BluePearls: I had a similar problem with my Z10 stl100-1.
There is really no specific solution to that problem, but you can try the any of the following and hope for luck.

1. Try a normal restart or hard reset and see if it'll work
2. Pull out your SD card and try to start the camera again.
3. Go to the pictures folder and try to start the camera from there.
4. Do a security wipe.
5. As a last resort, reload your OS. To do that, downgrade to a lower OS first, then upgrade to 10.2.1, do a wipe and do OTA update to the latest OS(this worked for me). If none of the above works, I guess you have to return it and get another, that's if your phone is still under warranty. Please let us know how if it works for you. Good luck.
