After they've achieved their aim they would make HIV drugs available to everybody like paracetamol.
Gonorrhea is a bacteria that can be cured by antibiotics provided a person dont keep contacting it as the body can develop resistance to antibiotics. HIV on the other hand is a virus and can only br managed. The drugs are also not cheap. Perhaps, people are getting it in Nigeria due to subsidy from countries like the US or UK else those drugs can easily cost over 1000 dollars a year.

Lagos has been surviving before amalgamation. The british chose lagos because the city was already booming with shipping trade.

Badagry was already a port during the reign of oyo empire.
Lagos developed lekki sea port on its own.
