Abuja – President Goodluck Jonathan on Wednesday summoned a meeting on the resolution of the loss of the 76 oil wells by Cross River to Akwa Ibom. Jonathan was represented at the meeting by Vice-President Namadi Sambo, while the governors of Cross River and Akwa Ibom, Sen. Liyel Imoke, and Chief Godswill Akpabio, were respectively in attendance. Others at the meeting were the Chairman, Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC), Mr Elias Mbam, and the Director-General, National Boundary Commission, Alhaji Mohammed Ahmed. A statement issued by Malam Umar Sani, the Senior Special Assistant to the Vice-President on Media, said the meeting examined the judgment of the Supreme Court on the matter. “While making a presentation, the Chairman Revenue Mobilisation Allocation and Fiscal Commission stated that the commission met many times to find ways to advise government on the need to provide succour to Cross River due to the financial discomfort it suffered by the judgment of the Supreme Court. “The Revenue Mobilisation Allocation and Fiscal Commission Act, especially Section 5, sub-section 7 stipulates that for the purposes of the Act and for avoidance of doubt, where any state of the federation suffers any loss which is outside its control, the Stabilisation Fund shall be used to give succour to such a state,” the statement said. It said the meeting also examined the new security challenges posed at the Bakassi Peninsula on the loss of innocent lives through the activities of some foreign bodies. The meeting further noted that as the Green Tree Agreement is nearing expiration and that measures should be taken to address such security challenges. The vice-president directed that a detailed report with relevant evidence be provided to enable government to act decisively. Addressing State House Correspondents after the meeting, Akpabio said the meeting also examined the challenges of insecurity in the Bakassi Peninsular. He said “for me, it was a very good meeting and we discussed how to ensure that our sister state of Cross River is also happy with the situation, so that the challenges they may be facing may be ameliorated in a way that will show that there is really a sense of belonging to the Nigerian federation. “Re-settlement will continue to be a problem because of some of our people who opted to remain in the peninsula by 2013 when the final withdrawal of who wants to be a citizen and who wants to remain. “I think we still have the problem of influx of people into the country. It is proper that we begin to prepare for refugee crises that may still rare its head outside those who are already here now.’’ On the issue of Nigeria buying over the peninsula, Akpabio said the idea would be pursued by the Federal Government “if the price is not too high’’. Federal Executive Council on Wednesday approved a request by the Ministry of Works to rehabilitate federal roads affected by the recent floods in parts of the country. This followed a directive by President Goodluck Jonathan that all bad roads, particularly the ones affected by the recent floods must be rehabilitated before Christmas and New Year. Ministers, who briefed State House correspondents on the outcome of the weekly FEC meeting, were Mr. Mike Onolememen (Works); Mrs. Omobola Johnson (Communication Technology); and Chief Olajumoke Akinjide (Minister of State, Federal Capital Territory), as well as presidential spokesman, Dr. Reuben Abati. Onolememen said with the council’s approval, federal roads damaged by flood would be repaired. He said work had started on some federal roads in Kano, Plateau and Enugu states. He said, “As a result of heavy rains in parts of the country this year coupled with the overflow of the River Niger and River Benue, roads across the country were seriously affected. “Today, the FEC approved that a special programme for the maintenance and rehabilitation of major arterial roads should be immediately carried out by the ministry. “We are already working on Katsina-Kano Road, where there was a major washout. We are working on three locations in Plateau State. We are already working on the Enugu-Port-Harcourt alignment and other roads across the country. “I want to assure Nigerians that we would do all we can to ensure that the roads are motorable to guarantee safe and comfortable motoring to various parts of the country.” Also, the FEC approved a contract for the construction of a 220-bed general hospital for the Gwarimpa District of the FCT. Akinjide said the first, phase, which includes the construction of the main hospital block, fencing, accommodation for medical staff, a mortuary and an incinerator, was awarded for N3bn with a completion period of 86 weeks. The minister said the council also approved a contract for the construction of headquarters of the Code of Conduct Bureau in the Central Business District