How many things have been budgeted, approved and disbursed for in this country since 1960 that have become white elephant projects or that have had their funds mismanaged in the past? Most projects budgeted mmay not be executed because there may be no money to fund the budget. There is different thing to budget fot something there is another thing to not get money to fund it.

So there has never been money available since 1960? This is the sort of stance and buck passing that has ensured that our leaders have always gotten away with under performance in the past!
