See comments to your questions. 1. You can do the test at BMH. But note it must be done latest 72 hours (3 days) before you travel. So your best bet is to do it in Lagos. Mostly comes out within 24 hours. Yes you need to hold the paper copy with you. Will bec checked before boarding. 2. Yes, another will be done on your arrival. You don't pay for this though. Yes you can use your ATM card but note you have maximum of $100 you can spend per month. Best is if you have a dollar account (domiciliary) card. Only your hand luggage wi be searched by hand. Good that they are using Nigerians but the benefit of that is neither here nor there. I rather talk to someone that will take instant decision on my case. That I need to assure of my intention if need be than submit to someone who makes recommendation to another to take a decision. Note that you have to book appointment like 3 months ahead. Go for a so called interview and has to wait for another 2 weeks to get the decision. If you are using Nigerians, train them and empower them to take necessary decision on the application. The supposed visa officers are there to just collect the visa fee and your documents. I am not sure they can take any decision on whether to issue a visa or not.
