PRESIDENT TINUBU RESPONDS TO APGA NATIONAL CHAIRMAN'S CALL FOR STATE POLICE. By Dr. Tony Olisa Mbeki Ogbonna Following a meeting with the 36 State Governors yesterday, President Asiwaju Bola Ahmed Tinubu has embraced the call made by the APGA National Chairman, Barr. Ezeokenwa Jr Sly urging the amendment of section 214 of the 1999 Constitution (as amended) to introduce state police as a means to address the prevailing insecurity in the nation. Recall that the APGA National Chairman, Barr. Sly Ezeokenwa, has been vocal in advocating for this change. In several interviews with major media outlets such as Channels, AIT, and various national dailies, Ezeokenwa has emphasized the notion that the federal government's role should primarily be safeguarding the country against external aggression, whilst individual states should assume the responsibility for internal security through the establishment of state police forces. Ezeokenwa remarked, "President Tinubu, having considered this perspective, has demonstrated the leadership necessary to usher in such an important measure." "President Tinubu's apparent support for this call marks a significant step towards addressing the nation's security challenges. The move also underscores the growing consensus for a more decentralized approach to security, allowing states to respond more effectively to local security needs. Additionally, it sets the stage for a potentially transformative shift in how security is managed and structured across the nation. As the discussions progress, the involvement of all relevant stakeholders, including state governments, security experts, and community leaders, will be crucial in shaping the implementation of this initiative and ensuring its success in enhancing the safety and well-being of all Nigerians." The APGA National Chairman therefore commends the president for this move and urges the federal and state governments to indicate a keen interest in engaging with relevant stakeholders to further deliberate on this critical issue, in alignment with the broader goal of enhancing national security.

Awka Rising: A World-Class Hotel Fuels Transformation By Mark Okoye II The winds of change are swirling around Awka, Anambra state. Governor Soludo's audacious vision to transform the city into a thriving international hub has sparked debate, particularly around the proposed 4-star international hotel to be built at the Awka International Convention Centre site. While some individuals view it with skepticism, others recognize it as a strategic springboard for Awka's ascent. As the Managing Director of Anambra's investment agency, I stand firmly with the latter, and here's why: At the Helm: A Leader of Unquestionable Pedigree Governor Soludo is no stranger to defying expectations. As Nigeria's former Central Bank Governor, his name became synonymous with the seemingly impossible banking consolidation of 2006, a feat that earned him international acclaim and the title of "best performing Central Bank Governor in the world" by the Financial Times UK. This wasn't a singular stroke of brilliance; it was the culmination of a career steeped in exceptional leadership, economic prowess, and an unwavering commitment to progress. Building on a Foundation of Success: Governor Soludo isn't building on an empty canvas. Anambra is already on an upward trajectory, fueled by strategic investments in infrastructure, education, health, youth empowerment, and social welfare. The ongoing Solution Fun City, featuring the country's largest water park, an amusement park and a Country Club, the Awka Shopping Mall (under construction), the 10,000-seater convention center, and the ongoing inner-city road infrastructure projects stand as testaments to this trajectory. The proposed hotel isn't simply another brick-and-mortar addition; it's a meticulously chosen piece within a grander puzzle. Beyond Accommodation: The Ripple Effect of a World-Class Hotel: History provides powerful validation. Look at Abuja, where the Hilton wasn't just a hotel, it was a cornerstone in establishing the city as a global player. Dubai's meteoric rise mirrored a similar strategy, with world-class hotels paving the way for tourism and business booms. Rwanda's transformation, initially questioned, stands as another beacon, showcasing the transformative power of strategic hospitality investment. Awka's Untapped Potential: A Fertile Ground for Growth: Anambra possesses immense potential waiting to be unlocked. The warmth of its people, the richness of its culture, and its strategic location all contribute to its allure. Governor Soludo's focus on security, infrastructure development, social agenda, and youth empowerment creates a fertile ground for the hotel's success. Imagine: - International business travelers coming through the Chinua Achebe International Airport, convening at the 10,000-seater convention center, and finding luxurious accommodation and unparalleled service at the new hotel. - Tourists drawn to Anambra's cultural tapestry, enjoying a seamless hospitality experience that fuels the local economy. - The hotel itself creating jobs, attracting ancillary businesses, and becoming a vibrant hub of activity, a landmark of progress for the city. Statistics Underscore the Impact: While the qualitative benefits are undeniable, the numbers speak for themselves: A JLL Hotels & Hospitality Group study revealed that one new hotel room can generate $28,000 in annual tax revenue for a city. A Cornell University study found that hotels create an average of 2.3 jobs per room, boosting local employment. In Rwanda, hotel development increased tourism revenue by 44% between 2010 and 2015. Financing the Future: A Prudent and Sustainable Approach: The project will not burden Anambra's finances. Governor Soludo's fiscal strategy is straightforward but well thought out: statutory revenues and IGRs finance roads and the social agenda, while projects with strong income-generating potential like the hotel are structured with concessionary project financing, ensuring minimal risk for the state. Potential exit strategies like public offerings will secure long-term sustainability, making the hotel an asset, not a liability. Awka 2.0: A Legacy in the Making: The proposed hotel isn't just a building; it's a symbol of ambition, a tangible manifestation of Governor Soludo's unwavering belief in Awka's potential. It signifies the metamorphosis of Awka into a vibrant, investor-friendly city, a destination on the global map. A masterplan is being developed to truly reposition Awka to become one of Nigeria's fastest-growing cities. Ndi Anambra, join hands with us in making this vision a reality. Let's ensure that Awka's future is as bright as its potential, and as remarkable as the leader charting its course.

