The National Emergency Maintenance Agency (NEMA) has confirmed that the number of Internally Displaced Persons (IDP) has increased from 1.5 million people to 2.1 million people. In an interview with channels television, the NEMA official said that as at July 2015, there was an increase in population with 600,000 extra people added to the already existing 1.5 million Internally Displaced Persons (IDP). The 2.1 million Internally Displaced Persons (IDP) emanated from the continuous attacks in the North East zone of Nigeria by the Boko Haram insurgents. The trial of Senate President, Bukola Saraki, started sitting today in Abuja. The trial took a different dimension with the Federal Ministry of Justice requesting the Code of Conduct Tribunal, CCT, sitting in Abuja to issue bench warrant for the arrest of the Senate President. A deputy director in the office of the Attorney General of the Federation, AGF, Mr. M.S. Hassan, filed for the arrest order following the refusal of Saraki to appear before the tribunal to enter his plea to the13- count corruption charge preferred against him. The Senate President, who was billed for arraignment on Friday morning, sent his team of lawyers to serve the tribunal with a copy of the ruling of Justice Ahmed Mohammed of the Abuja Division of the Federal High Court, yesterday, which summoned the Ministry of Justice to appear on Monday to show cause why the trial should be allowed to proceed. Also summoned by the court was the Chairman of the tribunal, Justice Danladi Umar, that of the Code of Conduct Bureau, CCB, Mr. Sam Saba, as well as Mr. Hassan who signed the charge against Saraki. However, Saraki’s absence at the tribunal for the commencement of his prosecution over alleged false declaration of assets angered the Ministry of Justice, causing it to pray the Justice Umar-led panel to order for his arrest, saying “he cannot sit in the comfort of his chamber and object to his trial in absentia.” The prosecution, which accused Saraki of engaging in “forum shopping” in a desperate bid to scuttle his trial, further argued that Justice Mohammed lacked the powers to summon the CCT and CCB chairmen. This decision is to create room for further consultations and exhaustive consideration by critical stakeholders, of the report of the PDP Post Election Assessment Committee, headed by the Deputy Senate President, Senator Ike Ekweremadu, which is due for submission this month. While the national leadership notes and appreciates the eagerness, commitment and dedication of our leaders and members in the rebuilding of the party, we have also noted the need to allow proper consideration of the report of the Senator Ekweremadu-led Post Election Assessment Committee accordingly, especially as that committee is headed by the highest elected PDP member in the nation. In that regard therefore, the NWC directs that all activities of the said committee on the proposed PDP National Conference be put on hold forthwith. The Progressive Governors’ Forum, a body of governors elected on the platform of the All Progressives Congress (APC), planned meeting slated to hold in Katsina has been postponed. The Chairman of the organising committee and Secretary to the Katsina State Government, Dr. Mustapha Inuwa, told journalists Tuesday that the planned parley had to be postponed due to poor attendance. Inuwa said though the state was fully prepared to host the parley, the postponement was necessary in view of low turn out. Speaking also, Director General of the forum, Salihu Lukman, said a new date would be announced for the inaugural parley. Lukman added that after the Katsina parley, “ it would rotate in all the APC states.” He said the decision to hold the parley was taken by members of the forum to ensure the vision that led to the formation of the APC translates to good governance. The director general added that the forum would take all necessary measure to ensure there was common governance indices in all the APC states. The Code of Conduct Bureau in Nigeria has slammed a 13-count charge of corruption on Dr Bukola Saraki, President of the Nigerian Senate. According to the charges, exclusively obtained by Premium Times Wednesday morning, the Senate President is also accused of failing to declare some assets he acquired while in office as governor. In charge number ABT/01/15, dated September 11 and filed before the Code of Conduct Tribunal, Mr. Saraki is accused of offences ranging from anticipatory declaration of assets to making false declaration of assets in forms he filed before the Code of Conduct Bureau while he was governor of Kwara state. Among other offences, including allegedly acquiring assets beyond his legitimate earnings, Mr. Saraki is also accused of operating foreign accounts while being a public officer – governor and senator. The offences, the charge said, violated sections of the Fifth Schedule of the Constitution of the Federal Republic of Nigeria 1999, as amended. Mr. Saraki is also said to have breached Section 2 of the Code of Conduct Bureau and Tribunal Act and punishable under paragraph 9 of the said Fifth Schedule of the Constitution. The charges were prepared by M.S. Hassan, a deputy director in the office of the Attorney General of the Federation. It is not clear on Wednesday morning whether the document had been served on Mr. Saraki, Nigeria’s number three man. Governor Nyesom Wike of Rivers State, has vowed to implement the recommendations of the judicial commission of inquiry probing the sale of its valued assets by the immediate past administration of Governor Chibuike Amaechi. The Justice George Omereji seven- man commission of inquiry which concluded