The form can be submitted by proxy. I don't know about this LG chairman signature but if you referring to LG attestation:it means your local government of origin certificate which I believe you should have since your undergraduate admission.(applicable to postgraduate scholarships)

You download the form, fill it offline, attach copy of your transcript, BSc certificate, admission letter into Msc, o'level result, recent MSc Identity card and duly signed application form by your HOD. This is applicable to masters scholarship, I don't know about other levels.

So the scholarship board will collate names of applicants from same school and level(Postgraduate, undergraduate etc) together regardless of your course of student and send to the admissions officer to confirm each applicant studentship.

I was a beneficiary of last year own. I received 250k for masters scholarship. I just finished
may 2019 from University of Ibadan. So it's real not scam.

The actual amount for international Transcript application is 50k, 1k for alumni, a total of 51k. For the courier, I would advise you send the transcript yourself coz they might collect the extra 16k and use post office to send it.
Regarding processing time, depends on your contact link at exams and records. Be advised.

Hello house, pls I need help from any OOU alumni that has gotten their transcript sent to WES. How much it cost to get the transcript and how long it took for the whole process. I learnt money for transcript is different from the money for courier. Was told to pay 51k for foreign transcript and extra 16k for courier. Want to confirm if this is also what you paid or there is a better way to it. Thanks

It may interests you to know that many of diseases found in Nigeria are caused by parasites - malaria, river blindness, elephantiasis, round worm, lice, ticks, sleeping sickness etc. Medical and veterninary doctors only learn how to treat diseases, parasitologist are needed to help prevent and control these diseases. Unfortunately, we are not training enough parasitologist, that is why Nigeria remains the most endemic country in Africa for preventable parasitic diseases. I will encourage the OP sister to take career in research by getting a PhD and she will never regret it. I am technical advisor to WHO on neglected tropical diseases, and I will be happy to mentor the OP sister into as exciting career in parasitology if she is interested.
