Politics › Bokoharam: Fulfil Promises To Borno Others, US Tells Jonathan by georjay(op): 11:16am On Dec 19, 2013
DECEMBER 19, 2013 BY KAMARUDEEN OGUNDELE

President Goodluck Jonathan

THE United States has urged President Goodluck Jonathan to fulfil his promises to implement developmental projects in the troubled states of Borno, Yobe and Adamawa in order to curb Boko Haram insurgency in the region.

The three states have been under the emergency rule since May.

US Permanent Representatives to the United Nations, Samantha Power, who said this in her opening remarks at a meeting with some civil society organisations in Abuja on Wednesday, also expressed worry about what she called uncoordinated security crackdown on Boko Haram members.

This, she noted, had resulted in loss of lives of many innocent people.

She said, “The United States is concerned by some of the stories we hear of inhumane detention practices in Nigeria, and I have discussed this with officials here. Security crackdowns that do not discriminate between legitimate targets and innocent civilians are both counterproductive and wrong.

“We know how hard it is to fight insurgency and terrorism, but we have also seen how much more effective we are when we put the welfare of the local population at the heart of our efforts.”

The envoy, who regretted that the US and Nigeria had been targets of terrorists, said the Nigerian government must implement policies that would help lay a foundation for longer term progress.

“I was pleased to hear President Jonathan’s announcement earlier this month of his development plan for the North-East. Efforts to fight poverty, create jobs, and respect the dignity and rights of all people would help lay a foundation for longer term progress. My government will be urging President Jonathan to fulfil his commitment to implement his plan as soon as possible,” she said.

Power said the meeting was called to have a candid conversation with civil society organisations to know the challenges confronting them in promoting free, fair, and transparent elections, fighting corruption, advancing responsible, effective, and rights-respecting approaches to insecurity.

She observed that the US and Nigeria shared much in common because they “both have vibrant civil societies, whose promotion of civic engagement was key to advancing important reforms and making government accountable to its citizens.

Power said, “In Nigeria, civil society organisations like yours have tirelessly advocated for increasing the credibility of elections and citizens’ participation in the electoral process, which is so vital for any democracy. You all have also worked to highlight the impact of poor governance and public corruption on the average Nigerian citizen who wants to contribute meaningfully to society.

“Tragically, we have both been targeted by terrorists. The brutality of the attacks against your people is shocking. In responding to these attacks, it is essential that we do so consistent with the most fundamental of international human rights norms.”

She said efforts of the civil society could help Nigeria to empower women, create new opportunities for young people, expose and curb corruption, strengthen democratic institutions, and ensure that the electoral process became free and fair.

Expressing the US concern over the irregularities in last month’s governorship election in Anambra State, Power said her country would follow closely the next governorship elections in Ekiti and Osun states.

“The 2015 election will draw global attention and can – if you push hard enough – prove a model for all of Africa, if they are free, fair, and transparent,” she added.
Politics › Gunmen Kill Lecturer In Olabisi Onabanjo Univeristy by georjay(op): 11:06am On Dec 19, 2013
DECEMBER 19, 2013 BY NAN

Tragedy struck on Wednesday at the Olabisi Onabanjo University, Ago-Iwoye, Ogun, when unknown assailants killed a lecturer, just as ASUU called off its five-month old strike.

The News Agency of Nigeria reports that the victim, Dr Segun Onabanjo, was a senior lecturer at the Department of Sociology.

According to eyewitnesses, the assailants broke into his residence in Odomolasa area of Ilese-Ijebu at about 1a.m. on Wednesday, shot the lecturer and carted away some personal and household items.

NAN learnt that the corpse has since been deposited in an undisclosed mortuary.

When contacted on telephone, the Police Public Relations Officer of Ogun Police Command, DSP Muyiwa Adejobi, confirmed the killing of the lecturer.

Adejobi said the command was on the trail of the killers who escaped through a nearby bush.

“We are already working on some leads; the police engaged the criminals when they arrived at the scene and some were believed to have sustained injuries in the duel.

“We combed the area and found some blood stains which we hope will help in this case,” he said.

“The police command is seriously investigating this case and the suspects will be brought to justice.’’

Adejobi called on medical doctors in the state to alert the command in case they noticed anyone with gunshot wounds in their hospitals.

Meanwhile, lecturers have resumed work at the university in compliance with the directive of the national secretariat of Academic Staff Union of Universities.

