The Minister of Youth and Sports Development, Mr Sunday Dare, has said that the government needs N81 million to cut the grass that has taken over the Moshood Abiola National Stadium in Abuja.

He made the revelation while speaking during a seminar organised by the Sports Writers Association of Nigeria.

The minister said he had reached out to the Abuja Environmental Protection Board for an assessment of the stadium, which was built in 2003 with N53 billion on a 29 hectares (72 acres) of land, Daily Trust reports.

“We approached AEPB to come to see what can be done to clear the grass and weed in the stadium and they told us it would cost us N81m.

“If we tell Nigerians we used N81m which is not even available; there will be an outcry. The funds are not there for us, and that is why we are partnering with private investors to bring back the key components of our infrastructures,” he said.

Nigerian man accused of multimillion-dollar fraud and money laundering by the United States was kidnapped by the FBI from Dubai, his lawyer says.

Ramon Olorunwa Abbas - known to his 2.5 million Instagram followers as Ray Hushpuppi - and another cyber-heist suspect Olalekan Jacob Ponle (aka Mr Woodberry) were arrested in Dubai, where they lived, in June.

They then appeared in a Chicago court on 3 July.

The United Arab Emirates has no extradition treaty with the United States but Dubai police said they had been extradited to the US.

A spokesman for the US Department of Justice told the BBC that Hushpuppi was expelled from Dubai and was not extradited. He did not answer how he ended up in US custody.

What does Hushpuppi's lawyer say?

Mr Abbas' lawyer Gal Pissetzky told the BBC that his client, who posts on Instagram about his extravagant lifestyle, was not a criminal and had made his money legitimately.

"He is a social media influencer with millions of followers, with millions of people that respect and loved him, and he loved them, and that's what he did. In today's society, that's a business," he said.

Mr Pissetzky admits that he is not "100% familiar" with social media and his children consider him too old but he knows "that's how people make money today".

Chicago defence lawyer's argument that Hushpuppi was paid by designer brands for promotion has set the stage for what promises to be a long trial in American courts.

The Federal Bureau of Investigation (FBI) accuses Mr Abbas, 37, of conspiring to launder hundreds of millions of dollars from frauds known as Business Email Compromise (BEC) and other scams.

Did the US act legally?

It is the latest high-profile fraud case involving a Nigerian national in the United States but his lawyer says the US had no authority to transport him from Dubai.

"In my opinion, the FBI and the government here acted illegally when they kidnapped him from Dubai without any legal process to do so," Mr Pissetzky told the BBC.

"There was no extradition, there were no legal steps taken, there were no court documents filed, it was simply a call to the FBI. He is not a citizen of the United States, the US had absolutely no authority to take him," his lawyer says.

But the Dubai police said in a Facebook post that the FBI director had thanked them for extraditing the two men.

"You'll have to ask them about why they called it an extradition," the US Department of Justice (DoJ) spokesman responded in an email.

In a statement about Mr Abbas' initial court appearance, the DoJ said "FBI special agents earlier this week obtained custody of Abbas and brought him to the United States" without giving any further details.

Mr Pissetzky is not convinced.

"If Dubai wanted to expel him, they should have expelled him back to Nigeria. I've never heard of anything like that. That is the real story here."

What is he accused of?

Ray Hushpuppi was already popular on Instagram for his luxurious lifestyle documented exhaustively on his page but he has gained another 100,000 followers since his dramatic arrest.

At the time, Dubai police said they recovered $40m (£32m) in cash, 13 luxury cars worth $6.8m, 21 computers, 47 smartphones and the addresses of nearly two million alleged victims.

complaint against him filed in court accuses Mr Abbas of leading a transnational network of cybercriminals whose targets included a US law firm, a foreign bank and an English Premier League football club.

Email scams typically try to steal an individual's personal information, or to defraud them by impersonating a legitimate business contact and tricking the target into sending money into a wrong account.

They're sometimes called 419 scams, after the relevant article in the Nigerian Criminal Code.

The affidavit claims that Mr Abbas conspired to launder $14.7m (£11.7m) stolen in a cyber-heist from a foreign financial institution in February 2019.

It did not name the institution by name but a bank in Malta reported losing the same sum to hackers that same month.

The bank did not respond to a request for comment.

The FBI says $1.7bn was lost by individuals and companies in business email compromise scams in 2019 alone.

"This case targets a key player in a large, transnational conspiracy who was living an opulent lifestyle in another country while allegedly providing safe havens for stolen money around the world," United States Attorney Nick Hanna said in a statement when the charges were announced.

But Hushpuppi's lawyer says his client earned his money by monetising his large social media presence. He refused to discuss how he was getting paid for legal fees or the source of Hushpuppi's money.

Mr Pissetzky says the case could last several months, even longer than a year.

What about 'Mr Woodberry'?

