Any PC can be used for programming no matter the specs only thing that does matter is RAM get nothing lower than a 4gb ram or if you have no choice 2gb ram, even an Intel Pentium would be good enough. After all Bjarne Stroustrup wrote c++ on an ancient machine and writing compilers are well one of the largest programming projects.