How Soludo Administration Is Promoting Peace And Community Development In Anambra State By Ifeanyi Okeke The South-East states in Nigeria were abuzz with colourful celebrations and multiple social events during the 2023 Christmas season, as it is now customary in Igboland during festive periods. In Anambra state, it was more than just Christmas but a carnival of colours, enchanting rhythms, dance steps and ululations of celebrations and expressions of very rich cultural heritage across the 179 communities in the state. All these would not have been possible if not for the peace and tranquillity that has gradually returned to the state. Thanks to the hardwork and efforts of the state Governor, Professor Charles Chukwuma Soludo, his commissioners, aides, security agencies, traditional rulers, Presidents General, and the resilient spirit of Ndi Anambra who are heeding the Governor’s call to take back their communities. According to Miss Vera Onyia, a native of Odekpe, in Ogbaru Local Government Area of the state, "The turnout of people who came home for the festivities was massive. People returned home from various cities in Nigeria and the diaspora, for what is now a yearly pilgrimage to spend the holiday period with family and friends in Anambra state." Findings indicate that flights to Chinua Achebe airport in Anambra state, and the entire South-East region were fully booked during the past Christmas celebrations, despite the high air fares. Even the cost of traveling from major cities to the South- East by road was not also pocket friendly, but that didn't deter Anambra state holiday makers from returning home to join in the celebrations. Interestingly, during the period, wherever one turned to in the 179 communities, there were beehive of activities and celebrants at one event or the other, glowing in brilliant colours of cultural attires and glorious sounds of native flutes, gongs and other traditional musical instruments, that produce soul-lifting melodies that seemingly transformed the whole state into an open carnival, to the admiration of both residents and visitors to the state. Many people never knew that a beach existed in Anambra state until pictures and videos of Anam Beach Festival in Anambra West LGA surfaced on the internet. There were also other events that were celebrated across the state such as masquerade festivals, chieftaincy, ozo, oba, Iyom and other titles, Ofala, Igu-Aro festivals etc. Many have attributed this huge turnout of people for different events in the state, to the increasing confidence people now express in the intentional restoration of peace and order in the communities in the state by the government of Professor Charles Chukwuma Soludo, through strategic support to the security agencies, and re- engineering of community leadership system - Town Unions, by the state government. According to Chief Ikenna Okonkwo, a native of Ogidi, Idemili North Local Government Area of the state, who visited home from Denver, Colorado, United States of America, "Development is not measured only by the provision of physical infrastructure. The soft side of infrastructure - peace and community harmony - also rank among the indices that a responsible government could be evaluated." Speaking further, Chief Okonkwo said: “In my interactions with many people, even before I made the decision to visit home for Christmas, I can attest to the fact that Professor Charles Chukwuma Soludo, the Governor of Anambra state has been silently carrying out a revolution in the local government system and community development in Anambra state”. "The Governor has been doing this through the Ministry of Local Government, Chieftaincy and Community Affairs, headed by the Commissioner, Mr. Tonycollins Nwabunwanne and his team”. "You know that it is only a stable and peaceful community that would provide the right atmosphere for physical and human capital development." Apparently, in the last 18 months, the Ministry of Local Government, Chieftaincy and Community Affairs has successfully conducted many town union elections without the usual rancour and acrimony. Even during the busy period of December 2023, during the festive period, over 40 of such elections, were conducted. It is on record that several communities that have not known peace in the last few years, this includes communities where the traditional rulers and the Presidents General are at war with each other have been reconciled. Observations have shown that the state government does not conduct such elections directly, but rather, it supervises the elections to ensure that it was done in line with the provisions of the constitution of the individual towns and laws of the state, as enacted by the state House of Assembly. And where any town failed to conduct such election successfully, the state government would set up a caretaker committee to oversee the affairs of the town until a proper election is conducted. Giving more insight into the Town Union leadership system in Anambra state, a prominent businessman from Enugu state, who has been living