*AfCFTA: Edo receives delegation from Benin Republic, explore investment opportunities in natural gas*

The Edo State Government has received a delegation from the government of Benin Republic who are in the state to explore investment opportunities in the state’s natural gas, minerals and other sectors, as opportunities in the Africa Continental Free Trade Area blossoms.

The delegation led by Benin Republic Special Adviser on Energy, Edouard Dahome, arrived at Duport Energy Park, in Egbokor, Orhionmwon Local Government Area of Edo State, alongside representatives of its Nigerian partners, Genesis Energy Group and Kalaora Gas Marketing Company.

The energy park, operated by Duport Mainstream Company Limited was established on the back of reforms by the Governor Godwin Obaseki-led administration to reposition Edo as Nigeria’s leading industrial and manufacturing hub, and houses a 10,000-bpd modular refinery, 60-million-scf gas processing plant, 10-million-scf compressed natural gas (CNG) plant, 30,000-MT refined product terminal, and a 20MW embedded power plant.

The state also plays host to another refinery with a 6000bpd plant, positioning it as a frontier for continental trade in natural gas and petrochemicals. The State Governor, Mr. Godwin Obaseki, continues to advance reforms to transform the state into an investment haven.

Receiving the delegation, The Edo State Commissioner for Energy and Mining, Ethan Uzamere, said apart from the business-friendly policies of the state government which now makes the state attractive to investors, there are large deposits of natural resources for investment by the government of Benin Republic

He added, “Apart from the gas and oil, Edo State is blessed with abundant mineral resources. As the world is going into clean energy, Edo State just recently found that we have a large deposit of lithium and a high supply of bitumen, just to mention a few. We are a logistics hub which is one of the reasons we are developing our seaport which will help in the transportation of minerals and other commodities.”

Speaking on the purpose of the visit, Edouard Dahome stated that the on-site assessment became important to finalize investment in gas needed to power the energy sector of Benin Republic.

Dahome noted, “A few years ago, we decided that we will no longer accept the situation that we were in, which is that all the energy which we consumed was coming from abroad, either Nigeria or Ghana. So, we decided to be in a position to generate the energy that we are using.

“We built the first plant which has started generating today and we are talking about the need for gas for this plant which is about 40 megawatts as well as the other projects. Our objective is to become self-sufficient in terms of energy generation.”

Also, the Managing Director of Edo State Investment Promotion Office, ESIPO, Mr. Kelvin Uwaibi added that the state is open to receiving investments from public, private, and international investors, encouraging the government of Benin Republic to take advantage of the investment opportunities in the state.

He said, “Edo State is very attractive because it has the largest onshore gas reserve in the country. We are also a logistics hub which gives it access to markets all over Nigeria. Apart from the River Port, we are developing a dry port in Benin City.

“Most of the energy infrastructure comes through Edo State and as we speak, we are generating over 1000 megawatts of power that goes into the national grid and that makes us an energy hub. Also, with companies like Duport being here, it's an opportunity to expand our platforms.”

On his part, the Chairman of Duport Midstream Energy Park, Akindele Akintoye appreciated the state government for the support, noting that the company, apart from gas and refining, generates power and stores and restores data.

The Edo State Governor, Mr. Godwin Obaseki, has said the State is brimming with opportunities for the deployment of smart technologies, especially as it makes progress in developing the Benin City Masterplan and Edo Regional Development Plan, a 30-year project to transform the State into the best place to live, work, learn and relax.

The governor said this while giving a presentation in Taipei, Taiwan, at the 2023 Smart City Summit and Expo (SCSE) tagged, “Digital Transformation & Green Transition,” taking place in Taipei and Kaohsiung from March 28th to April 1st, 2023.

The event is expected to bring together over 150,000 visitors and more than 600 exhibitors, with 1000 matchmaking sessions and over 60 forums.

According to the governor, the state government has driven reforms across various sectors of the State by prioritizing digital transformation, green transition, and redefining living spaces.

He said the State is developing a new city known as Coral City as well as the Edo Museum for West African Art (EMOWAA) and deepening digital infrastructure and would welcome investors to tap from the vast opportunities provided by the ambitious plans.

On the government’s effort at promoting e-governance, he said “We have attained full automation of government processes; increased operational efficiencies and public service delivery; transformed public service delivery by streamlining operations; enabled remote working in a secure environment and are saving the planet by going paperless.”

The governor reeled out achievements in deploying technology to improve healthcare and education and the far-reaching investment in the state’s digital infrastructure such as the 1,200km fibre infrastructure being extended across the state’s 18 local councils.

He said different plans are in place to transform the state into a modern living space including the medical masterplan, education masterplan, agric masterplan (Edo Oil Palm Programme), technology masterplan, transport master plan and tourism master plan like EMOWAA, Benin Creative and Cultural District and Film Village.