of the FCT. She said the contract for the 13-storey building was awarded for N8.7bn with a completion period of 36 months. Akinjide said the contract originally awarded in 2010 for N3.5bn was reviewed upward because of the development control provision making it mandatory for buildings in the CBD to have one multi-level car parks. Abuja—President Goodluck Jonathan has vowed to get to the root of those who have stolen from the petroleum industry, insisting that there would be no cover up in the implementation of the Mallam Nuhu Ribadu committee’s report when received on Friday. A statement by Dr. Doyin Okupe, Senior Special Assistant, Public Affairs, said the accusation by the Save Nigeria Group, SNG, and the All Nigeria Peoples Party, ANPP, that the Federal Government is trying to cover up the conclusion of the Ribadu report is baseless and unfounded. He said: “President Goodluck Jonathan should be commended for his personal resolve to fight institutionalized corruption in Nigeria. President Jonathan ordered the probe of the Oil Industry for the period of ten years (2002 – 2011), which also covers the tenure of his administration. Boko Haram: Nigeria, Niger agree on joint border patrols In order to check the security challenge posed by Boko Haram, Nigeria and the Republic of Niger have agreed to immediate take off of the joint border patrols along the border between the two countries. Similarly the two countries also agreed to equip their National Boundary Commissions with requisite logistics to ensure fast re-demarcation of the Nigeria-Niger International boundary. Concerning the political situation in Mali, the two leaders jointly agreed on the need to assist Mali in regaining it’s territory. In this regards, both leaders adopted the setting up of an international military force for Mali by the United Nations Security Council.They argued that the reunification of the country will facilitate restoration of democracy and re-establishment of the state authority nationwide. Also as part of the efforts to boost trade between both nations, the two leaders directed their relevant authorities to ensure the completion of the road construction work and also the feasibility studies of the rail links aimed at connecting both countries. “the two heads of state also directed the Nigeria-Niger joint commission to ensure the completion of the road construction work of all remaining short stretches and the feasibility studies of rail links aimed at connecting both countries.” Already, President Goodluck Jonathan has said that the feasibility studies for the rail link will commence 2013. On the equitable sharing and utilization of the common water resources of both countries, the two heads of state observed that obstacles relating to the conveyance of water from dams located on both sides of borderline were yet to be overcome. It therefore instructed, “to enforce the spirit of understanding and cooperation and at the same time take appropriate measures for the effective release of water and execution/realization of hydro-agricultural schemes” Earlier in an address at the session, President Jonathan enjoined law enforcement agents, financial institutions and other relevant agencies to devise means and ways of stemming the activities of human and drug trafficking and business fraudsters. He also revealed that the modus operandi for the joint border patrol exercise has been worked out adding that what was left “is the provision of vehicles for the joint patrol teams.” He however assured that on the part of the country, the issue will be given expeditious attention, “as the pains inflicted on our economy by the activities of these cross-border crimes have become very grave. On the ongoing international road linking both countries, President Jonathan assured that the country is willing to take adequate steps to support the completion of the project, construction of new roads as well as rehabilitation of the existing ones. On the proposed rail link, he said his administration will lend it’s support to it’s realization. Many today believe that TINUBU'S has, through the back door, admitted that he bribed Ayo Salami the embattled former president of Court of Appeal. It would be recalled that Salami was alleged to have been involved in alleged unethical practices in the determination of governorship appeals in Osun, Ekiti, Ondo, and Sokoto states. In the West particularly, Salami was petitioned over alleged inappropriate calls between the jurists and politicians of ACN. FORMER head of state, General Abdulsalami Abubakar’s company, Integrated Energy Distribution and Marketing Limited, won four distribution companies that were created out of the Power Holding Company of Nigeria (PHCN). They are Ibadan, Eko and Ikeja distribution companies with 17.46 per cent, 21.43 per cent and 22.51 per cent respectively. Also, the company, as