President-elect Muhammadu Buhari needs N1 trillion naira on May 29, 2015 or within his first 90 days in office. Clearly, nobody is pretending anymore that Nigeria is not broke. President Jonathan’s finance minister/the coordinating minister of the economy, Mrs. Ngozi Okonjo-Iweala, has given up any pretense that she has a clue as to how to rescue Nigeria’s economy from total collapse. Recently, she confessed that sourcing where to borrow money has been more than a nightmare. In her own words, it has been causing her hypertension. And borrowing, she had been doing with alacrity. The Central Bank of Nigeria recently announced that the federal government has over-spent by N365.3bn between July-Dec 2014. The minister herself announced that, "We've borrowed N473bn out of the N882bn we are allowed to borrow this year.” So there is no room to borrow a lot more. And borrowing to pay workers’ salaries and pay oil marketers for oil subsidy is as dumb as throwing bags of money into River Niger. Meanwhile, Nigeria’s debt profile has risen to N12 trillion, which is about three times our annual budget. Despite the staggering debt ratio to the size of Nigeria’s economy, Nigeria still needs to pay workers. And since President Jonathan and Ngozi Okonjo-Iweala decided to include only about N150 billion in the 2015 budget for oil subsidy, when in the last four years they have spent an average of N800 billion a year, there is an urgent need for money to keep the basic elements of the economy going as the new government settles in. The Nigerian workers cannot go for another three months without pay. The consequences of that for the new government will be dire. And the Nigerian consumers of petrol cannot go for another three months of long lines at gas stations and live with fuel sold at exorbitant prices. And that will continue until oil marketers are paid the outstanding debt owed them or someone figured out how to stop them from holding Nigeria hostage. In the last 16 years of the People’s Democratic Party rule, the political class squandered an equivalent of $500 billion US dollars. To go back to find the books, including those already reduced to ashes, open them, separate the scratched off figures from the original figures and prosecute those whose fingerprints were on the record books would be a difficult task. An easier way would be a mixture of plea-bargains, fees, surcharges, amnesties and luxury taxes imposed on these categories of past and present officials, all aimed at recovering a fraction of our commonwealth fleeced over the last 16 years. So here are the top ten places President Jonathan can get N1 trillion naira. 1.) Go to the 36 governors that served with Olusegun Obasanjo from 1999 - 2007. Offer them immunity from prosecution if they will all return N2.5 billion naira each for every four years in power. Those who spent eight years in office should return N5 billion each. After all, most of them were facing charges totaling over N100 billion before their files disappeared from the EFCC. That will give President Buhari N180 billion naira. 2.) Go to the 36 governors that served with Umaru Ya’Adua and Goodluck Jonathan from 2007 - 2015. Offer them immunity from prosecution if they will all return N5 billion naira each for every four years in power. Those who spent eight years in office should return N10 billion each. After all, most of them collected over N2.5 bn each year as security votes. That will give President Buhari N360 billion naira. 3. Get all former Directors of the NNPC in the last 16 years. Offer them immunity from prosecution if they will all return N1billion for every year they were directors. Having been part of an agency of the government that does not know how much oil the multinational corporations are drilling out each day and cannot account for the crude oil dedicated for domestic consumption, and have failed to report revenues from natural gas sales in years, they should each give the government N1 billion and we let bygone be bygone. This will give Buhari at least N100 billion. 3.) President Buhari should cancel all import waivers given to religious leaders in Nigeria for 2015. Nigeria lost billions of naira just on the waivers given to Pastors Adeboye, Oyedepo, Oritsejafor and their likes under the Obasanjo-Jonathan administration - waivers they used to import expensive cars and luxury goods. Who knows what the big Imams get in waivers? Right there, another N50 billion will be readily available. 4.) A 50% cut in the salaries and allowances of members of the Nigerian House of Representative. At $1.4 million each for 360 members, Buhari can easily get $252 million dollars, which is over N40 billion. In the senate, with 109 senators each making $1.7 million, a 50% cut in their pay package will give President Buhari over N14.8 billion naira. 5.) President Buhari should audit the record books of the government with oil importers. A good auditing firm will easily unearth stolen wealth of the nation. Past audits have shown substantial stealing on their part. In a 2012 audit conducted by Mr. Aigboje Aig-Imoukhuede of the subsidy claims of 2011, discovered that the Federal Government had overpaid importers and marketers of petrol by a whopping N430 billion naira. Of this amount, less than N30 billion was ever recovered. Since these so-called cabals are friends of every government in power, the president should just ask them to refund N300 billion and we will let bygones be bygone. 6.) The president should, as a matter of urgency, investigate and evaluate all workers associated with the importation of fuel into Nigeria. Those found wanting should be prosecuted and fired. A good investigation of their assets and accounts will recover at least N10 billion. The same thing should be done with staff of the NNPC, both those serving and the retired staff. A good investigation will net over N10 billion. 7.) Go to all the ministers who served from 1999-2015. Depending on the ministry they manned, how long they manned the ministry and the budget of each ministry, each minister would be assessed. A special surcharge of each minister could net the government another N50 billion. 