and working in Onitsha, Anambra state, for a number of years, Mr. Boniface Obeta, said, "In Anambra state, Town Unions function like a fourth-tier arm of government after the federal, state and local governments”. "Significantly, the state government accords town unions recognition as its agent of implementing development programmes in the communities. So, the state government relies on town unions to generate priority development programmes for every community because different communities have their peculiar development needs”. "Anambra state has 179 communities. Each of the Communities has a local leadership christened town union executive headed by a President-General (PG), Secretary and other executive members, including Vice-President-General, Treasurer, Publicity Secretary, Auditor, etc, depending on the constitution of individual town union. Every town has its individual town union constitution which defines the composition of the executive, tenure and functions of each executive. "All the town unions have a central umbrella known as the 'Anambra State Association of Town Unions (ASATU)'. This umbrella co-ordinates for the state government all activities of various town unions in the state. And it has its secretariat in the Government House, Awka. It has a president, secretary and other executive members. ASATU was a brain-child of the late Chief Chimezie Ikeazor (Oboli Obosi), a Senior Advocate of Nigeria, SAN, who emerged as the pioneer president”. "Town unions maintain security in their respective towns. So, the state government encourages every community to set up a vigilante group to maintain security in the town. The state gives subvention to the town unions to maintain community vigilante, and also supports them with security operational vehicles and other items”. "The philosophy behind this system is the saying that 'no crime can successfully take place in any community without an insider’s connivance. The state government sometimes uses the town unions to execute direct-Labour projects, they build primary and secondary schools, construct rural roads, provide pipe-born water, electricity, cottage hospitals, etc, either directly or indirectly." A former member, House of Representatives, who represented Anambra East and West Federal Constituency, Anambra state, in the 7th Assembly, Hon. Chinedu Obidigwe, said that the PG leadership system, when well-coordinated, helps to attract development to communities as it acts as a bridge between the communities and the state government. According to him, a purposeful PG leadership could also help in bringing about relevant review of some identified traditional practices in some communities that hurt progress or bring individuals under undue societal pressure, such as burial ceremonies or diverse other money gosling social practices. But he added that a meaningful community town union leadership should also work in synergy with the traditional leadership of the place in order to avoid internal conflict. Beyond the encouragement of transparent and credible Town Union leadership in each community, the Soludo administration, in a bid to protect and preserve the traditional institution from abuse, also insists that traditional rulers must abide by some code of conduct, especially as regards the conferment of chieftaincy titles to individuals, in order to stop the abuse of such practice by conferring such titles to only credible people of integrity who have evidently contributed to the development of the communities. Some relevant portions of the Traditional Rulers Code of Conduct says: “Igwe can only confer title on indigenes of their community after they must have obtained security clearance from the relevant security agencies and approval from Mr. Commissioner, Ministry of Local Government, Chieftaincy and Community Affairs. If the Igwe must confer title on an indigene of another community, he must get the consent of the Igwe of the recipient’s community. The title must be that of the conferring community.” Checks made at the office of Anambra Commissioner for local government affairs, Mr Tony-Collins Nwabunwanne, confirmed that since the advent of Soludo administration, 134 PG and town union elections have been successfully conducted, while six traditional rulers - Ndi Igwe - have been issued with certificates of recognition by the state government. There are many more in the pipeline. One can only hope and pray that the present sweet breeze blowing across Anambra communities continues under the administration of Professor Charles Soludo and beyond. Okeke, a public affairs analyst wrote from Awka, Anambra State