Mr Ponle, the other Nigerian arrested in Dubai and currently in custody in the United States, is also preparing for trial.

His lawyer Michael B Nash told the judge at a detention hearing on Thursday that he had not had a chance to speak to his client. When he was allowed 15 minutes in a virtual breakout room to confer with Mr Ponle, he returned to request a new date for the hearing.

"I really don't have any comment right now, I have to learn the facts about this case," he told the BBC.

Mr Ponle, 29, ran the "Mr Woodberry" Instagram account but the FBI says he used the alias "Mark Kain" in emails. He is facing charges of conspiracy to commit wire fraud.

The complaint against him says one Chicago-based company "was defrauded into sending wire transfers totalling $15.2m". He is accused of converting some of the proceeds into a Bitcoin digital wallet, effectively ensuring that they could not be traced.

"Mr Ponle, are you there?" a court deputy asked on Thursday when he dialled into the hearing from federal prison.

"Yes, please," he replied, subdued. He did not speak again.

Police authorities and officials of the National Centre for Disease Control (NCDC) are looking for a Chief Superintendent of Police (CSP) who tested positive for COVID-19 but fled when a team came to evacuate him on Friday afternoon, The Nation has learnt.
It was gathered the CSP (names withheld) attached to 21 Police Mobile Force (PMF) Nyanya, Abuja, was billed to be evacuated from his residence at Garki Barracks around 2pm on Friday.
The officer was said to have been under quarantine and treatment at the National Hospital Abuja Isolation Centre after he tested positive.
It was however not clear how and why the senior officer left the hospital and returned to his home where he was said to have continued self- treatment with the help of his friends and colleagues until NCDC officials came for him.
Sources said the health workers were led by policemen from Garki Division to the officer’s residence but he refused all entreaties to open the door and follow them.

It was gathered the officer and his family members were seen peeping through the window while the evacuators made unsuccessful efforts to convince him to follow them.
“He was later seen driving out of the barracks in his car to an unknown destination. His mobile phone has remained unreachable.
“Surveillance teams have been set up to trail and take him into custody. Police medical team has alerted and on standby,” said a source.
Contacted, Police spokesman for the Federal Capital Territory (FCT) Command Mansah said he was unaware of the incident and promised to revert but had not at the time of this report.

As the country continues to experience increase in confirmed COVID - 19 cases , healthcare experts have warned Nigerians using local gin , popularly called ogogoro , as hand sanitisers to desist from it, saying it is ineffective to protect against the infection .
The experts said ogogoro has less than 60 percent alcohol content that is required to kill viruses, unlike alcohol -based hand sanitisers that have such high level alcoholic content .
They warned that using ogogoro as hand sanitiser only provides a false sense of security against the virus , maintaining that hand sanitisers with 60- 80 per cent alcohol content are the most effective .
The experts said that in the absence of hand sanitisers , thorough hand washing with soap under running water remains the best option .
Speaking in an exclusive interview with PUNCH HealthWise, a former president of the Pharmaceutical Society of Nigeria , Olumide Akintayo , said people using ogogoro as hand sanitisers will not get any value for it.
“ We don’ t need to create a problem that is not there while trying to solve another .
“ For a standard hand sanitiser to do what it ought to do to prevent against virus , it must have a minimum of 75 per cent alcohol .
“ So , what you have in ogogoro is usually 40 percent rate or slightly higher, but that will certainly not do the job .
“ People using ogogoro as hand sanitiser will not get any value for it. This is because , the percentage of alcohol you get in it is far less than what it should be in an ideal pharmaceutical formulation, ” Akintayo warned .
The former PSN boss told our Correspondent that the alcohol content in ogogoro is usually between 40 and 45 percent.
“ This is why I said the users will not get any result by using it as hand sanitiser.
“ Ogogoro is usually formulated for consumption — for drinking and internal use. So , using it at that strength won ’ t serve the purpose for hand sanitiser , ” he reiterated .
He advised Nigerians who cannot afford standard and well formulated hand sanitisers to regularly wash their hands with soap.
The pharmacist counselled, “ If , for any reason, you cannot afford sanitisers , any average soap will thoroughly give you the same result that you should get from hand sanitiser.
“ If you constantly wash your hands , especially when you have touched hard surfaces, or when you have had contact with unkempt environment and all that, just wash your hands with soap and clean water.
“ You will achieve the same effect of killing germs that is very germane to keeping yourself safe and well in this unusual and tough season that we all find ourselves in. ”