8.) The security votes of all state governors should be cut by 50%. At an average of N300 million a month, it runs up to N3.6 billion for a year each. For the 36 state governors, that amount is N129.6 billion naira. A 50% cut will give President Buhari N64.8 billion a year. 9.) The president should close half of Nigerian missions abroad in a major scale back and find other countries to manage Nigeria’s consular affairs. That will save at least N10 billion. 10.) Along with that, the government will impose a significant luxury tax on people who own private jets, luxury boats and those who own houses worth over N0.5 billion naira. If you may, just call it one-time tax to help feed Nigerian public school children. Let us see the billionaire that will grumble about giving a little back to help educate the disadvantaged. That will bring in another N100 billion. Putting the savings together, we have N1.19 trillion for the President. That will be enough seed money to give the incoming government a breathing room to assess the damage done to the economy in the last 16 years. Alternatively, President Buhari could move in security forces to the Niger Delta and stop crude oil theft. Since 2009, crude oil thieves have been increasing the amount of Nigeria’s oil that they steal. According to the 2012 Ribadu Report, crude oil thieves steal over 100,000 barrels a day. That is over $3.6 billion dollars a year. Some foreign sources put the figure of oil theft at 250,000 barrels a day. Mrs. Okonjo-Iweala in 2013 told the Vanguard newspaper that the loss to oil theft could be up to $12 billion. Now, that is over a trillion naira. QED! |

Abuja, Nigeria, 06 May 2015: In what appears to be an unusual step to demonstrate his leadership style, the President-elect, General Muhammadu Buhari, has instructed police and military security personnel attached to him to respect traffic regulations during his movements. In a statement released by his media team in Abuja, General Buhari said law abiding would be the guiding philosophy of his administration, adding “without leadership by example, the ordinary citizens would become copycats of the lawlessness of their leaders.” The President-elect explained that the “arrogance of power, lawlessness and disregard for the rights and convenience of fellow citizens would have no place in his government.” According to him, for leaders to inspire respect, they must obey the laws of country, adding that when leaders treat the country’s laws with contempt, they might send the wrong message to the citizens. General Buhari lamented a situation where fellow citizens are punished at traffic points and public roads because of the “arrogant lawlessness of the leaders.” He said in a democracy, leaders should not inflict inconveniences and other unbearable ordeals on the citizens for their own comfort. An investigation by SaharaReporters has revealed that several top civil servants and political figures in Delta State are involved in a fraudulent scheme by the state’s civil service commission. The fraud entails the sale of civil service jobs to desperate job seekers for as much as N1.5 million each. Our investigators discovered the sale of employment slots began several weeks ago. Initially, slots were being sold for between N700,000 and N900,000, but skyrocketed to N1.5 million as hordes of job seekers scrambled for the few, though undisclosed, number of available jobs. As far back as 2013, Governor Emmanuel Uduaghan had given the civil service commission the go-ahead to recruit workers. The commission required applicants to purchase application forms at N2,000 each in the form of bank drafts. The rest of the employment process was then to be completed online via an Internet site created by the commission. However, public outcry over the fraud- ridden process led Mr. Uduaghan to prohibit the sale of employment forms, to shut the website, and to refund fees to applicants who had paid. SaharaReporters learned that the commission never carried out the governor’s order to refund fees. In March this year, the commission released the names of about 2,000 applicants shortlisted to be interviewed at the commission's headquarters in Asaba, the state capital. However, several sources in the state told SaharaReporters that, instead of issuing employment letters to successful shortlisted applicants, the commission began to sell job slots to the highest bidders, most of them people who were not shortlisted for the jobs. “What is happening at the commission is nothing but corruption and fraud,” said a staff member of the commission, who said he was outraged by the sale of jobs. He added: “Imagine, those who were shortlisted are not been contacted. Rather, people who never applied or sat for interviews are being issued with employment letters at N700,000, N800,000 and N900,000 depending on their power of negotiation.” Our sources said the fraud was being perpetrated with the knowledge of the board. An infuriated state employee said, “I can mention categorically the names of those involved in this racket. They include the commission's chairman, Mr. Tetsola Emmanuel, Mrs. Tialobi Roseline, Tuedon Richard, Mr. Andrew Akanigha, Pastor Ifeanyi Agbeyeke—who areall members of the board of the commission. And then there are Mr. Jerry Agbaike, the Permanent Secretary, and other directors. They are all perpetrating this evil and denying Deltans their opportunity of gainful employment.” Our sources disclosed that a senior administrative officer, Eboh Goddey Oghenero, acts as the front for the commission's chairman, board members and directors in their corrupt scheme to sell employment opportunities. A newly employed female employee told SaharaReporters that one of her friends bought a job slot for N1.5 million. “After paying the money, within three days an employment letter was issued to him and he was posted to a ministry,” she said. One source at the commission revealed that at least 15 applicants paid money into Mr. Oghenero's bank account in Fidelity Bank with account number 6050871390. The payments ranged from N750, 000 to N1.5 million, according