Obaseki noted that the EMOWAA is a world-class center for heritage management, research and innovation in the heart of the historic city of Benin, the capital of Edo State.

According to him, “It will host the collections facility, the archeological and materials science lab, the digital collections and resources center, and a space for learning and exchange.”

The Edo State Governor, Mr. Godwin Obaseki, has called on Muslim faithful to propagate the virtues of piety and compassion during the Ramadan season.

In a statement to mark the beginning of the Holy month of Ramadan, the governor said the 30-day Ramadan fast, which is characterized by abstinence from food and drinks from dawn to dusk, is a period to reflect on the virtues of Islam and promote good neighbourliness.

“As the Muslim faithful embark on this fasting period, I implore you all to uphold the virtues of love, introspection, and compassion. It is a time to imbibe good neighbourliness and extend a helping hand to the needy in society.”

“In the face of the harsh economic realities, Ramadan provides us an opportunity to bond and show love to our friends and acquaintances,” the governor added.

…assures reconstruction of Ugo-Egbokor-Ogan Road

The Edo State Governor, Mr. Godwin Obaseki, on Monday, inspected the Duport Energy Park promoted by the Nigerian Content Development and Monitoring Board (NCDMB) and Duport Midstream Company Limited in Orhionmwon Local Government Area (LGA) of the state.

The Energy Park has 10,000 barrel-per-day refining capacity, a 50 megawatts plant capacity, a 60 million scf gas processing plant and over 100 RAM data bank centre. The facility, on the back of ease of doing business reforms by the Obaseki-led administration, is the second refinery completed in the state, following closely behind the 6000bpd Edo Refinery constructed by AIPCC Energy Limited and Peiyang Chemical Equipment Company Limited.

The governor was accompanied on the inspection by the Commissioners for Communication and Orientation, Chris Nehikhare; Roads and Bridges, Newton Okojie, and Oil and Gas, Ethan Uzamere, among others. Obaseki who was taken round the facility by Chairman of the Company, Mr. Akintoye Akindele said, “We are excited and pleased because all our Memorandum of Understanding (MOUs) are becoming a reality. I am here to personally see the progress of work here in this facility after my presentation to investors in Lagos State last week.”

He continued: “I am here to personally see the progress of work and witness the first day test run of this facility. As a government, we are here to witness another breakthrough and a major leap in terms of investment in the state. “We reiterate our support for what you are doing here, as this project is one of a kind and we will give it 100 percent backing. This is the first Energy Park in Nigeria and the continent.

“Due to the benefits and advantages that we have in Edo State to have onshore oil and gas production, we are now attracting investors to utilize that production locally. Our goal is that every drop of crude oil and gas produced in Edo State is used here for our national development rather than exporting it. “The idea of this park is to bring in all the production of adjoining oil and gas fields; the oil is separated and refined to other products while the gas used and processed for electricity generation and sale. In a matter of a few months, we have to deregulate; that means gas will be cheaper.”

On the reconstruction of the Ugo-Egbokor-Evboeghae-Ogan Road leading to the facililty, Obaseki noted, “I have seen the roads infrastructure and we are here with our Commissioner for Roads and Bridges and immediately the rain subsides in the next few weeks, the contractor will come to site and begin to rehabilitate the road.” He added, “Edo State now has a new electricity law that creates an electricity market. This means that the government has the power and authority to give licenses to people who want to do electricity businesses in Edo State. Now that you have the capacity, l urge and encourage you to expand that capacity to about 50 megawatts and encourage distributors to come in and buy power so that they can sell electricity to some areas. We are interested in attracting investors to Abudu, Evbuesi and surrounding communities.

“As a government, we will be sensitizing communities and finalise our plans to design a whole new town around the oil and gas operation in this location between Oben, Ugo and Evbuesi. The new town will have all the modern facilities required.” Chairman, Duport Midstream Energy Park, Mr. Akintoye Akindele said his organisation have built a scalable facility with the infrastructure for a 10,000 barrel per day refinery, adding, “Our starting capacity is 2,500 barrel of refining capacity per day; 5 megawatts power capacity, 40 million scuff of gas capacity and 80 RAM data centre.”

The Edo State Government has urged small businesses in the state to take advantage of grants under the Edo-Cares programme, so as to grow their businesses and contribute to the state’s economic development.

Managing Director of Edo State Skills Development Agency, EdoJobs, Mrs. Ukinebo Dare, who said this at the unveiling of the grants, said the Edo-Cares programme, which was domesticated in Edo State from the Federal Government and World Bank partnership on COVID-19 Action Recovery Economic Stimulus (NG-CARES), will provide succour for Micro and Small Enterprises (MSEs) impacted by the pandemic in the country.

