                 Jay z(lyrically good,the best world play)
                 Snoop dogg(Flow on point,delivery great,word play great)
                 Nas.(A poet, thats his strongest point)

it depends how u rate, is it delivery?is it flow?is it lyrics?is it word play?
If you want to do overall, some rappers ve delivery,flow and word play but they are not lyrical like dat, typical example is SNOOP.
When it comes to the way snoop flow,delivers and use simple words to play, there's none to match him(even biggie agree to dat during his days),
But lyrically on d mic, it will be Em for me, He drive evrybody crazy when he came out, few rappers did dat with their first album, just eminem,biggie and snoop got everybody like wow with their debut.

Ps:the above is if am not considering rappers who didnt make it sales wise, b'cos i'll take Rakim''the god of rap'' anyday over em or anybody,
