Some folks do mistake beauty and infrastructure with urbanization,although it cut across.Some villages has better access to infrastructure but that does not necessarily justify it's urbanized.Urbanization cut through beauty,infrastructure,master-minded city planning,tourism and resort potentials,street grooviness and liveliness,modernity growth rate and in fact the expansion rate.All modern day city are once a village or small town with passage of time and combinations of factors lead to it urban settlement,glance through the city type and site and get an idea of the factor that initially lead to it urbanization. The list might not be okay with you where there are humans there are varying outlook, bring up your arguments logically with reason in write-up and snapshots.

Now, go through your list again and recheck if any of these cities have all the above infrastructures in place.