the sole bidder, won the Yola distribution company with 18.58 per cent. Interstate Electrics, owned by Emeka Offor, won the bid for Abuja Distribution Company with 21.62 per cent, while Gbolade Osibodu’s Vigeo Power Consortium won Benin Disco with 21.78 per cent. Others on the winning side include Aura Energy Limited, which won Jos Disco; Sahelian Power SPV Limited won Kano Disco, whereas Port Harcourt Disco was won by Power Consortium with 19.55 per cent. Action Congress of Nigeria (ACN) national leader, Senator Bola Ahmed Tinubu’s Oando Consortium and Oba Otudeko’s Honeywell Energy Resources which bid for Eko Disco and Ikeja Disco lost to Integrated Energy Distribution and Marketing Limited in the two competitions. The chairman, Technical Committee, National Privatisation Council (NCP), Mr Atedo Peterside, noted in his speech that the bids for the four distribution companies were not like the usual bids as the Federal Government would not be placing much emphasis on money, even though certain amount of money would still be paid. According to him, the ranking of the bidders would be based on the Aggregate Technical Commercial and Collection (ATC&C) loss reduction proposals submitted to the BPE along with technical proposals and the amount to be paid by each distribution company had been determined by the Nigeria Electricity Regulatory Commission (NERC) and included in the Multi Year Tarrif Order that became effective on June 1, 2012. He said the council would use a fit and proper examination to identify serious companies which not only wants to make profit but wants to provide services. “The use of this method for the selection of core investors for distribution companies is a clear departure from the NCP’s usual practice of awarding companies to the bidder who makes the highest financial offer to purchase an asset after being technically qualified,” he said. “Furthermore, ATC & C loss levels will provide Nigerian consumers and other stakeholders with specific parameters with which to measure the outcome of the power sector reform and privatisation. “Indeed, successful bidders are contractually bound to deliver on the ATC&C loss reduction levels they have submitted. Accordingly, the bidder offering the highest ATC & C loss reduction is in a leading position subject to the ground rules. “The regulator will not adjust tariffs upwards to accommodate the inability of a Disco operator to deliver on the ATC & C levels that they commit to. Rather tariffs will be adjusted downward annually to reflect the agreed ATC & C loss levels irrespective of the operator’s ability to meet its contractual obligation,” he said. Peterside also disclosed that the envisaged total proceeds from the sale of 60 per cent of the 10 Discos being offered for sale is N197.25 billion, adding that the NCP, as a matter of deliberate strategic choice, raised the qualification bar to ensure that only operators who were technically qualified and financially sound could make it to the finishing line. “The NCP is fairly confident that this process will produce the most appropriate core investors and fulfill the government’s objectives of rapid transformation of the sector,” he said. Earlier, Director-General of Bureau of Public Enterprises (BPE), Ms Bolanle Onagoruwa, had said that in transmission, BPE has retained 100 per cent ownership of the Transmission Company of Nigeria but with a management contract in place that would bring in Manitoba Hydro International as a management contractor, which would be supervised by a capable Board of Directors from both the public and private sectors. Also, in the distribution sector, the council had focused on adopting a method that would maximise rapid infrastructure improvement. “In essence, we have focused less on proceeds from asset sales, even though we will receive substantial proceeds. Instead, we have emphasised the need for preferred bidders to display the ability to immediately bring in investments that will remove the very high loss profiles of all the 11 distribution companies. In other words, preferred bidders will be selected on the basis of efficiency improvements, that is, the reduction of Aggregate Technical, Commercial and Collection (ATC&C) losses that they can achieve over a five-year period. “In designing the model for the selection of the preferred bidder, BPE has taken into consideration the fact that the current Aggregate Technical, Commercial and Collection (ATC&C) losses sustained by the various distribution companies are estimated at between 35 and 40 per cent of the power wheeled to them. This level of losses is unsustainable, and if not halted will continue to make the Nigerian Electricity Supply Industry absolutely unviable for full and unsubsidised private sector participation. Furthermore, this privatisation strategy is built around the Multi Year Tariff Order (MYTO 