You're right about Oyo being the prime kingdom in Yorubaland but you need to know that when Ibadan was formed, Oyo had become a very weak empire that even relied on Ibadan for protection and legitimacy.
Oyo was the foremost political empire but Ibadan was never a conquered or vassal state to it.
That's why Ibadan has a song that says they've never been conquered

It was actually a mix of Egba, Ijebu, Ife, Oyo, Yewa and others. The first Baale of Ibadan was Balogun Maye Okunade (an Ife warrior).

The Ga in Ghana would even tell you that they left Ife before the formation of Oyo. Oyo is recent in Yoruba kingdoms.

Ibadan also collected tribute from Eastern Yoruba lands (Ondo and Ekiti). Something the Oyo empire was never able to achieve.