Students’ turn-out was still low as some were seen returning to the campus as at the time of filling this report.

National President, ASUU, Nasir Issa-Fagge

The Academic Staff Union of Universities on Tuesday announced the suspension of the union strike that has crippled the nation’s public universities for close to six months.

Addressing a press conference in the Federal Universities of Technology, Minna, the Niger State capital, the National President of ASUU, Dr. Nasir Fagge, said the union had agreed to suspend the strike after a meeting of the National Executive Council which started on Monday.

Fagge also listed the components of the agreement which the union had with the Federal Government, which led to the resolution of the long-dawn crisis

Politics › From Obasanjo To Jonathan With Love by georjay(op): 10:46am On Dec 17, 2013
DECEMBER 17, 2013 BY NIYI AKINNASO

From Obasanjo to Jonathan with ‘love’

A literal reading of the 18-page letter from former President Olusegun Obasanjo to President Goodluck Jonathan would lead to the conclusion that it is no more than a summation of complaints by the public, especially the print media, against the Jonathan administration. However, a deeper, semiotic, reading reveals many layers of interpretation in which denotative and connotative meanings are blended into what looks like a letter-bomb. Some call it “satanic”. Others call it “messianic”. Yet, others, especially from the recipient’s quarters, see the letter as “self-serving, hypocritical, malicious, indecent, and very disrespectful”. It is probably all of this. But, it is much more. And that is why the letter is important.

True, there is some degree of reflexivity in Obasanjo’s letter: He surely committed some of the offences of which he is now accusing Jonathan, many with ironic twists. For example, like Governor Chibuike Amaechi today, former Vice-President Atiku Abubakar was forced out of the Peoples Democratic Party for aspiring to a position, which clashed with Obasanjo’s interest. Moreover, just as Jonathan allegedly promised to spend only one term in office, Obasanjo was equally alleged to have promised in 1999 to spend only one term. He not only spent two but even attempted a third term.

Obasanjo rightly advised Jonathan that “Analyses, criticisms and commentaries on government actions and policies are sinew of democracy.” That is true, but did he live by that precept as President? Ask Chief Audu Ogbeh, then leader of the Peoples Democratic Party, who was hounded out of the party for pointing out some of its internal problems. It is for these reasons that some have suggested that another former leader could have written a similar letter to Obasanjo. What is often forgotten, however, is that no other leader has the dual (political godfather-son and benefactor-beneficiary) relationship that Obasanjo has with Jonathan.

Another level of reflexivity lies in what Obasanjo reveals about himself, including his role as a political godfather since 1979! Just as he worked hard for Jonathan to succeed Yar’Adua in 2011, Obasanjo confessed, “I (also) worked for both President Shagari and President Yar’Adua to succeed me”. Is the Afenifere listening? This could only heighten the reading of political manipulation into his letter to Jonathan.

However, the significance of Obasanjo’s letter does not lie in shooting the messenger. What is important, at least for administrative purposes, is to investigate the serious allegations raised in it like many well-meaning Nigerians have suggested. An effective administration would investigate any serious complaint, even if the source were anonymous. However, since the allegations are against the Presidency directly, they are better investigated by an independent body. True, the National Assembly is anything but independent or corruption-free, both Chambers should nevertheless raise committees, consisting of adequate representation of all political parties, to openly investigate the allegations.

Some have questioned the public circulation of the letter. First, Obasanjo himself listed 10 reasons why he had to make it an open letter, including the allegation that “none of the four or more letters that I have written to you in the past two years or so has elicited an acknowledgment or any response”. This habit of Jonathan’s has been echoed privately to me by a number of top government officials, including some state governors, who experienced it. In one case, the President requested a letter writer to produce a photocopy of the letter when the writer reminded him about it. Apparently, the letter had been misplaced. In any case, the writer produced another copy. No acknowledgment or response to date!

This leads to the second major reason Obasanjo made his letter public–frustration. If the letter was dated December 2 and possibly delivered on that date, with a warning to the recipient that it could be publicised beyond the immediate audience of four persons besides the addressee, then Jonathan should have forestalled further publicity by responding promptly. Such a delay could only breed frustration for which the publicity of the letter probably provided an outlet. The focus on Obasanjo’s mischief in the Presidency’s initial response could only deepen the frustration. It is not surprising, therefore, that Obasanjo retorted by requesting action on the issues he raised, rather than a formal reply.

