It states " if u finish ur application procedure before 1st of July, u will get your visa decision before your academic year begins"
I was expecting to pay 250k+ for application fee, I'm still gathering the fund for application

It naturally belongs to the government. You have no right to the gold within the land. In fact, in due time it would be redeemed from you. Meanwhile you can sell to whoever you want but mining of the gold therein is illegal until you get license to do same.