She noted that the Edo-Cares grant, an emergency state-level intervention programme, is designed to support micro and small enterprises in Edo State affected by the economic crisis caused by the Covid-19 pandemic.

Dare said entrepreneurs in the state can now access business support grants in the form of credit grants, operational grant and IT enhancement grant, to expand and scale up their businesses and thereby improve the economic capacity of the state.

She urged business owners to take advantage of the opportunity, noting that the Edo-CARES grant offers businesses the opportunity to build their businesses, pay off business debts, enhance their working environment as well as scale up employment rate in the state.

“In addition, business owners can gain access to technology tools such as e-commerce website, POS, computers, mobile applications, under the IT Enhancement grant category, and business supplies, rent, salaries, utilities, solar panels, under the Operational grant category and also the Credit grant category where business owners can gain access to funds to pay off existing loans.

“Entrepreneurs in Edo state are encouraged to apply for this opportunity via the website, https://cares.plax.ng/edo. Interested business owners can also visit any of Edo Job Centres across the state,” she said.

Obaseki receives wives of Southern Governors, urges collaboration to tackle food security

…pledges reforms to end violence against women, girls

The Edo State Governor, Mr. Godwin Obaseki, on Thursday, received members of the Southern Governors Wife Forum (SGWF), charging them on the need to support efforts at checking food insecurity.

The governor, who received the guests led by the chairman of the forum and the wife of Osun State Governor, Mrs. Kafayat Oyetola, at the Government House, Benin City, said his government will sustain reforms and programmes to end all forms of gender violence against women and girls in the state.

Obaseki, also received his Akwa Ibom State counterpart, Udom Emmanuel, who was in the state to seek the support of Peoples Democratic Party (PDP) delegates ahead of the party’s primaries for the presidential race.

Addressing members of the Southern Governors Wife Forum, the governor said his government “will continue to demonstrate the political will to support and protect young boys and girls against sexual based violence. Be rest assured that, as a government, we will continue to support your efforts along this line.”

Members of the SGWF include the first ladies of Edo, Osun, Akwa Ibom, Bayelsa, Abia, Ogun, Ekiti, Delta, Lagos and Oyo States.”

Obaseki said, “Protection of rights is key to our administration as we have committed lots of resources to this. We already have a budget planning for gender-based violence (GBV) in our budget this year. We will continue to pull in resources to support the GVB centers across the 18 local government areas in Edo State.”

Noting that his administration is gender sensitive, Obaseki noted that he appointed eight female commissioners as a part of his cabinet.

He noted, “We don’t play with gender issues in Edo State. We are in line with what the SGWF represents as the group. They represent unity in Nigeria. Despite the divide in our political outlook, you continue to work very closely as if there is no divide. It’s significant for the unity of this country. If there is anything we need the most today, it is the unity of the country. You represent unity; you epitomize unity of Nigeria.”

Narrating some of the government’s efforts in tackling gender-based violence in the state, Obaseki added, “We were worst hit several years ago when a young lady, Vivian Ogu, was murdered in the state on the account of sexual violence. We were also united to condemn the act on the murder of Omozuwa Uwaila, who was also sexually abused and murdered.

“The state understands the pain the victims and their families go through. As a state, we have zero tolerance for sexual based violence in the state.”

He further noted, “Our EdoBEST programme is to make sure our pupils learn and get knowledge while going to school. We will continue to emphasize girl-child education.

“Also, we are focusing on drug abuse. As a state, we are collaborating with relevant agencies to stem the rising tide of drug abuse.”

On checking food insecurity, the governor stated, “Our country is going through a trying and difficult time following the amount of increase in food prices in Nigeria in the last two months. This has thrown millions of Nigerians into hunger as people are being pushed into hunger. You must raise your voices to enable us to address this issue like we have done with gender-based violence and drug abuse in states.

“We should put pressure on federal authorities that rather than subsidising petrol, we should move the subsidy to food so that people can eat well. We call on our mothers to join us so that we can prioritize the issue of food in Nigeria.”

Noting that the fight against gender-based violence has achieved remarkable progress, the Chairman Nigeria Governors Wife Forum (NGWF), Orelu Bisi Adeleye Fayemi said, “The group thanked our husbands under the Nigeria Governors Forum (NGF) for their support and encouragement given to the NGWF on tackling gender- based violence in Nigeria.”

Mrs. Oyetola on her part commended the governor of Edo State for his developmental strides in the state, especially in education and human capacity development, adding, “Your Making Edo Great Again (MEGA) Agenda is quite inspiring and it’s transforming lives already in the state.”

Also, Edo First Lady, Mrs. Betsy Obaseki said the NGWF has shown capacity to promote unity in the country, urging governors to support women in their states to run for elective positions.
