The Oyo State Police Command on Friday said there was no useful information yet on how to rescue Titilayo, wife of the former military governor of the old Western State, Brig.-Gen. Oluwole Rotimi (retd.).

Titilayo, an Ibadan-based businesswoman, was abducted in front of her haulage company at Alakia, on the outskirts of Ibadan, in Egbeda Local Government Area of Oyo State on Monday evening by four men.

The Police Public Relations Officer in the state, Mr. Ayodele Lanade, explained that 10 suspects had so far been arrested between Wednesday and Thursday in connection with the abduction.

He explained that the 10 suspects were being questioned at the State Criminal Investigation Bureau, Iyaganku, Ibadan.

Lanade, however, said that there were no substantial clues that could lead to the tracking of the abductors.

Meanwhile, the PPRO said that the N200m ransom allegedly demanded by the captors was a rumour as none of the family members made any comment on the issue.

The Ikolaba GRA residence of the Rotimis was still locked on Friday as the head of the family was said to be out of the country.

The Nigeria Labour Congress has threatened to embark on a national strike in solidarity with the striking workers of Plateau State if the industrial dispute between the workers and Governor Jonah Jang over the non implementation of the 2012 Minimum Wage Act was not resolved by Dec. 20.

The President of the NLC, Mr. Abdulwahed Omar, who briefed journalists after a meeting of the Central Working Committee of the congress in Abuja on Friday, said that it was also part of the resolution of the NLC that the leadership of the two leading trade centres in the country would relocate to Plateau to strengthen the striking workers.

Omar dismissed claims attributed to the Commissioner of Police in Plateau State that the NLC and its Trade Union Congress counterpart had been served with court papers to prevent them from going on strike.

The labour leader said it was untrue that the NLC had received such court papers, even as he urged the workers to continue with the struggle to demand for their rights.

The labour leader lamented that Jang travelled outside the country amidst the worsening security situation in the volatile state.

He stressed that the governor’s actions could only point to the fact that he did not care about the security and well-being of the people of Plateau.

He said that all the state councils of the NLC and the TUC would be mobilised to embark on prayers against anybody that was opposed to a peaceful resolution of the industrial dispute between the Plateau workers and the government.

He said, “The Central Working Committee noted that despite the fact that the armed forces and the police are using live bullets on workers, the governor of the state travelled out of the country.

“This means that the governor does not care about the well-being of the people.

“If by Dec. 20, 2012, the dispute between the workers and Plateau State is not resolved, the NLC would be forced to declare a national strike in solidarity with the workers.”

Omar, who said that the Plateau situation was getting out of hand, called on President Goodluck Jonathan, well meaning Nigerians and indeed the Federal Government, to rein in Jang in order to prevent the situation in the state from escalating.

He insisted that the President had a responsibility to ensure that “Plateau does not burn.”

A heavily-armed gunman opened fire on school children and staff of a Connecticut, United States’ elementary school on Friday, killing at least 26 people, including 18 children.

The shooting was the latest in a series of rampages that have tormented the US this year.

The gunman was later found dead inside Sandy Hook Elementary School in Newtown, Connecticut, a policeman, Lt. Paul Vance, told a news conference.

“The shooter is deceased inside the building,” said Vance at a news conference outside the school.

He, however, declined to confirm the number of deaths.

“There were several fatalities at the scene, both students and staff,” he told reporters.

Police were called to the school at 9:30 am local time, Vance said.

The holiday season tragedy followed a series of shooting rampages in the US this year that have killed multiple victims, and it was certain to revive a debate about the US gun laws.

The principal and the school psychologist were among the dead, CNN said.

Witnesses reported hearing dozens of shots with some saying as many as 100 were fired. The suspected shooter was armed with four weapons and wore a bullet-proof vest, WABC reported.

There were unconfirmed reports of a second shooter. Another person was being held in police custody after he was detained in the woods near the school wearing camouflage pants, CBS reported.

Connecticut State Police said its officers were at the scene with local police but provided no additional details.

Newtown, with a population about 27,000, is in northern Fairfield County, about 70 km south-west of Hartford and 130 km north-east of New York City.

The US has experienced a number of mass shootings this year, most recently in Oregon, where a gunman opened fire at a shopping mall on Tuesday, killing two people and then himself.

The deadliest attack was in July at a midnight screening of a Batman film in Colorado, where 12 people were killed and 58 wounded.

The goalkeeper has denied reports of an ongoing conflict between him and the Portugal international, while talking about the various relationships between players at the club
Real Madrid captain Iker Casillas says he would "go on holiday with Cristiano Ronaldo" as he bids to end rumours of a spat between the pair.

There has been persistent talk of internal problems at the Santiago Bernabue this season, particularly between the goalkeeper and Portugal international.

However, Casillas has moved to deny the latest reports while insisting that the Blancos squad is very much united.

"A holiday with Ronaldo? Of course I would go with him... and expenses paid," he told La Sexta Deportes.

"Cristiano, Pepe and [Fabio] Coentrao spend a lot of time together, they go together when on international duty with Portugal but when they come to Madrid they do like to hang amongst themselves.

"Marcelo is the joy of the team, while Mesut Ozil is very short and never wants to talk. I scolded him at first and I nicknamed him 'bream'. [Sami] Khedira is much the same though and it has not stopped [Sergio] Ramos from talking alot with Ozil.


