A-one day training programme organised by the Rivers State Universal Basic Education Board to deepen the administrative knowledge and understanding of facilitators on Public Service Rules had come and gone with a call on the facilitators to see the training as an opportunity to be abreast with the civil service rules. Speaking while delivering his keynote speech at the training held at the board headquarters in Port Harcourt yesterday the Executive chairman of the board Ven. Fyneface Ndubuisi Akah said the aim of the training was to abreast facilitators of the current best practice in educational administration with a view to forming right attitude and to develop favourable behaviour as well as expected acquaintance with the right work ethics among civil servants. He expressed dismay that in the last four years most of the people holding responsible positions in the system lacked the requisite knowledge skill to deliver pointing out that the anomaly was discovered among the principals, teachers, heads of departments and supervising directors among others but stated that the board would not fold its arms and allow these wrongly positioned people who are hellbent on undermining government's effort to continue in the act. He stated that the expectation of the basic education service was nothing but positive learning behaviour that must be read by the outside assessors which he said would enable the child to live in his society describing the task before the lead officers as enormous. Akah however maintained that as coworkers with God in the task of creating and recreating humans, which is what we do in the context of schooling of children who are sent to us he therefore called on the facilitators to up their game noting that human society can only be better if education is taken seriously and described the facilitators as a very important instrument in achieving the goal of education. The board chairman pointed out that many managers have failed as a result of lack of latent strength and ability of self discerning of themselves in understanding the expectation of work content and charged the facilitators to apply themselves properly to achieve result. He used the medium to warn heads of schools and all those in the system to desist from any form of manipulation of records and extortion of money from parents, especially those hiding under PTA without any approval from the board as anyone caught will be made to face not just the wrath of the law but cough out any amount collected. Earlier in his address of welcome, chairman of the committee on Public Service Rules Mr. Owukio Ibama expressed optimism that the training would enable those on managerial positions to know the appropriate measures to apply when confronted with administrative issues relating to staff misdemeanor and development. Ibama who is the director in charge quality assurance at the board headquarters commended the Akah led board for working assiduously to develop staff to be abreast with their responsibilities in their various offices. In his closing remarks on behalf of the Executive chairman, the commissioner in charge of administration at the board headquarters Chief Faith Amaso lauded the facilitators for turning out in their numbers for the training and advised them to cascade what they have learnt to the end users. Papers were presented during the training by some resource persons and they were the Director Admin and Supplies Elder Dimiary Franklyn whose spoke on Appointments and Promotions, the Director Quality Assurance Mr. Owukio Ibama, presented a paper on Examination in Law, while the Supervising Director of PHALGA Engr. Eustace Belgam and the Director Legal and Public Relations Services Barrister Karibi George presented papers on Leave Matters and Discipline respectively. .

The Director of the Early Child Care Development Education (ECCDE) Mrs Blessing Ogunda Obiri Ordu said they are concerned for the care,support and education of children with 0-5 years, to cater for this age bracket, prior to their formal education. This is because age 0-5 years is seen to be a period of an immense opportunity for growth and development of the child, and as the most delightful but risky period in the development of the child because whatever the child learns at this age makes or mars the child tomorrow. Our objective for the program is to acquaint our newly appointed Unit Heads on ECCDE implementation policy for us to have well groomed credible unit Heads in our ECCDE centers,Mrs Blessing stated. Let me humbly thank the Executive Chairman Ven (Dr) Fyneface Ndubisi Akah (JP) for his passion and support toward this program. Mrs Blessing Ordu stated that on her resumption of office in October 2008, she inherited about 477 ECCDE center out of 992 primary schools and about 21,884 pupils. Today our ECCDE centers is pursuing the number of primary school in Rivers State with over 38,000 learners due to the effort of our executive chairman and his team. The Executive Chairman of the Rivers State Universal Basic Education Board Ven (Dr) Fyneface Ndubisi Akah (JP) applauded the massive turnout of the ECCDE teachers for them to be part of the one day workshop. Ven Akah charge the ECCDE teachers to be of good example and take good care of the children under them. He further advise the teachers to sensitize the community leadership,women bodies and various organization in the community and let them know that the public government owned schools there is a sector that can take good care of the children in their early stages. The Zonal Secertary of Universal Basic Education Board who spoke through the state coordinator of Universal Basic Education Board Mr Isaac Ichenwo urge the various teachers to sow a good seed for the future of the children and the generation to come. National Awards: Governor Wike establishes endowment fund for victorious pupils. Speaking during a Special Reception for Pupils of Universal Basic Education schools who represented the state at National Competitions and won awards at the Government House Port Harcourt on Thursday, the Rivers State Governor directed the opening of special accounts dedicated to funding the university education of the nine victorious pupils. The children won awards during the National Literacy Competition, National Quiz Competition on Water and Hygiene, National Mathematics Competition, Science, Creative Writing and Computer Science . "We will set aside funds for them to pay their University Education. For the nine children that have done this State proud, we will set aside N10million for each of them. "SUBEB should liaise with the parents for Special accounts to be opened for each of the victorious Pupils. This is on the condition that nobody would touch the money till they gain admission into the University ", he said. Governor Wike said that the pupils have made Rivers State proud, pointing out that they have a bright future ahead of them. The Governor charged the children to remain focused in their commitment to seeking educational excellence. The Governor said he received the children in Government House because he wants to give them hope and support to aspire to greater heights.

Fyneface Ndubuisi Akah yesterday visited some schools in the state capital to find out the conditions of the hostels and what should be done to enable the programme kick off in earnest in January 2020. The schools visited yesterday were, Model Girls Rumueme and that of Rumuokwuta Girls all in Obio/Akpor local government area. During the visit the chairman interacted with the school heads and thereafter asked them to work out the modalities without delay. The UBE boss also visited Model Junior Girls Secondary School GRA phase one where a teacher was said to have absconded from duty for a very long time but was still receiving salary every month. The teacher who allegedly claimed to be sick according to the principal was seen very healthy as the chairman visited the school yesterday. And the question in the mouth of many yesterday was, why was he in school that yesterday that the chairman visited? Is it that his informants alerted him? However, when he was confronted by the chairman, the teacher, with a tooth pick in his mouth told the chairman it was his wife that is sick and not him. At this juncture his statement ran contrary with the report earlier given by the principal. He has since been asked to report to the board headquarters with immediate effect. However, the same scenario played out yesterday at government primary school Olanada when the chairman visited the school. At Olanada, the retired head teacher who is still at large had refused to hand over to the new one, instead it was the assistant (female) that was seen running the school. With a long cane in her hand chasing who, God knows, before the chairman surprisingly entered, coupled with her inability to give the chairman a convincing answer on why the new person has not taken over angered the chairman who immediately ordered for her transfer. At this juncture, one may be tempted to jump into conclusions that she may be surreptitiously planning to be in control which is why she was doing everything humanly possible to stop the new person, but she denied all that. Instead, according to her, the former head teacher is sick and has not returned to school to formerly hand over. His office is still locked, i have not even entered there as to say i want to take over, she said. The lady may be heading for transfer if care is not taken. It would interest you to know that the Executive Chairman also inspected some ongoing projects at model junior secondary school GRA phase one and Olanada primary school that same yesterday. Those who accompanied the chairman on the tour were the board commissioners, directors.
