Buhari thought he can fight corruption that his way not remembering the three arms of govt is a watchdog.

It is very easy to create new States in Nigeria in absolute power(dictator) than a decentralized govt, same is applicable to corruption. Am not actually in support of corrupt govt but Buhari never outline his convincing road map in his intending fight against corruption because that his old way can't work under democratic dispensation unless he was planning to take us back to military absolutism.
