being freaky doesnt mean that you have to have s e x in public but simply that you would care for that person the right way.
wouldnt feel natural to me if my gal was all over me indoors and as soon as there is people around, she would "stay clear of me". as long as there aint nudity involved then i dont see why she should stop herself outdoors.

i guess its all down to who you are and where you are. PDA will get you in jail in some societies while in others it will make you look like you are "lacking".

also some people dont feel comfortable kissing with the lights on (or only kiss when they are about to have s e x )  therefore i understand why these "extremely shy people" wouldnt kiss in public.
