Place all on same salary scale with civil servants, let dem enjoy the normal leave n its allowances, protect their families, provide good shelter (Police Barracks na no-go area ooo)... Make the Military and Police more attractive. Chai, even 9ja wan join the US marine, the interpol, DOD personnel, Metro Police...

A former Governor of Anambra State, Mr. Peter Obi, has condemned recent allegations that a former Minister of Finance, Dr. Ngozi Okonjo-Iweala, supervised the alleged embezzlement of some funds from the Excess Crude Account (ECA).

According to Obi, the release of funds from the ECA cannot be done without the approval by the president. This he said was the trend not just under former President Goodluck Jonathan, but also during the tenure of former presidents Olusegun Obasanjo and the late Umaru Musa Yar'Adua.

The former Anambra State governor said this during an interview with journalists.

Edo State Governor, Mr. Adams Oshiomhole, recently opened a floodgate of attacks against Okonjo-Iweala.

He had alleged that $20 billion was missing from the ECA and other sources. Thereafter, he said it was $10 billion, N720 billion and at another time he alleged that the amount was $2.1 billion. He had also accused the former minister of using $1 billion from the ECA to fund the re-election of former President Goodluck Jonathan.

But responding to questions from journalists, Obi said: "I don't think that was correct.Let me clarify it properly: There was never a time the National Economic Council (NEC), governors' forum or any other body approved the release of excess crude money.

"The release of excess crude money was only and only by the express approval of the president. The practice was that the Governors' Forum would meet and agree to appeal to the president to release funds to assist them in fulfilling their various states' obligations. I was a state governor during the presidencies of Obasanjo, Yar'Adua and Jonathan and the procedure was the same."

The former Anambra governor also described calls for the trial of the former finance minister as unfortunate, saying some Nigerians "have this attitude of trying to pull down our best.

"Okonjo-Iweala is a global star and only came back to serve her country and she did that with passion. We gain nothing trying to pull her down. We did it with Aruma Otteh, but we know what she is today?" he asked. Continuing, Obi said he had been in several meetings where the former minister woman "was almost crying," while urging governors and other policy makers to save for the rainy day.

"She advised that proceeds from excess crude sales should be saved in the Sovereign Wealth Fund for effective management. I have read newspaper reports that it is ironic that she spoke of a rainy day when it was already pouring.

"I personally remain indebted to her because it was from her persistent preaching on the need to save in the Sovereign Wealth Fund (SWF) that made me incorporate savings in foreign currency - that is why one third of it money we left on leaving office was in foreign currency, $156 million(N25 billion at that time). With interest now it would be about $170 million and with the current rate it is almost N40 billion," Obi revealed.

Furthermore, he advised state governors that are finding it difficult to meet their obligations to cultivate the attitude of saving. "Excess crude money should be saved in the SWF. No country will survive without saving for the future. Even in animals' kingdom, the ants saves for the rainy days. We must save bearing in mind that natural resources that we enjoy today are depleting assets.

"I have said severally that there is nothing wrong with bail-out or restructuring of debts, but I insist that such reliefs must be with conditions to instill fiscal discipline; else we make it a bad habit," he said.

President Muhammadu Buhari has said that the United States and other countries in the West, particularly the G-7 nations, are eager to assist in Nigeria’s development and growth, given the right conditions and cooperation from Nigeria.

The President said this in Abuja on Monday, July 27, 2015 as a guest on a television programme, “Good Morning Nigeria.”

Speaking on his recent working trip to the United States, Buhari said: “Americans are willing to help us, they understand our problems, they sympathise with us. This I think you ought to know, from the time the secretary of state came here before the elections.

“He saw the former President, INEC, the opposition too. America’s stand is that they are not going to accept anything done in Nigeria outside the Constitution of Nigeria and outside the Electoral Act.

Buhari also commented on the 2015 general elections, stating that former President Goodluck Jonathan, conceded the 2015 presidential election to him “reluctantly.”

Similarly, the President restated his commitment to recover all stolen money belonging to Nigeria and see that those involved in such crimes, particularly crude oil theft, are brought to book.

“Now you know what was done to threaten the last election, including threatening INEC by telling them that their security could not be guaranteed and they added six weeks extension to the time of the election. Luckily, APC won the election and then, reluctantly, the opposition conceded and the rest, as they say, is history.”

The President also addressed the counter-terror operations in the North-East against Boko Haram, hinting that the Nigerian military was incapacitated in certain areas.

Buhari said: “It is not that we do not have trained personnel, not that we don’t have basic infrastructure, but the problem is that in spite of the money allegedly spent on the operations, the air force is virtually nonexistent. The aircraft are not serviceable, the helicopters are not serviceable and they are few. There is the need for the air force to conduct a reconnaissance and support the ground troops.

