/d of gas from the OML-34 JV. Fatona indicated that in the short term, the company plans to remain relevant in a nimble way, within the Nigerian exploration and production patch. He disclosed that as for the medium term, the company will like to become an attractive investment vehicle, which is able to grow with steady injection of new capital periodically for each of outlined phases of growth. Fatona said that the company would seek to develop existing portfolio of assets. He said that as for the long term, the company will in a sustainable way; evolve as a Pan African Integrated Energy Development company. Aiteo disclosed that is aggressively pursuing exploration and production. Africa is the next growth frontier and is central to our vision and ambitions for the future. The company indicated that it sees opportunities where others do not look, and employ expertise and innovation to turn opportunity into rewarding reality. It stated that the deep water basins off the shores of West Africa represent an important source of new oil at a time when many conventional sources are becoming more challenging to develop. The company noted that it may not be easy to realize the full potential of West Africa’s offshore fields, from the Niger Delta to the Benin Basin to the west, but the rewards for doing so are significant. According to Aiteo, deep water exploration is expected to take Nigeria’s proven oil reserves above 40 billion barrels by the middle of the decade, while retrieval of the valuable commodity could bring this figure back down to less than 28 billion barrels by 2021. “We aim to work tirelessly across the upstream market, in both exploration and retrieval, so that our future discoveries add to the known oil reserves of the African continent as a whole and support the oil industry for the long term, while our work to tap into already-known reservoirs of oil increases output in the short term, bolstering Nigeria and other African countries’ positions as world leaders in oil production.~ “Nigeria is Africa’s largest oil producer and, in global terms, ranks 11th, with an output of around 2.45 million barrels per day. However, an increase in output of 500,000 barrels per day could take it to 7th worldwide, ahead of Mexico and the United Arab Emirates; output growth of 1 million barrels per day would put it close to Canada with nearly 3.5 million barrels of daily oil production,” the company explained. But many problems may hinder, as Energia boss indicated that insecurity and militancy are major problems that constrain operations. He said that others include unstable oil price occasioned by shale oil and oil supply glut, inadequate funding, illiquidity, foreign exchange dilemma and delay in the passage of the nation’s Petroleum Industry Bill, PIB. The Managing Director of Seplat Petroleum Development Company, Mr. Austin Avuru, had predicted that the indigenous companies will also produce about 1.5billion Cubic Feet of gas daily in 2018.

On March 1, 2017, Badoo members attacked a family on Mosafejo Street, Agbowa, Ikorodu, killing three siblings between ages four and nine and their mother.

On April 11, 2017, a family of three was wiped out in Ibeshe Tuntun by the gang.

On May 4, the suspected ritual killers wreaked havoc on a family of six in Adamo, Imota, in the Ikorodu area of Lagos State, killing a couple – Taofiq Agbaje and Simiat Agbaje – and two of their four children, Rodiat and Toyeebat.

On May 30, the gang attacked a family on Olaiya Close, Erunwen, Ikorodu. Again, a couple – Israel Olusanya, Rukayat Olusanya – and their children, Wale Olusanya and six-year-old Semilore Olusanya, were killed. The only survivor was a 15-year-old Senior Secondary School III pupil, Tolu Olusanya.

On June 10, 2017, the hoodlums broke the head of a pastor, Wale Solomon, in Lasunwon town. They killed a couple in Ogijo on June 23, 2017.

In the latest murder by the gang, which occurred on June 28, a family of five – Ike David, 50; Magret David, 28; Ike David (Jnr) 5; Matthew David, 4; and two-year-old Friday David – were all killed in their rented apartment at Olopomeji, Odogunyan.

The residents said the police and the state government were clueless on how to stop the attacks.

However, the spokesperson for the Lagos State Police Command, Olarinde Famous-Cole, said the command had activated operational strategies, adding that some areas suspected to be hideouts of Badoo cult had been identified.

He said, “There are a series of operations going on to ascertain various areas that are prone to attacks in the Ikorodu area. Hideouts and criminal black spots have been identified and moves to hit these criminals are being conducted as we speak.

“Based on the reliable intelligence we got from community leaders, the Oodua People’s Congress and Onyabo, we will tackle these criminals and put a complete stop to their activities.

“Continuous meetings with the relevant stakeholders in the area and in the state generally are being encouraged for credible information. The command urges members of the public to come forward to help in intelligence gathering that can aid security agencies.”

He promised to get back on the number of deaths.

The spokesperson for the Zone 2 Police Command, Onikan, which supervises Ogun and Lagos police commands, SP Dolapo Badmus, said the zone had come up with “operational strategies” to tackle the crime.

“The AIG has directed the (Lagos) command to engage all the stakeholders with a view to putting an end to the killings,” she added.

Asked why the killing persisted despite the Lagos State investment in security, the Commissioner for Information and Strategy, Mr. Steve Ayorinde, said, “There is no persistence of atrocities in Lagos. We should not take isolated cases to conclude hastily.

“General safety has improved since the investment in security by this government. Considering its huge headcount and daily influx of people and situating this with the successes being recorded, this is still the most secured state in Nigeria.

“The government will continue to invest in security and work with the police to reduce crime and bring criminals to justice.”

Meanwhile, the President of the Association of Industrial Security and Safety Operators of Nigeria, Dr Ona Ekhomu, advised the police to use undercover operatives to gain insights into the activities of the gang.

He urged that active vigilance groups should also be formed in Ikorodu.

Ekhomu equally advised that a hotline should be made available for people who might want to give information about the gang, adding that a bounty could also be placed on the perpetrators.

Ekhomu said, “There will be a lot of evidence and clues left at the crime scenes by the assailants, which the police can pick up to arrest and prosecute the perpetrators. The real reason people don’t engage in criminality is because they are deterred by the law. But unfortunately, we have incapable guidance in Nigeria; strategies are supposed to be put in place to prevent the attacks.”

A former Director of Department of State Services, Mr. Micheal Ejiofor, said there was the need for the residents to be conscious of their surroundings and report suspicious movements to security agencies.

“I agree that the police are to blame partly; however, the community also has a role to play. Residents should organise a neighbourhood watch, liaise with the police and mount barricades so that when they see suspicious movements at night, they will raise the alarm.” he added.
