VAT is recorded on point of sale. Nigeria has no system of recording point of sale VAT deductions so it is false to say Lagos generates half of VAT in Nigeria.

Example: Someone will buy mtn recharge card in Aba, but the VAT will be credited to Lagos because MTN headquarters is in Lagos.

Perhaps you have not been following up with the new tax laws. States headquarters now pay their tax to the state government instead of remitting it to the General headquarters. Yes the last report that was released, South East states are still yet to perform.
