HND in UK is a 2yrs standalone programme which you can commence without having ND, and it's equivalent to year 2 of a 3yrs degree programme, not the 4yr you mentioned.
Whatever the case, no country is running or has run a HND prog for 5yrs, there was nothing like HND when diploma was introduced to our educational system, it was abuse that lead to the introduction of HND
