It's a fabric softener that comes with different fragrance which helps soften clothes so that it doesn't feel coarse on the skin when worn. Most times due to the water or detergent used in washing this clothes the texture of the clothes is a bit coarse. At a tender age babies skin are usually sensitive. It's advisable you use fabric softener.

The first layer, the part you peel and throw away. The full details are maybe 5 pages back in this thread. You can search with onion water but it's basically to boil that peel with their bath water and bathe the baby
