Most times I wonder who steals more, between Directors and Permanent Secretaries of ministries and our elected politicians. Once while working on a job at a budget office of a particular state, the rate at which commissioners and directors picked up vouchers of money allocated or their ministries but never used, at year end, was alarming..

I don't know how, but I just know that in two years, the permanent secretary budget office, built three estates in two years