its proceeding over the weekend, has warned Amaechi and some members of his administration who shunned the panel to be prepared to bear the consequences of their action. Special adviser on media and publicity to the governor, Opunabo Inko-Tariah, told The Guardian that the state government is eagerly awaiting the recommendations of the Justice Omereji Commission, and will ensure its full implementation without fear or favour. Inko-Tariah explained that the Commission was not set up to witch-hunt Amaechi contrary to his claim. Rather, he said the Commission which was legally constituted, was set up by the governor to determine the probity of certain financial transactions like the payment of $39.2 million for the Justice Adolphus Karibi Whyte special hospital to a contractor that never executed the project as well as the sale of the state owned four gas turbine power stations under the administration of his predecessor. “ The commission was set up to ascertain certain financial transactions under Amaechi. Withdrawal of Policemen from persons not entitled to is being enforced by the Police service commission. President Muhammadu Buhari had earlier directed the withdrawal of policemen from VIPs that are not entitled to police services. Ms Comfort Obi is the Commissioner in charge of Media at the commission, and she told the News Agency of Nigeria in Abuja that the commission was ensuring that the directive was enforced to the latter. “The PSC and the current IGP are making efforts to ensure that the directive was complied with. “I think there is a considerable level of compliance, it is not a day’s job, it is a gradual process. “If both the PSC and the Force headquarters continue with the way they are doing, there will be an appreciable level of compliance,” she said . She said in the face of the current security challenges, the country could not afford to allow its personnel engage in non police duty. Obi lamented that policemen were no longer performing their constitutional duty of protecting lives and property. “Police are no longer performing their police duty. You will see policemen at the airport carrying people’s luggages , newspapers and hand bags. “Policemen are not employed to go and carry people’s luggages but to protect Nigerians. She said that some of these policemen were illegally engaged by people who felt they have money. The commissioner said that any police officer who was not happy with the directive should resign and go and work for the people they preferred to work with. Obi said, “If they are not happy with the order, they are free to leave the service and get employed by the big men. “I think some of them would be happy because they are being treated condescendingly. “Many of them that have spoken to me are very happy with the order because they are shabbily treated.” She said that police security had been abused over time. Ms Obi added that the IGP, who is in charge of operational aspect of the police, was serious about the directive, and would do everything within their power to see to it enforcement. No fewer than 100 people have been confirmed dead after a red huge crane fell into the mecca grand mosque in Saudi Arabia yesterday September 11, 2015. The mosque is Islam’s most sacred site and the destination for millions of Muslims undertaking the Hajj pilgrimage every year. More than 180 people were injured in the accident, the country’s civil defence authority said on Twitter. The crane fell on the east side of the mosque following high winds and rain which has occurred since last week. Mass media company AOL is continuing to vie for digital advertising market share. The company’s latest move is a $238 million bet on Millennial Media, an end-to-end mobile platform. With Millennial Media, AOL adds a leading supply-side platform for app monetization with over 65,000 apps to its publisher suite of offerings, as well as significant mobile brand advertising scale. The buy gives AOL access to about 1 billion global active unique users as well as addressable and cross-screen targeting capabilities. “AOL is well positioned as consumers spend more and more time on mobile devices, and as advertisers, agencies and publishers become more reliant on programmatic monetization tools,” said Bob Lord (pictured), president of AOL, which Verizon recently acquired. “As we continue to invest in our platforms and technology, the acquisition of Millennial Media accelerates our competitive mobile offering in ONE by AOL and enhances our current publisher offering with an ‘all in’ monetization platform for app developers.” Improving AOL’s Chances That’s all true, but will it allow AOL to make inroads against Google and Facebook on the mobile ad front? According to eMarketer’s latest U.S. ad spending forecast, catching Google and Facebook will be no easy task. Microsoft, Yahoo, and Twitter are also beating out AOL on the digital ad revenue share front. The numbers from eMarketer show Google owns 32.9 percent of mobile ad revenue in the U.S., or nearly $10.02 billion, while Facebook owns 19.4 percent, or nearly $5.9 billion. By contrast, Millennial Media captures 0.3 percent, or $101.2 million. That’s a proverbial drop in the bucket by comparison. “To be a serious player in the mobile display ad market, media companies need to offer advertisers scale, robust audience targeting and sophisticated measurement tools. Green Energy International Ltd (GEIL), an indigenous exploration and production oil firm and operator of the Otakikpo Marginal Field, has struck its first oil. The Director of Corporate Affairs, Mr. Olusegun Ilori in a statement explained that the feat came on the heels of the re-entery