The regions would be the "states" as in US style states. they should have their own constitutions.
For maximum political stability, groups that historically fight one another should not be in same regions. They can do so if they insist, but they should be advised to make wise decision because these regions should be strong enough to survive politically. troublesome towns like warri and jos could be directly administered by the fed govt.

my ijaw friend, this was only a suggestion. i'm sure itshekiri can talk for themselves. they don't need you to remind them of their territory. the idea is that some minority may want to join a majority region than stay in a region where they always fight with other minority like ijaw.

This arrangement will ensure that each region gets zero allocation from the fed govt. The regions should be paying the fed government for maintenance of military,foreign affairs, customs and immigration.
if you generate $10 billion in your region, you keep a substantial percentage of it. based on your cultural and political situation, you can create states, municipalities, councils or whatever local goverment system you want. the regions should be in charge of education, police, health, tourism, commerce, industry. in terms of commerce, the fed govt should only handle things like import/export duties and pay it back to originating states while keeping some.

@alj_harem, that is why i said that each region can create as many states as it wants
itshekiri can even have its own state inside of SW region. the main point is that they would feel more at home in SW than in SS. Each region will address all these issues. i would even want about 4 regions for the whole of Nigeria.
Each region can design its own future through conferences and agreements.

When the geopolitical zones are redrawn to reflect common sense and address minority fears, effectively putting agitating minorities within their own regions, the rest of the country would be more stable. Some minority may choose to be in majority regions (eg Itshekiri may prefer SW region) too; don't forget that, In the East, we can have as many states as are demanded by whoever provided it brings stability to the region. So the Abia state scenario will never arise. Don't forget that resource control will be in full force. Current system will never work in a million years.

How did Ekiti come to owe $36.201million? Why are all the biggest borrowers in the west? of the top 10 debtors, 5 are SW states.  cry am i missing something?

The smartest and most practical solution is two-folds. (a) The first is to abolish the local government system. (b)The second is to create new regional governments above current geopolitical zones with minor boundary adjustments to reflect reality and address concerns that arise from this. The Fed govt should allocate all funds to the regional governments which should then decide how to share it within the regional states. Any region can create any number of states or counties  or development areas it chooses. The regions can decide to create police forces at the regional and/or state levels, and they must fund them completely. Regions should control resources and pay 50% or less to the fed govt. This strategy would face the least resistance from current "eaters".
