The U.S. government will issue licenses to companies seeking to sell goods to China's Huawei where there is no threat to national security, Commerce Secretary Wilbur Ross said on Tuesday, leaving industry observers unsure about which products will pass muster.

Seeking to revive trade talks with China, President Donald Trump announced last month that American companies would be allowed to sell products to Huawei Technologies, the world's largest telecommunications equipment maker.

Trump's comments came after the United States placed Huawei on the Commerce Department's so-called Entity List in May over national security concerns. U.S. parts and components generally cannot be sold to those on the list without special licenses.

While American chipmakers welcomed Trump's announcement, many industry and government officials were confused about the new policy.

Speaking at a conference in Washington, Ross affirmed that Huawei would remain on the Entity List, meaning winning licenses would require overcoming a presumption of denial, and said the scope of items requiring licenses would not change. However, he opened the door to some approvals.

"To implement the president's G20 summit directive two weeks ago, Commerce will issue licenses where there is no threat to U.S. national security," Ross said, referring to Trump's announcement at the meeting of world leaders in Japan.

"Within those confines, we will try to make sure that we don't just transfer revenue from the U.S. to foreign firms," he said.

After Huawei was added to the Entity List, the semiconductor industry lobbied the U.S. government for carve-outs to sell nonsensitive items that Huawei could easily buy abroad, arguing that a blanket ban would harm American companies.

However, industry observers said Ross' comments lacked the clarity and relief many hoped for after Trump's announcement.

"The actual policy, of what is not going to endanger U.S. security, is not clear," Washington trade lawyer Doug Jacobson said. "The only way that industry can determine the line is by submitting (license) applications and knowing what types will be approved and which types will be denied."

The CEO of Huawei has revealed the first details of the firm’s Android alternative, claiming it will run faster than Google‘s mobile operating system.

Ren Zhengfei said his firm’s HongMeng OS would be up to 60 per cent faster than Android and would connect across multiple smart devices – ranging from cars to phones.
Speaking to French publication Le Point, Mr Zhengfei revealed the new operating system has a processing delay of just 5 milliseconds, meaning it is also faster than Apple’s MacOS.

But the impressive speed does not make up for the severe lack of apps, with the Huawei CEO admitting that the HongMeng OS currently lacks an equivalent to the Google Play store.

This would mean users would potentially not have apps that have become integral to the Android experience, such as Google Maps, Chrome and Gmail.

Huawei’s development of its own operating system comes after tensions between the US and China led to the world’s second biggest smartphone maker being placed on the “entity list”, banning it from doing business with US firms like Google.

Instagram is introducing two new features to help curb cyber bullying.

The company admitted it can “do more to prevent bullying from happening”, so its new tools will help users respond to bullying on Instagram. The first feature uses AI to flag comments considered offensive. Interestingly, the commenters themselves will be asked, “Are you sure you want to post this?” – and they’ll be shown an option button to “undo” their comment.

“From early tests of this feature, we have found that it encourages some people to undo their comment and share something less hurtful once they have had a chance to reflect,” explained Instagram in a blog post. “This intervention gives people a chance to reflect and undo their comment and prevents the recipient from receiving the harmful comment notification.”



The second feature – which Instagram will start testing soon, whereas the other one is now rolling out – is the ability to “restrict” users. Once you restrict someone, comments on your posts from that person will only be visible to them. Restricted people also won’t be able to see when you’re active on Instagram or when you’ve read their direct messages, Instagram said.

According to Instagram, it heard from young people they’re reluctant to block, unfollow, or report their bully for fear of escalating the situation, especially if they see or hear from their bully in real life. So, it created this feature, which provides users with more control over their Instagram experience, but “without notifying someone who may be targeting them”.

South African President, Cyril Ramaphosa, backed Chinese technology giant, Huawei, on Friday at the first South African Digital Economy Summit in Johannesburg, where he outlined his government’s strategy to unlock economic opportunities in the digital era.

Ramaphosa During his speech, the President turned his attention to multilateral relations, which he said should also reflect an enabling posture for the global digital economy.

Ramaphosa said the US action against Huawei was an example of protectionism which would affect South Africa’s telecommunications sector. “This standoff between China and the US where the technology company Huawei is being used as victim because of its successes is an example of protectionism that will affect our own telecommunications sector, particularly the efforts to roll out the 5G network, causing a setback on other networks as well.” He said.



He said a number of telecommunication companies had written to him to express their concerns about trade restrictions that had been imposed on Huawei by the US government. “Telecom companies got together and wrote me a letter saying that this tussle between the US and China around the company called Huawei is going to hurt us because we can’t go to 5G and only Huawei can lead us to 5G,” he said.



With the trade discussions between the US and China set to resume, Ramaphosa said the Chinese telecom giant was a victim. “We support a company that is going to take our country and indeed the world to better technologies, and that is 5G. We cannot afford to have our economy to be held back because of this fight.

We are pleased that at the G20 Summit, China and US were able to meet and they said they will relax some of the constraints being imposed on Huawei, so that it can continue to deal with other various companies.”