But the propriety of the letter and its publicity are not as important as the allegations it raises, ranging from incompetence, abuse of office, corruption, and gross mismanagement of national resources and security to the factionalisation of the PDP and the polarisation of the country along the fault lines of ethnicity, religion, and region. Even more serious than these allegations are the alleged construction of a political watch list and the training of a secret task force. The print media has written repeatedly about these allegations, except the last two, which surprised many citizens. The online media is also awash with more allegations, including Jonathan’s drinking habit, which has allegedly prevented him from (effective) participation at a number of important international meetings, including a recent one in London where he reportedly took ill.

Jonathan’s supporters may say all they want in his defence. The sad truth is that these allegations have been central to public perception of the Jonathan administration for some time now. Incidentally, a number of them converged on Jonathan’s mismanagement of the Academic Staff Union of Universities’ strike, leading to its unnecessary prolongation. It is unclear what Jonathan understands by “promise”, “agreement”, and “Memorandum of Understanding”. Whatever it is, he has flouted them all.

This is especially true of his promise to fight corruption. He has not only flouted this promise, he is widely accused of participating in, and facilitating, the escalation of corruption. No wonder this is a major theme in Obasanjo’s letter and an earlier one written in September to President Jonathan by the Governor of the Central Bank of Nigeria, Lamido Sanusi, which highlighted the non-remittance of nearly $50bn to the CBN. The Speaker of the House of Representatives, Aminu Tambuwal, also recently cited a wide range of cases of corruption on which Jonathan has failed to act decisively. Moreover, throughout the year, crude oil sold between $30 and $40 above the budget benchmark. Where has all the money gone if the claim by the government that it is “cash-strapped” is anything to go by?

What then is the way out and forward for Jonathan? He needs to do at least three things, and quickly. First, he must address the nation by himself, one way or the other, and tell us how he wants to resolve the major national issues highlighted by Obasanjo, Sanusi, and Tambuwal. Nothing more deserves an address to the nation than these allegations by eminent members of the political class, regardless of their motives.

Second, although we are not that interested in how he wants to resolve the problems within his political party, he must nevertheless address them, because the shenanigans within the party have had debilitating effects on governance at the federal, state, and local levels.

Third, Jonathan must declare his intention regarding 2015. Since the signs are all over the place that he has bungled any chance of reelection, the most reasonable path of honour is to step aside and allow the democratic process to throw up a successor within his party. It is not his duty to select or anoint one. Nigerians closed that bridge after Obasanjo crossed it. If Jonathan wangles his way to emerge as the PDP candidate in 2015, he is likely to be soundly defeated, if the current situation persists.

Jonathan must realise that he is now at a point in his political career when a stitch in time may save nine. He also must know that, at the end of the day, he and he alone will have to live with his legacies, good and bad.

Politics › Jonathan- Nddc Cant Justify Its Huge Allocation by georjay(op): 10:38am On Dec 17, 2013
President Goodluck Jonathan on Monday said there was nothing on ground to justify the huge amount of money the Federal Government had spent on the Niger Delta Development Commission.

Jonathan said he would henceforth take a closer look into the commission’s books since the laxity of any government body would always be attributed to him as the President.

The President spoke at the inauguration of the new NDDC Board, led by Senator Bassey Ewa-Henshaw, at the Presidential Villa, Abuja.

Addressing members of the board, Jonathan said, “From three per cent to one intervention or the other, if you aggregate the total amount of money the Federal Government has spent on this agency, it is enormous and I don’t believe that we have something on ground to show very clearly.

“People are so inquisitive now, society is becoming more open and of course the freedom of press laws and so on, so everybody will want to know what is happening in the NDDC and it is your responsibility to do things differently.

“The former board, at a time, had to be dissolved because instead of the board to work with the management to make sure that people from the area benefit from the NDDC, they were busy quarrelling over money.

“The money does not belong to the board members or the staff, the money belongs to the people yet they were quarrelling.

“If the money that belongs to the people is being spent the way it should, there will be no reason why people should quarrel. There are guidelines in terms of procurement and managing of funds and if the Managing Director or Executive Director is doing things contrary to expectations, there are lines of reporting, there are lines of authority and I will expect you to follow.

“I don’t expect you to go and start quarrelling. I expect you to be committed, both the board and the management, so as to ensure that the people from the area benefit from the resources.”