Regret has now become a companion of a zonal pastor of a popular Pentecostal church in Benin City, Edo State , Emerson Otobong, accused of defiling five minors .
The 48-year - old pastor from Akwa Ibom State is married with five children and two of them were preparing to secure admission into the university . His first child who is 18 years old would rather keep mum over her father ’ s travail .
At their house on Ekenwa Road, Benin city , Mrs Elizabeth Otobong, who sells pap , appeared worried as our correspondent called at their abode.
It’ s expected because in the last two months of Emerson’ s travail following his subsequent arrest and detention by the police, no one has come to visit the family.
Elizabeth said , “ Nobody visits us except the church woman leader who called me on the phone to encourage me . I couldn’ t even call his mother to inform her of what is happening because if I do, she will collapse and die . His father died recently and he has not been buried . The burial was earlier fixed for April but it was postponed for two months because of COVID - 19. They are waiting for Emerson before they could bury him because he is the first and only son of the family. ’’
Some neighbours who saw Emerson on television when the police paraded him have also continued to ask the Otobongs probing questions about their breadwinner .
“ Many people have come to me to say they saw my husband on television , I will say ‘ oh you also saw him ? It has happened already and there is nothing I can do . All I know is that this phase shall also pass, ” she said .
When Sunday PUNCH spoke with Emerson, he was almost incoherent . He could barely mumbled words out of his mouth. After a long wait for his response to a question , he said , “ I am disturbed psychologically , physically and emotionally. I cannot talk now . For everything that has happened , I am ready for the consequence and I will face it . As you can see, there was no single mark on my body . This is because I told them the truth . I am the one who reported myself to my general overseer and the police.
“ The court has been fixed for June 11. I will not say anything again until I see my lawyer . You have identified yourself as a journalist and I appreciate that. ”
He spoke for few minutes more, quoted a Bible verse and later faced the Investigating Police Officer , saying , “ Please take me back to my cell . I know this is between me and God . He will do justice to whoever is in this . I know there is something somewhere trying to gain control of me but God will come to my rescue. ”
In their 20 years of marriage , Elizabeth had coped with Emerson’ s extra- marital affairs which often caused her embarrassment.
She added , “ I know him to be an honest person but when this incident happened , he did not want to open up to me . I don’ t even know how to describe him even though he is my husband of more than 20 years but he is a truthful man . Yes, I know he used to have girlfriends and in fact , it is one issue that used to cause quarrel between me and him . On many occasions , I have caught him . I tried to talk to him to stop the habit but he continued doing it so I got tired of talking . On many occasions , he promised to stop but then I would still catch him . I never knew he could go to the extent of sleeping with minors and that is why I am beginning to suspect that this thing is not ordinary.
“ Most of the time after he has done the act, his eyes would be become clear and he would then begin to ask questions and wondered why he did it. I feel there is something behind his actions. It ’ s like something has spiritual or demonic influence on him . ”
On May 8 when Emerson was paraded by the police, he confessed that after having carnal knowledge of the minors multiple times, he had to confess his deeds to his general overseer because he felt there was ‘ an influence ’ on him .
“ After sleeping with them for several times , my conscience troubled me , so I went to confess to my G . O . I don’ t know what pushed me . I don’ t really know what ’ s wrong with me, I really feel sober for my deeds , ” he said .
Sunday PUNCH gathered that the victims whose ages ranged from 6, 7, 9 to 11 were children of church members . The incident happened between December 2019 and February 2020.
The spokesperson for the state police command , DSP Chidi Nwabuzor, said the suspect made statement and confessed to the crime .
He said , “ The case has been charged to court and the suspect remanded in police custody due to COVID -19 to appear in court on adjournment day: June 11, 2020. ’’
One of the victims ’ neighbours who spoke on condition of anonymity said they moved out of Edo State to Lagos as they became unable to cope with the trauma and stigma .
The neighbour added , “ Immediately the news of the incident became public , the families of the victims relocated out of Benin to Lagos . They could not bear the shame and the stigma . Everybody usually talked about them whenever they saw them . You know it’ s a church where almost everybody knows themselves so they have to leave to start life afresh in Lagos . ”
Pastor Remi Yesufu who spoke on behalf of the church described the incident as unfortunate , adding that there was nothing the church could do because it didn ’ t instigate it.
Yesufu stated , “ We couldn’ t have instigated him to do that and so we cannot be liable and so the kind of crime that was committed is not a crime that can be committed by an inanimate object. A building cannot sleep with a human being . The person who committed the act is a human being because certain things must have occurred before this happened .
“ When the matter came to the knowledge of the church , the church took an appropriate action. Immediately , the suspect was relieved of his duty and was de- ordained . His original certificate of ordination was withdrawn .
“ Those were the things we needed to do legally and we did them . It would have been a different matter entirely if it was not a criminal matter . I am sure you read the charge sheet which says The State versus Emerson not any of the affected families. The crime was committed against the state and not against the families . That is why it is not a thing that can be settled out of court . It has to be determined by the court . The general overseer gave the instruction that he should be handed over to the police. ”

A truck driver, identified simply as Sheriff , Friday evening drowned in River Osun in Ogberin village, Ede , Osun State , when he slipped and fell into the river .
The deceased , it was learnt , was at the river bank after he and his team had removed their truck that was stuck due to the bad state of the road while going to offload the content of the vehicle.
It was further learnt that Sheriff and his men, having successfully removed the stuck truck and delivered the content , stopped at the bank of River Osun to clean up when the incident happened .
One of those at the scene who preferred not to be named said the deceased while standing at the bank , was about to start bathing when he suddenly slipped and fell in the river .
“ He had not started bathing . He was about to bend and start bathing when he slipped and fell into the river , ” the witness said .
The source added that people at the scene, immediately the incident happened made effort to save Sheriff , but till Saturday afternoon , the body had not been recovered .