While Apple’s iOS might have its closed ecosystem to boast about, Android is the most popular mobile operating system across the globe. It holds a massive over 80 percent market share, although highly fragmented, and Google currently reaps the perks of its widespread success. But, did you know that Samsung once had the chance to invest in Android? Yeah, no kidding.


Storytime. Let’s dial it back to 2004. It’s been a year since now Essential founder Andy Rubin had started work on Android, along with a petite team of engineers. The project started off with the goal to build an operating system for digital cameras but was later pivoted to be suitable for mobile phones.

Towards the end of 2004, Rubin’s startup did not have much funding left in the bank to continue operations, so he went out in search of investors for Android. And well, he first decided to approach Korean giant Samsung and not Google. Did you already know that? Drop a “Yay” in the comments section if you did.

Android’s entire 8-person team at the time flew to South Korea to meet the officials at Samsung and pitch the new mobile OS they had been developing in secrecy. However, thanks to Fred Vogelstein’s book – “Dogfight: How Apple and Google Went to War and Started a Revolution” we learned that Samsung board officials laughed Rubin and his enthusiastic team out (they might be the ones who came up with Tizen. Just kidding.)

Rubin, in the book, reveals that some 20-odd Samsung official told them at the meeting that, “You and what army are going to go and create this? You have six people. Are you high?”


Samsung did not see any potential in Android and chose not to invest in Rubin’s mobile operating system, which was luckily picked up by Google just a couple weeks after. The popular search giant was looking for some way to enter the competitive mobile market. Thus, they acquired Android Inc in a whopping $50 million deal, with Rubin, Miner, and White joining the team to complete work on the project.

Android was earlier being designed to go up against the likes of BlackBerry and Nokia, however, Apple iPhone brought touchscreens into the picture in 2007. Thus, Android is known to then have been upgraded to support touchscreens and ‘HTC Dream‘ (which is known to some as T-Mobile GM1) was the very first Android phone, running Android 1.0 out-of-the-box.

So, that’s the bittersweet story of how Samsung passed up on the opportunity to have owned Android instead of Google. The Korean giant can now be considered one of the biggest OEMs that build and sell Android phones in the market. It’s now gearing up to launch the Galaxy Note 10 lineup on August 7th, which you can read about right here.

A ban on cellphones in classrooms was announced in the Australian state of Victoria on Wednesday.

The ban, which will apply to primary and secondary students, is designed to crack down on cyber-bulling and classroom distractions, the Victorian government said in a statement.

While some schools in Australia have already banned cell-phone use, this marks the first statewide ban in the country. It will begin from the first school term of 2020.


"Students will be required to switch off their phones and store them securely in lockers from the start of the school day until the final bell. When emergencies occur, parents or guardians can reach their child by calling the school," the statement said.

Victoria Education Minister James Merlino said he didn't expect the move to be "universally popular" but said it was the "right thing to do" on his official social media.

The move isn't without precedent. Australia's largest state, New South Wales, banned mobile phones in primary schools in 2018, and France has banned all smart phones and smart devices from schools.

Australian Education Minister Dan Tehan said in a statement that he supported the Victoria ban.

"When I talk to parents and teachers the overwhelming majority want action on banning mobile phones in the classroom," Tehan said in a statement.

In a 2019 survey of about 2,000 Australian adults, by Monash University professor Neil Selywn, almost 80% supported a restriction on cell-phone use in schools, while one-third supported an outright ban.

Ann Marie, a secondary school principal at a college in Victoria, told ABC Radio Melbourne that pupils at her school had agreed to restrict their mobile phone use during the day, explaining that they hoped to reduce "bullying, distraction and one-upmanship."

But there have been some concerns. The Australian Education Union Victoria said in a statement that while it supports the ban: "We can't lose sight of the benefits that technology, including mobile phones, can bring to high quality teaching and learning."

Some pupils with special needs will be exempt from the ban, including those who require telephones to monitor health conditions or those who have received permission from a teacher.

Samsung is being sued by Australia’s consumer watchdog for allegedly making misleading claims about the water-resistant properties of its phones.

The Australian Competition and Consumer Commission (ACCC) alleges Samsung’s adverts made “false” claims about using its phones while swimming and surfing.

The ACCC said it had reviewed more than 300 Samsung adverts before launching its legal action.


Samsung told Reuters it would defend the case and stood by its adverts.



In its statement, the ACCC said Samsung adverts depicted phones being exposed to seawater and swimming pools and claimed that this would not affect the device during its working life.

Although Samsung adverts say its phones have an IP68 water resistance, said the ACCC, this rating does not cover salt water or that found in swimming pools.



Samsung’s own website advises people against using the Galaxy S10 in a swimming pool or on the beach, said the consumer watchdog.

Samsung had not done enough testing to make its advertised claims about the longevity of its products, alleges the ACCC.

“Samsung showed the Galaxy phones used in situations they shouldn’t be, to attract customers,” said the ACCC.

If Samsung is found guilty of misleading consumers it could face a huge fine.
