Actually, "Colos" is the slang name and abbreviation for "Colorado", a hard drug mixture that contains many drugs, including cannabis.

You may be right. I recall US drone strike that killed Iranian General, Soleimani some years back. They kept promising a robust response till this day. Only response then was to bomb an empty space.

That vehicle passed so many checkpoints since leaving the wharf, and it didn't occur to any official to arrest the situation and prevent loss of lives.
