A UN-backed court said Tuesday it has issued an arrest warrant against the Central African Republic's former President Francois Bozize over crimes against humanity allegedly committed by the military during his tenure.
The alleged crimes include murder, enforced disappearance, torture, rape and other inhumane acts, committed between 2009 and 2013, said a statement by the Special Criminal Court (CPS), based in the capital Bangui.
The crimes are said to be committed by Bozize's presidential guard and other forces at a civilian prison and at the military training center in the town of Bossembele.
The judges said “the existence of serious and consistent evidence” against Bozize is likely to incur his criminal liability in his capacity as hierarchical superior and military leader.
The international warrant was issued on Feb. 27, but made public on Tuesday, according to the CPS.
Bozize, 77, ruled the Central African Republic from March 2003 to March 2013 when he was overthrown. He had also seized power in a coup, and is living in exile in Guinea-Bissau since March 2023.
The court called for Guinea-Bissau's cooperation to “arrest” and “hand over the suspect.”
The Central African Republic's Court of Appeal in September last year sentenced Bozize to hard labor for life for “undermining the internal security of the state” and “assassinations.”
Bozize now serves as coordinator of the Coalition of Patriots for Change (CPC), the main rebel coalition formed in 2020 to overthrow his successor, Faustin Archange Touadera.
The court, set up in 2015 with UN sponsorship, is in charge of investigating war crimes committed since 2003 in the country, which took independence from France in 1960.

Gov. Hyacinth Alia of Benue says the state government will award contracts for the construction 50 roads to be completed in the next 12 months.
Alia made the announcement on Tuesday during the All Progressives Congress (APC) Critical Stakeholders Meeting, held at the Government House in Makurdi. He said the Ministry of Works and Urban Development was working on the details of the project, which was meant to ease movement and transportation of agricultural produce to improve the economy.
He said the ongoing construction of the two underpass in Makurdi and Gboko would be completed in the coming months. Alia added that work on the 16 roads in Makurdi and within Zone A, as well as renovation of the 40 years old State Secretariat, and the State Assembly has reached 90 per cent completion. The governor also said the administration would strive to greatly address the issue of postharvest losses, so that farmers would smile to the bank.
He said agriculture was not just a way of life but a means of livilihood and urged all citizens to embrace it. Alia added that in the coming weeks, the government would unveil a security outfit of 10,000 personnel to improve security in the state.
He also said the long abandoned students scholarship would be reintroduced in May. Alia told the APC stakeholders that Tiv Traditional Rulers had reconciled him and the Secretary to the Government of the Federation (SGF), Sen. George Akume.
He said that during the meeting both of them spoke from their hearts and resolved all issues. “If you are day dreaming of the division of the APC in Benue, wake up, the train of the APC is one, moving and moving fast.
“We were invited by our Tiv Traditional fathers to find out about what they kept reading in the news about the issues between us.
We spoke from our hearts and they advised us, they initiated peace that was near eluding us, I embraced my big brother the SGF, and behold there was peace.
“So, let no one from any quarter be deceived that APC in the state is divided, no we are not; under my leadership as a man of peace, there must be peace,” he added.
In his remarks, Sen. Barnabas Gemade said elders in the state have unanimously passed a vote of confidence on the governor. Gemade said as elders, all they needed to do now was to advise the younger ones to succeed.
Also, Mr Hingah Biem, commended the governor for the strides in infrastructural development and urged him to do more. Earlier, the Acting State Chairman of APC, Mr Benjamin Omakolo, said the party has been united.
He assured that the APC would provide level playing ground to all aspirants for the forthcoming council polls.

Israeli Prime Minister Benjamin Netanyahu announced Tuesday that Israel will invade Rafah in the southern Gaza Strip, even if Hamas agrees to the latest Israeli proposal for a cease-fire.
“The idea that we will halt the war before achieving all of its goals is out of the question,” Netanyahu said, at a meeting with representatives of families of people taken hostage by the Palestinian militant group.
“We will enter Rafah and we will eliminate the Hamas battalions there — with or without a deal, in order to achieve the total victory,” he added.
The families urged Netanyahu to “withstand the international pressure” to halt the war in Gaza, the statement published by the Prime Minister’s Office said. U.S. President Joe Biden has said an invasion of Rafah would be a “red line,” though Netanyahu vowed to defy that.