and integrity test of Otakikpo well-02, perforation and testing of the E1000A sand of the same well. The field which lies approximately 60 km Southeast of Port Harcourt, Rivers State is based in the South of Shell’s OML 11, between the shore to the South and Chevron’s OML51 to the North and about 35 km East of Bonny Crude Export Terminal. “The E1000A is one of the two target reservoirs in Otakikpo-02. Achieving this critical milestone barely 15 months after receiving its ministerial consent for the farm-out from Shell and its JV partners, brought instant celebration to stakeholders of the company and its Technical Partners, Lekoil Oil & Gas Investment Ltd,” the statement read. The field was discovered by Shell and its JV partners in 1980 while the appraisal well- Otakikpo-02 which the company re- entered to produce the first Oil was first drilled in 1981 and this was followed by Otakikpo-03. Under a Farmout from Shell JV, the Federal Government awarded the marginal field to Green Energy which it designated as the operator, to implement the company’s innovative Small Scale Gas Utilisation Programme (SSGUP) Otakikpo field was identified as one of the suitable sites for a pilot programme that offers unique solution to improving the economy of the oil producing communities while ensuring zero routine gas flares. The programme consist of oil production from the field while the associated gas will be processed and utilised for power generation for the communities and excess sold to the Port Harcourt Distribution Company (Disco) in addition to LPG extraction and bottling facility to produce and distribute domestic cooking gas. The statement, explained that as a way of implementing its mandate and the vision of its stakeholders as an integrated energy company, GEIL has recently obtained a license for 10 megawatt (Mw) captive power from the National Electricity Regulatory Commission (NERC). Also, the company was recently granted a licence by the Department of Petroleum Resources (DPR) for modular refinery to produce diesel and other refined products. The company has also pursued a stakeholder partnership model with the communities around the project area, a situation which has enabled the host communities to appreciate the presence of the company as partners for sustainable development. Its Chairman, Prof Anthony Adegbulugbe, was full of excitement for the milestone achieved so far within the short span of moving to the field. He thanked the host communities for the partnership with the company and hoped the people would allow the company enjoy a hitch-free and conducive environment to unfold its unique development initiatives for the overall good of the people and the nation. “The project offers considerable benefit to all stakeholders and has the strong potential of a gas flares out solution, boosting the economic development potentials of the community, and indeed the nation, while bringing profitable returns to its Investors.” He added. Preliminary findings by ICPC revealed that the syndicate used a company called Soft Alliance Disco, Limited to pay huge salary arrears totaling N36, 194, 636.00 to fictitious staff on the payment platform of the Ministry of Environment. Ogah, 38 years old, allegedly, in connivance with the others perpetrated and benefited from the fraud as N9.4 million was paid into his account with the United Bank for Africa (UBA). A statement of accounts obtained from UBA revealed that the money was drawn from the Ministry of Environment and paid into the account (1006521816) belonging to Ogah. The Commission, upon the findings requested Mr. Ogah to appear before it and answer questions regarding the transfer of money from another Ministry into his account, but he failed to do so. The Permanent Secretary of the Ministry of Agriculture was requested on several occasions through letters to compel him to appear before ICPC but responses to the letters show that Ogah has absconded from his duty post for over three months now. The Ministry, in response to the allegation and his failure to report to work, has stopped the payment of his salary and other entitlements since July 2015. Ogah is currently at large which has prompted the Commission to declare him wanted for fraud. President Buhari has said that he has declared his assets a total four times while holding a public office position in Nigeria. President Buhari said this in a press conference in Ghana with President John Mahama where he affirmed that it was a constitutional requirement that all public office holders in Nigeria should declare their assets before and after their term in office. He said “I recall that in 1975 when late Murtala Muhammed became the Head of State, we were lined up – governors, ministers, members of the Supreme Military Council. Officials of Ministry of Justice were brought and every individual was made to declare his assets. “All Heads of States and Government, governors, ministers, permanent secretaries have to declare their assets because it is a constitutional requirement. “I have declared my assets four times. When I was governor in 1975, I declared. After being Minister of Petroleum and as a member of Supreme Military Council, I declared. Speaking in an interview with journalists in Abuja yesterday, Presidential aide, Mallam Garba Shehu, has expressed confidence that the wave of Boko Haram attacks could end before the three months given by President Muhammadu Buhari to end the insurgency. Shehu said the terrorists were now in disarray, having lost their central command and had been broken into splinters due to the efforts of the Nigerian troops under the new leadership. Responding to the