WORK COMMENCES ON UKPO/NAWGU/ISUANIOCHA ROAD, AS ONYEMAOBI LEADS THE MANAGEMENT OF MP INFRASTRUCTURE CONSTRUCTION COMPANY TO ROYAL PALACE, TOWN UNION, PROVIDES SITE-DUMP FOR THE COMPANY. By Harrison A. Nwegwu All is set for work to commence on the Ukpo/Nawgu/Isuanocha road, popularly known as Nawgu major road, as recently awarded by Mr. Governor, Charles Chukwuma Soludo's administration. It's worthy of note that this road has been awarded after decades of failed political promises from all the past administrations of the State Government, including most of lawmakers who always boasts of attracting the road from the Federal Government just to curry votes from the residents of Nawgu and other adjoining communities in Dunukofia and Awka North LGAs respectively. The road contract work was awarded to MP Infrastructure Construction Company. Earlier today, the Dunukofia LG Transition Committee Chairman, Mr. Onyemaobi Augustine Nonyelum (Ancestor) led the Management of the construction company on familiarization visit to the Palace of the traditional ruler of Nawgu community, Igwe George Oka-onwogu and to the Nawgu Development Union Secretariat. Speaking, the Senior Operation Manager of the construction company, Engr. Henry Ukubeyinje who led the visitation stated that the purpose of the important visit is to establish a good working relationship with the community and inform them that the company is set and ready to commence work, latest by next week. He said that the State Government has mandated the company on the high quality construction to be done on the road, and equally promised to deliver 100% accordingly. He notified the community of necessary encroachment on properties which will lead to demolitions of some existing structures while mapping out the actual width measurement of the road as contained in the governments contract agreement, also pleaded to the community leaders to help in coordinating the people of the community as work goes on. Responding, the traditional ruler expressed heartfelt joy while welcoming the management of the MP Infrastructure company. He assured them of maximum cooperation from the Palace and good people of Nawgu community, stating that Nawgu has been a peaceful and united people who appreciate every development coming into the community. He ceased the opportunity to thank Governor Soludo for delivering his promise to the community. He said that the people of the community have been very supportive to the APGA government while hoping that one day the community will be remembered through the Nawgu road. He thanked God that Mr. Governor finally remembered the community for good, citing the LG championship position he gave to the community and now the construction of Nawgu road. Igwe Nawgu also specially appreciated the Dunukofia TC Chairman, Mr. Onyemaobi for all his efforts in ensuring that the road is awarded and constructed. He said that he has been aware of all the moves and sacrifices made by LG TC Chairman that resulted to the construction of this road, including his unrelenting and undeterred follow-up cum pressure to the listening Governor of Anambra State, the Ministry of work, other State government offices and officials involved. He assured that the community and Dunukofia at large will never forget his efforts and giant stride achievements recorded in his administration. The Secretary General of Nawgu Development Union (NDU), Chief Benedict Ibekie who on behalf of the town union welcomed and addressed the MP Infrastructure Construction Company at the Nawgu Civic Centre, advocated for sincerity from the company while assuring that the community is ready to welcome them in all sincerity too. He assured that the town union will render any support within their reach whenever needed. According to the General Secretary, the community will provide the village Vigilante Group and site-dump that will be enough to serve the company free of of charge until the road project is completed. He assured that no payment of any sort will be required by any organ of the community, noting that they're only interested in quality construction of the road. Addressing the company's management and the good people of Nawgu community, the LG Chairman, Mr. Onyemaobi charged all to be focused on delivering the road project while cooperating with each other and working together. He stated that the company, the royal palace, the town union and residents of Nawgu community all have different roles to play in actualizing this project. According to Mr. Chairman, he has played his part and ready to do more when and where necessary, the State Government has also done its part through Mr. Governor, Charles Soludo, that it's now left for the company and the town union to ensure that this project is complete and on or before the agreed completion period. He urged the residents of Nawgu community to avoid any form of distraction to the company's workers or obstruction to their work so as to enable fastness on the project. He advised the people to always take their reports to the town union for a peaceful confrontation and resolution on any issue that may arise between them and company. Finally, the LG Chairman and some of the town union Excos took the management of the company to the site-dump provided by the community and handed it to the company. A lowbed caterpillar brought by the company began the site-dump clearing immediately. Some of the management staff of the company among the visit include: the Senior Operation Manager, Engr.