to the finding by our investigative team. Some outraged staff at the commission said the officials should be challenged to provide the original list of shortlisted job applicants as well as the list of those that have been issued letters of appointment. “You’ll see that the two lists are different,” one commission official said. Contacted by one of our citizen reporters, the chairman of the commission, Mr. Tetsola Emmanuel, denied the sale of employment slots. But the correspondent reported that Mr. Emmanuel was visibly shaking and looked dazed. When asked follow- up questions, he was unable to offer any coherent answers. An undercover reporter contacted Mr. Oghenero, posing as a prospective applicant. Mr. Oghenero then gave the reporter the same account details in Fidelity Bank, instructing the reporter to deposit the sum of N1.5 million and thereafter forward his personal and academic details to Mr. Oghenero’s mobile phone number. Mr. Oghenero also asked the undercover reporter to come in three days for his appointment letter. “Just do all I have told you, I have given you the account details already,” the reporter quoted Mr. Oghenero as saying. According to the reporter, the rogue administrative officer also reassured him by showing a list of people who had paid and had received their appointment letters and posts. He said Mr. Oghenero added, “Don’t be scared that you didn’t purchase the form before or come for the interviews. Once you pay, you get your appointment letter.” The undercover reporter said Mr. Oghenero identified himself as “a senior admin officer.” He added that the front in the employment scam asserted that the commission’s board chairman, directors, and board commissioners “are aware of the payments. We just front for them and after payment we get our own cut. In most cases I deal directly with my madam, Mrs. Tialobi Roseline, the first commissioner in the board who will perfect the appointment letters at the receipt of the cash. As I told you, it’s a secret deal which the commission is fully involved [in].” Our sources at the commission as well as some applicants who were earlier shortlisted have urged Governor Uduaghan to set up a panel to investigate the fraud at the commission. “His Excellency, Dr. Uduaghan should probe what has been going on. And anybody found wanting should be made to face the music,” an angry commission staff told SaharaReporters. |
A 33 year old Hashimu Suleiman, who trekked from Lagos to Abuja to celebrate the victory of the President-Elect Muhammadu Buhari arrived today, to a rousing crowd of Abuja residents who trooped out to catch a glimpse of him. He arrived to Abuja around 5pm, and was in the company of security operatives protecting him from overzealous fans looking to take photographs with Mr. Suleiman. Hashimu Suleiman vowed to embark on a solo trek from Lagos to Abuja if All Progressives Congress (APC) presidential candidate Muhammadu Buhari emerged as the winner of the March 28th general election. Suleiman’s arrival in Abjua caused traffic jams along the Kubwa expressway where thousands of fans gathered to see him. Speaking to the Journalists in the midst of crowd Suleiman said that he wanted to fulfill a promise he made two years ago. “I made a promise for this mission to show my love for the leader of the masses, General Muhammadu Buhari and for the 13 days journey I have embarked upon, I have condemned five pairs of canvass shoes.” However, there are questions that Suleiman did not address to the reporters who interviewed him upon his arrival to Abuja. Ahmad Salkida, who witnessed Mr. Suleiman’s arrival to Abuja, said that “I am not good at maths or physics but did Suleiman use a compass or other modern equipments to track his movements?” “What is the expert accound on the number of hours a man like Suleiman needs to cover such a distance?” he added. Hashimu Suleiman told reporters at the scene that the journey took 13 days. However he did not provide important details on the time he left Lagos or the going away celebrations he may have had. Significantly, Mr. Suleiman also did not explain his walking and resting schedule along the arduous 746Km journey, which would be more than a 9 hour drive by car. Mr. Suleiman also did not explain the people he met along his more than two week walk, or where he stayed during the journey. President-Elect Buhari does not know Mr. Hashimu, but he promised to see upon his arrival to Abuja. As at time of filling this report he was being led into the City Center by an unprecedented crowd who accompanied and policemen who are controlling the crowd around him. |

Nine Arab and African drug smugglers were arrested in the United Arab Emirates (UAE) for possessing 13 kilogram of heroin and 34,000 narcotic pills, state news agency WAM reported on Saturday. The arrests were the result of five separate operations carried out in February and March this year across the UAE. These operations were executed by UAE’s anti- narcotics agency in coordination with its neighbour country Oman. The Gulf Arab state UAE shares a 450 kilometer long, mostly mountainous and deserted border with its south-eastern neighbour Oman. Colonel Saeed Abdullah Al Suwaidi, the chief of the anti-narcotics federal directorate general at the ministry of interior, said “the vigilant anti-narcotic teams had dealt a severe blow to drug traffickers thanks to the constructive cooperation with their counterparts in Oman.” Al-Suwaidi said the team has foiled first two attempts to smuggle 12,500 kilogram of heroin into UAE by two Arab and African suspects upon Oman’s intelligence. In the third and fourth operations, he said, two African women were arrested for possessing 500 grams of heroin while 22,500 narcotic tablets were captured in Dubai. Three Arab suspects were apprehended. In the final operation, which took place in Ras Al Khaimah, 9,000 narcotic tablets were seized in possession of two Arab and African suspects. The report did not reveal the exact nationalities of the nine suspects. Drug traffickers and drug sellers can face life sentences or even capital punishment if convicted by a UAE court. |