“The arrangement made by the former government will soon expire. We have made this clear to America and G-7 and we need their cooperation.

“This problem is not only in the North-East; we have a problem in the Gulf of Guinea, which you know is between Senegal and Angola and the incredible theft of Nigerian crude in an average of more than 250,000 barrels per day, which is being illegally loaded from our terminals by unpatriotic Nigerians that only consider their own selfish interests to get money.

“We registered the support and cooperation of the U.S. and other countries, who sympathise with us, to make sure the Gulf of Guinea is secured so as to make it difficult for crude thieves to load at our terminals and transport it all over the world.”

A Federal High Court in Lagos on Monday, July 27, 2015, granted an ex-parte motion filed by the prospective students of University of Lagos (UNILAG) seeking to challenge the decision of the institution and the Joint Admissions and Matriculation Board (JAMB) to deny them admission based on the 250 cut off mark.

Justice Mohammed Idris, while granting the motion, said it would be in the interest of justice to grant the motion for judicial review of the actions of JAMB and UNILAG.

The court also adjourned to August 10, 2015 for hearing of the suit. The next hearing date is barely two days to the entrance examination of UNILAG popularly known as post-Unified Tertiary Matriculation Examinations (UTME).

The prospective students had sued JAMB, its registrar, Professor Dibu Ojerinde; UNILAG and its Vice Chancellor, Professor Rahmon Bello, to challenge the plan by the defendants to prevent them from participating in the post-UTME pursuant to the 250 cut off mark.

The nine plaintiffs, with their UTME scores are Kofoworola Olukanmi with 235 marks; Mojisola Sholola, 247 marks; Mojisola Ajetunmobi, 239 marks; Ayomide Olajide, 228 marks and Joseph Omotosho, 247 marks.

Others are Olabimpe Oladipupo, 228 marks; Chijioke Nwachukwu, 233 marks; Saviour Echedom, 235 marks and Adebola Ekungomi, 223 marks

The nine students, in the suit filed by their lawyers, Kayode Idowu and Alex Ogedengbe, are seeking an order prohibiting the removal of their names from the list of candidates eligible to sit for the 2015 UNILAG’s post-UTME scheduled for August 12 and 13.

They are also seeking the leave of the court to apply for an order of mandamus to compel UNILAG and its VC to sell the post-UTME forms to them so they could sit for the exams.

In a 22-paragraph affidavit of urgency filed in support of the ex parte application, the students explained that they bought the UTME forms and sat for the exams on March 14 on the published condition that if they scored 180 marks and above they would be eligible sit for UNILAG’s post-UTME.

They, however, alleged that few days to the commencement of the sale of post-UTME forms for Unilag, their names were removed from the list of eligible candidates by JAMB and its Registrar, Ojerinde.

They averred that following the decision of JAMB to remove their names from the list, UNILAG had refused to sell post-UTME forms to them, a situation, which, they claimed, would deprive them the right to compete for admission in the university of their choice.

They also accused JAMB and Ojerinde of forwarding their names to private universities as against their wish.

They averred that the media had also reported Ojerinde to have directed that names of any student who scored below 250 marks should be forwarded to private universities.

They averred that a pre-litigation letter written by their lawyer to JAMB and UNILAG on July 16 to rescind the decision was ignored.

They further averred that their attempt to serve notices on JAMB and UNILAG in their offices were resisted and they were prevented entrance.

The refusal to allow them entrance into the Registrar’s Office, University of Lagos, according to them, was what led to an open peaceful protest at the Amphi Theatre of the Students’ Union Building on Wednesday, July 22, 2015.

The students, who said that they were running against time, added that they had decided to come to court because “it would be unreasonable to continue to wait for the unwilling respondents, whose press releases and public responses on the matter have not shown any inkling of seriousness in addressing the appeal and the fact that time is of the essence.”

Meanwhile, the Socio-Economic Rights and Accountability Project (SERAP) has also filed another suit before the Federal High Court in Lagos against JAMB and UNILAG to challenge the decision to of the educational bodies on the 250 cut off mark.

Executive Director of the group, Adetokunbo Mumuni, who filed the suit on behalf of some affected applicants, is seeking an order restraining JAMB and UNILAG from implementing the decision.

Mumuni is contending that the provision of Section 5 (1) (C) (iii) of JAMB Act clearly stated that preferences of candidates in terms of the university they choose to attend are sacrosanct, adding that the decision of UNILAG could not override the clear provision of the law.

The applicants, on whose behalf SERAP filed the suit are Adeola Hammed Abayomi, Abass Ololade and Abass Ajibola.

Apart from JAMB and UNILAG, other defendants in the suit are Permanent Secretaries of both Federal Ministry of Justice and Education.

No date has been fixed for hearing.