2) issued by the Nigeria Electricity Regulatory Commission (NERC), which essentially sets out the commercial and economic indices that provide the financial model for the entire sector. MYTO 2 stipulates the annual investment requirement, allowable operational expenditure approved rate of return on equity and other allowable expenses for each distribution company. The Mimiko Campaign Organisation has advised the ACN leader, Bola Tinubu, to behave like a statesman worthy of the toga of the national leader of a political party rather than like a common street boy in his manners and utterances. The organisation gave the advice to Tinubu in Akure following what it termed “unwarranted verbal attacks” by him against the person of the Ondo State Governor, Dr. Olusegun Mimiko. It expressed regret that a leader could employ the use of raw and dirty language. The MCO’s Director of Publicity and Media Relations, Mr Kolawole Olabisi, while berating Tinubu, stated that there was nothing to show for it in the state under the ACN governors. “Pray, isn’t it absurd that Tinubu could be asking the people to vote for his party when all over the South-west where he controls, governance is at it lowest ebb. It has been industrial disputes galore as workers and government are at loggerhead over unpaid salaries and emoluments. Students of higher institutions are groaning while they pay through their noses. Yet, they say they want to capture Ondo State which is better governed than any of these states and has become a benchmark in the art of good governance in Nigeria. “When the so-called leaders dance naked on national television and unleash verbal abuses on a sitting governor of a state who has done nothing but high sense of respect for him as well as assault the sensibility of the people of Ondo State, then such leaders should be prepared to be disgraced. “How can a leader also ask the people of Ondo State to re-enact the terrible episode of the 1983 election violence if his party should lose the election? “We urged the security operatives to be abreast of all the vituperation and pure incitement of the people by Tinubu and other leaders of the ACN at today’s so-called redemption rally of theirs and take note of unfolding events as the election approaches, “ MCO advised Meanwhile, Tinubu has described Mimiko as a liar for saying that he did not collect any money from him during his struggle to reclaim his mandate. Speaking at a rally to round off ACN’s national campaign for its candidate in this weekend’s gubernatorial election held at the Democracy Park in the heart of Akure, the state capital, Tinubu alongside the governors of Oyo, Ekiti, Osun, Lagos and Edo States said it was only when all the states in the South-west came under one political umbrella that the issue of integration can be possible and which would strengthen the old Western Region politically, socially and economically. The remarks of each of the speakers, who asked the electorate to reject Mimiko from the Alagbaka Government House, was the waving of red card to signify the sending out of the incumbent from office. While asking the electorate to protect their votes, the former governor of Ogun State, Segun Osoba and Tinubu urged the people to do what they did to those who rigged election in 1983. Osoba, who said the people of the state remained in the forefront of rejecting rigging in 1983, asked them to come out early in the morning, cast their votes and protect same like they did in 1983 when popular candidates were rigged out in the South West states. Asset Management Corporation of Nigeria, AMCON, yesterday, described as false, claims by the House of Representatives that the settlement of about N140.91 billion debt owed the Corporation by oil magnate, Mr. Femi Otedola, was shrouded in secrecy. Mr. Mustapha Chike-Obi, Managing Director/CEO, AMCON, told Vanguard that the corporation had restructured and recovered loans worth about N1 trillion since 2010, when it was inaugurated. Though the AMCON Act permits it to carry out transactions without recourse to anyone, except the Central Bank of Nigeria, CBN, which regulates its activities, the AMCON chief executive said he was ready to lay bare the details of their transactions with Otedola if asked. He said the House of Representatives never consulted him before arriving at its conclusion, adding, “I reject it. I reject that term secret. AMCON had a proper and clear process for restructuring loans. “It is not secret. Although constituting a committee to exercise the oversight function which is their Constitutional responsibility is a welcome development, making someone with CRIMINAL RECORDS A CHAIRMAN DEFEATS THE PURPOSE FOR WHICH THE COMMITTEE WAS CONSTITUTED. It would be recalled that GBAJABIAMILA has been exposed as a fraud, who admitted to theft of his Clients funds while serving as an Attorney in the US.
