my ecobank atm is interswitch enabled,but when i use it ,it keeps saying issuer inoperative,i tried d online quickteller method and it says my bank has restricted d card from performing online transactions,please how did ur friend do his own.?

now at d deputy bursar's office.and the bursary still insist i can pay it with the reg number,aren't they superior to the ict officers.the bulletin contained school fees and the Epayment process. its official,

well i went to the bursary office,they said i should pay my fees using the new epay and they gave me the bulletin,i complained about d matric number,they said use ur jamb reg number,i went to d cafe and 4sure it didnt work,went back to the office,they said go to ict center,on reaching there the officers tell me ''its not yet time to pay wait 4 some time''.me thinks dis people are confused.