criticism that the President Buhari-led administration had not done enough to stop the insurgency as promised during the election campaigns, Shehu said on the contrary, the administration had been working hard to cripple the terror organisation. “From my conversation with these commanders, what they are saying to themselves is that they are not going to wait for three months, but do their best to beat the target given by the president. “So there is so much going on and I can assure you that spirits are very high. The army chief was there with the soldiers for about nine days. That is leadership because you see him leading the soldiers from the front. “If the chief himself is there, who are you to drop your gun? A lot is happening and Boko Haram has been degraded, they have lost central command and are now in splinters. “What you have now is bits and pieces carrying out distractive action because they don’t want to go down alone. So they are looking for very soft targets such as churches, mosques and markets. “The air force is clearing this place for the ground troops to move in. They are looking for bomb making structures and moving convoys of these insurgents. But they are being careful about certain locations with the hope not to harm the Chibok girls in those locations,” he said. Shehu, who spoke on the expectation that the administration will do something to free the Chibok girls, said the troops were being careful about certain locations so as not to harm the Chibok girls taken hostage by the terrorist group. He explained that the bombings were being carried out in a careful manner to avoid certain locations of interest as far as the Chibok girls were concerned. According to the president’s spokesman, Sambisa Forest was under observation 24 hours day in the event somebody decides to move the girls and if there was any movement that is suspicious, there are drones that fly around the place at night and during the day. “To be fair to President Buhari, did he ever say he will bring back the girls on the second day of his administration? What he has always said is that we don’t even know where the girls are and that we need to go in there and get the intelligence and the situation of things and then act. “Without meaning to endanger what is left of those girls, you know that the Sambisa Forest is being degraded right now. “In the last few days, you even saw the Chief of Army Staff leading the troops and I am aware that in the last few weeks, very interesting pictures have been shown to the president on the basis of which we will say to Nigerians, don’t lose hope on the Chibok girls. The panel of judges for the Rivers State Governorship Election Tribunal has been reconstituted. Justice Muazu Pindiga who was presiding over the tribunal has been replaced by another judge as Chairman of the tribunal. Daily post reports that the development drew an intense protest from the respondents. Counsel to Governor Nyesom Wike described it as moves by subterranean forces that might be at work to ensure that the outcome of the petition favours a particular political party. He urged the tribunal to give the respondents some time to review the development before taking further action. Counsel to the petitioners, Akin Olujimi, also expressed surprise at the development, but urged the tribunal not to waste any more time, considering the fact that time is of essence in the election petition case. After listening to the concerns, the new chairman of the tribunal ruled that he had to take charge of the tribunal following an order of the Appeal Court in a letter he said was dated 1st of September. According to a National Working Committee (NWC) member of the All Progressives Congress, (APC), the leadership of the All Progressives Congress (APC), is feeling left behind on President Buhari’s ministerial appointments. The party’s leadership feel they are not being carried along in the appointments so far made by President Muhammadu Buhari, warning of dire consequences that can trigger. The NWC member regretted that, “We read in the newspapers like every other Nigerian that President Muhammadu Buhari promised to appoint his ministers this month of September. But we, the leaders of the party are in the dark over the process; the president is not talking to us”. The party bigwig however warned that the President may have difficulty getting his ministers confirmed by the Senate if leaders of the party are not carried along. “I am sure the president knows the huge political implications of not carrying leaders of our party along in his ongoing efforts to appoint his ministers. I can tell you confidently that the ministerial list will not pass through the Senate,” the APC source added. Also speaking with the national daily, erstwhile governor in one of the northern states, now senator categorically noted that: “the president would be signing the death warrant of the APC if he chooses not to carry the party along in his appointment of ministers. Meanwhile, a source in the presidency noted that though President Buhari once indicated his desire to solely appoint his ministers, that position has since changed, stressing that: “I was in a meeting recently when governors and leaders of the APC met with the president and he promised to carry them along in the process.” The source further told the newspaper that even though the governors and other party leaders would be allowed to nominate their candidates, “the nomination will finally be cleared by the president because there are many members of the APC who worked against the party during the last general election.’’ For more News update please visit www.watchdognews.net |
