There's option for create new account/upgrade.
pls kindly note that I've submitted my Gmail on Q.A for the first PayPal account I opened(didn't know about the Lesotho PayPal).
Please, what do you advice?

Snap your passport (hard copy with Camcorder app camera and upload it .
That's what I did and it worked

Click on generate application/slip, it will be downloaded it on your phone, if you using phone.

Hello house, for those having hitch with uploading their passports, you can resize with the application 'Camscanner'. That was what I used to snap my passport and I was able to upload it.
