The issue of lack of water in enugu is more of a geographical issue. Enugu is sitting on large coal deposits that's why it is hard to see boreholes owned by individual. The cost of digging is extremely high. I served in Enugu and could remember vividly, the community I was poted to in 2017 decided to dig borehole. The contractors dug for almost 3weeks even after extensive survey, ended up getting coal contaminated water. The site had to be abandoned.