A major city in northeast China has quarantined over 7,500 people after it discovered three new coronavirus cases in the past five days as the region sees a surge in infections.
China has largely brought the coronavirus under control after months of lockdowns and curbs on travel, but fears of a second wave have risen as clusters have emerged in northeast provinces and in the central city of Wuhan.
Shenyang, a city of around 7.5 million, reported its first new local case in 89 days on Monday, and a further two new local cases on Thursday.
Its government confirmed Thursday that the new cases were linked to a cluster in the city of Shulan, nearly 500 kilometres away in neighbouring Jilin province.
Some 7,500 people who arrived from Jilin since April 22 and those who came in close contact to the three local cases in Shenyang were required to undergo 21-day quarantine and three nucleic acid tests.
The city has also postponed reopening schools — some of which had been scheduled to welcome back students on Friday.
Authorities in the pandemic ground zero of Wuhan have also ordered mass COVID-19 testing for all 11 million residents after a new cluster of cases emerged over the weekend.
President Xi Jinping said on Thursday that containment measures must be stepped up in Jilin, neighbouring Heilongjiang and Wuhan “to forestall resurgence of infections”, reported Xinhua.
The cities of Jilin and Shulan, both in Jilin province, have been put under lockdown within the past week after an initial cluster that appeared in Shulan on Monday spilled over to Jilin.
Strict controls have been placed on transport, schools have been ordered to close and mass gatherings banned.
Jilin’s vice mayor warned Wednesday that the situation was “extremely severe and complicated” and “there is major risk of further spread”.
The Shulan cluster was linked to a local woman with no known overseas travel history or previous exposure to the virus, sparking concerns over its unknown origin.

A 29-year-old lady has tested positive for the dreaded coronavirus pandemic in Agbor, Ika South Local Government Area, Delta State.
The State Commissioner for Information, Mr. Charles Aniagwu confirmed the new case in his verified Whatsapp page.
He, however, did not confirm that the new case is a fruit seller, but a dependable source told Vanguard that the new case was trading on fruits in Agbor.

Aniagwu, however, confirmed that the new case was recorded in Ika South, adding that the new case has brought the number of cases in the State to 23.
He explained that the number of active cases in the State was now 13, discharged six, and deaths four.
Recall that the State had on Thursday morning recorded one death, which took the number of deaths in the state to four.

Olujoda area of Ado-Ekiti, Ekiti State capital on Friday, was thrown into mourning when the corpse of a 7-year -old girl Olagoke Morire, was found dead inside a vehicle owned by a co-tenant.
It was gathered that Morire and her twin sister, Olagoke Mokore were with their cousin in their apartment before they went out to buy biscuits.
The mother of the deceased Kehinde Ajayi said her daughter got missing around 1:15 pm after Mokore left her in the compound to fetch the money she forgot in the room.
Ajayi said the deceased’s twin sister and her neighbors raised the alarm when she could not be found and the situation prompted them to conduct a search for the girl around the compound, which proved abortive until 8 pm when her corpse was found inside a co-tenant’s vehicle that was parked in their compound.
“When we woke up in the morning I took care of my children as usual. They are twins. I gave them money to buy biscuits and left them in the house with my cousin.
“Suddenly, I received a distress call from one of my neighbors around 3 pm that Morire was missing and that they have searched everywhere but they could find her. I quickly left what I was doing and rushed home. We searched everywhere to look for her yet we didn’t find her. We reported the incident to Ologede Police Division and we were told to wait for 24hrs before they could take any action.
“It was later around 8 pm that someone discovered her corpse inside a vehicle parked in our compound with her body peeled off”, she added.
When contacted, the Ekiti State Police Public Relations Officer, Abutu Sunday confirmed the incident, describing it as unfortunate.

“It was true that a teenager was declared missing and the parents reported the incident in our division at Ologede. So, all efforts to recover the little girl turned out unsuccessful until 8 pm. She was found lifeless in one of the cars parked within their compound”.
He said the corpse of the deceased had been deposited in the Ekiti State University Teaching Hospital’s morgue in Ado-Ekiti, adding that autopsy would be conducted to unravel the cause of the teenager’s death.
