the real risk here is environmental pollution as they are definitely spilling diesel on the ground from where it will get into the ground water . they are getting away with this because the ground water is already salty so no one in the area has boreholes

as to fire - i would be more worried if it was petrol. diesel has a much higher flash point than petrol so it will take alot more carelessness for you to get a fire