Jonathan said he had no choice than to pay more attention to the commission’s activities in order to avoid a situation where he would be wrongly accused of using NDDC fund to run his election campaigns.

“You know everything done by government body, the blame, if wrongly done, is on the head of the President. If you do badly, it is Jonathan that is probably using NDDC funds for election campaigns, that is what people will say. I will really look at your activities clinically, and I will not accept any aberration from the conventional and acceptable way of managing resources of the people,” he said.

Ewa-Henshaw told the President that members of the board were aware of the criticisms of the commission’s performance over the years.

He assured him that the new board would do its best to change the commission’s image in the eyes of Nigerians.

“We will not see it as my father’s thing where you struggle over who should take head or the tail, we are not sharing, we are building, creating, we will engage the youth, the days of new voucher or coupon is over. We will accelerate sustainable development in the region. There will always be business but not business as usual,” he said.

Members of the new board include Dr. Itotenaan Ogiri, (Rivers), Executive Director (Finance and Administration); and Tuoyo Omatsuli (Delta), Executive Director (Projects).

Others are Turofade Oyarede (Bayelsa); Ephraim Etete (Rivers); Etim Inyang Jnr (Akwa Ibom); Adah Andeshi (Cross River); Tom Amioku (Delta); Samuel Okezie Nwogu (Abia); Uchegbu Kyrian (Imo); Maj.-Gen Suleiman Said (Niger, North Central); Alhaji Abdumalik Mahmud (Bauchi, North East).

Those yet to have nominees on the board are Edo, Ondo and North East.

Politics › Continued Secrecy On Jumbo Pay by georjay(op): 8:32am On Sep 26, 2013
FOR the umpteenth time, the nation was again, told that Nigeria holds the dismal record of having the highest paid legislators globally.

Had this report not emanated from The Economist of London Magazine, it would have been dismissed as a none issue since the matter has been in the public domain and Nigerians seemed helpless about the situation.

The report said that federal legislators with a basic salary of $189,500 per annum (N30.6m) were the highest paid lawmakers in the world.

Quoting data from the International Monetary Fund (IMF) and The Economist of London, the study looked at the law makers’ basic salary as a ratio of the Gross Domestic Product per person across countries of the world.

It further suggested that the lowest paid legislator in Nigeria earns N30.6 million ($189.5,000) per annum which was put at 116 times the Gross Domestic Product, GDP, per person. As a ratio to GDP per person, Kenya was second with 76 times, Ghana 30 times and Indonesia 18 times.

While the report did not add anything new to the debate on the take home of our lawmakers, it however, reactivated public consciousness about the issue.

The actual take home of the federal legislators has continued to remain in the dark, for reasons best known to the Revenue Mobilisation Allocation and Fiscal Commission, (RMAFC).

However, the RMAFC report of 2007, said the subsisting approved packages for National Assembly (NASS) members include accommodation: (Senator N4m, Rep N3.97m), vehicle loan (Senator N8m, Rep N6.948m), furniture (Senator N6m, Rep N5.956m) and severance gratuity (Senator N6m, Rep N5.956m), which are due once in four years.

Other allowances, payable annually, are car maintenance (Senator N1.52m, Rep N595,563), constituency (Senator N5m, Rep N1.687m), domestic staff (Senator N1.5m, Rep N1.488m), personal assistant (Senator N506,600; Rep N496,303), entertainment (Senator N202,640, Rep N198,521), recess (Senator N202,640; Rep N198,521), utilities (Senator N607,920; Rep N397,042), newspaper/periodicals (Senator N303,960; Rep N297,781), house maintenance (Senator N101,320; Rep N99,260) and wardrobe (Senator N405,280; Rep N397,4020).

The Senate and the House of Representatives, through their spokesmen, have alleged mischief in the report, saying it was a figment of imagination of the authors.

Civil society activists have denounced the legislators, saying they could bankrupt the economy, a sentiment that Central Bank Governor, Mallam Sanusi Lamido Sanusi, once voiced.

Against this backdrop, we call on the RMAFC to make public the actual take home of our law makers. There is need for adjustment of the wages of the legislators to reflect the pay structure in a country where the minimum wage is N18,000

The Nigerian public also has the right to know the actual earnings of those elected to represent them in the legislature.

We frown on any act of impunity whereby legislators, simply because they are in charge of the public purse, help themselves to jumbo packages without resort to constitutional checks and balances.
