What route should he/she take?

depending on your present age, you may qualify for B1, C1 and C2.
B1 =√ 4yrs experience (exam +technical report+interview) pay least
C1= 10 years experience+40 years old of age(you will only submit a technical report and oral interview, no exam)
C2=15 years experience+45 years of age (only interview but pays the hightest reg fee)
