westerners do not understand the concept of symbiotic, balanced relationships between two semi-equal powers
their viewpoint about relationships between states portend that balanced relationships are transient and that the natural state of such relationships is that one power eventually becomes subordinate to the other

you see this during the height of europe having multiple powers
there was never a sincere attempt to establish equilibrium
when they know they cannot take on a rival power, they establish a detente with the rival, then set on a complex plan to weaken the rival in some way
their tool of choice is stretching the rival in their periphery; boosting domestic agents of destabilization; backing whomever is against their rival in an ongoing conflict; cut off the rival from economic sustenance in some capacity or degrade its ability to sustain itself economically
they do this until they're finally able to cripple their rival to make them subservient or unequal in some way

thus, the western world can never have competing power bases as its natural, accept base state
when there is such a competition, it slowly devolves into a winner-takes-all confrontation that culminates in something like ww1, ww2

this is ultimately why they've never accepted russia as a co-equal partner
it has as much to do with russophobia
as it does with a pathological need to be the only captain in a ship
the only cook in a kitchen
