For someone earning 70k a month can't even be taxed. The first 800k will be deducted, his rent relief alone is even more than the 40k balance so he can't even be taxed.
But however , the old tax law is better. You are calculating 300k and 800k for the new tax law, but you are still wrong. 300k as of then is 4x more valuable than 800k considering the exchange rate . What 300k couid by then , 1.5m now will struggle to have same purchasing power. So you are wrong.
If the government wants to exempt low income earners, the threshold should be moved from 800k to 1.2m or 1.5m.

The new tax law is even lower than the previous ones just that there will be extension on the tax payers base this time around.
If you are earning minimum wage N70k per month. Your annual wages will be N840k. The first N800k is tax free meaning you will only be taxed from the extra N40K
15% of N40K is N6,000.
Basic minimum wage annual tax is N6,000

Based on the new tax law, the 40,000 on top of the 800,000 is taxed at 15%, which means that a minimum wage earner pay 6,000 naira per year (500 per month) in tax. A minimum wage earner pays more than this in the old tax regime.