"My team-mates call me melon now because my head is so much bigger than my body and it has just stayed."

The 31-year-old also commented on Karim Benzema's unusual fashion sense while explaining why he is never too critical of the media despite their constant hounding of him.

"The underpants of Benzema are so glamourous. They certainly grab your attention, They have many colours and do not pass unnoticed. Karim is a brave guy in regard to this," he continued.

"You have to pay a toll as a public figure. You have to understand why people are always taking photos because it is their profession, they also have to live."

A worldwide poll conducted by Barclays has seen the Manchester United striker overtake Fernando Torres as the most highly-rated footballer, with Ryan Giggs hailed as the best ever.

Manchester United striker Wayne Rooney is the best Barclays Premier League player, according to the 2012 Barclays Global Fans Survey.

Through a dedicated website, 30,000 supporters gave their opinions on the league over the past 12 months, with one in five fans voting for the England international.

Upon hearing the news, Rooney said: "It’s great to be recognised by the fans in this survey. I get messages from fans all over the world so I know how popular the Barclays Premier League is outside of the UK.”

The survey is the third one of its kind after previous editions in 2005 and 2008.

David Wheldon, Barclays Managing Director of Brand, Reputation and Citizenship said: "It is fascinating to get fan views on the Barclays Premier League. With more than 30,000 fans from nearly 200 territories taking part in the poll we are able to show some genuine insights into who fans follow, their favourite players and how they enjoy keeping up with the Barclays Premier League.

"Social media is having a real impact allowing fans to debate and interact with other fans, something that has grown hugely since the last survey in 2008 when channels such as Twitter and Facebook were still in their infancy."

From the current crop of the Barclays Premier League players, 20 per cent would select Rooney as the first name on the team sheet, followed by Robin van Persie (14%) and Steven Gerrard (10%).

The best Barclays Premier League player of all time is Ryan Giggs, with former Arsenal striker Thierry Henry trailing with 12% of votes and Liverpool captain Gerrard lying third with 10%.

At the other end of the career scale, 17% ranked Arsenal youngster Alex Oxlade-Chamberlain as the most exciting prospect over the next five years, with Jack Wilshere (13%) and Tom Cleverley (8%) close behind.

Once again, Manchester United boss Sir Alex Ferguson (41%) topped the poll as the fan's favourite Barclays Premier League manager, whilst Jose Mourinho leads the way (38%) for bosses who they would like to see in league.

Behind the Barclays Premier League in most popular leagues, the Uefa Champions League (90%) was way ahead of its nearest challenger La Liga (48%).

What makes the Barclays Premier League most appealing is the style of football (52%). Very close behind was atmosphere and passion (49%), competitiveness (48%) and talent (47%).

Fans pointed to a club’s style of football as the key reason behind supporting a team with 31%, with an average of 14.5 years is spent following the outfit.

The survey was undertaken during 2012 and was set up as a 'poll' of Barclays Premier League football fans through a designated website where the poll was hosted.

President Jonathan’s fresh N161.6bn request to fund fuel subsidy divided the House of Representatives members on Thursday.

Many lawmakers were agitated that Jonathan allegedly took Nigerians for a ride by proposing to spend additional N161.6bn on fuel subsidy in the last two weeks of the year.

They claimed that the President had not explained how he spent the original N888.1bn budgeted for subsidy in 2012.

However, there were lawmakers who argued that the House was to blame for supporting the retention of subsidy.

This group recalled that in January, Jonathan had planned to remove subsidy because of the burden it placed on the resources of government, but the House opposed it.

The House had on Wednesday deferred debate on the supplementary budget (N161.6bn) till Thursday to get briefing from the Committees on Appropriation, Petroleum Resources (Upstream) and Petroleum Resources (Downstream).

But, at the resumed debate on Thursday, the chairmen of the committees spoke in support of the N161.6bn.

The Chairman, Committee on Appropriation, Mr. John Enoh, said it was within the “statutory powers” of the President to request more funds so long as the expenditure was justifiable.

Enoh claimed that the initial N888bn budgeted for subsidy did not capture the “totality of the figure” required for subsidy in 2012.

Besides, he stated that the money included a backlog of subsidy claims from 2011.

“This request of N161bn is in order; the President is in order.

“What is important is where the revenue should come from”, he added.

His counterpart on Petroleum Resources (Downstream), Mr. Dakuku Peterside, told the House that of the N888bn, N340bn was paid out as subsidy on petrol, N350bn on kerosene and the balance used to clear outstanding arrears from 2011.

Like Enoh, he said this showed that the N888bn was not enough from the start.

He recalled that subsidy payment rose from N244bn in January 2011 to N2tn in December of the same year.

Of the amount, Peterside stated that petrol alone gulped N1.7tn.

“However, there are problems with the subsidy regime and we must take steps to plug the leakages in the interim until subsidy is removed,” he added.

The Chairman, Committee on Petroleum Resources (Upstream), Mr. Ajibola Muraina, also backed the N161.6bn request on the grounds that the problem was not subsidy “but it is how to check the fraud in the system.”

Similarly, the Chairman, House Committee on Rules and Business, Mr. Albert Sam-Tsokwa, supported the bill to the disappointment of some of his colleagues.

He argued, “What Mr. President has done is constitutionally authorised and obligated.

“We cannot stop the bill. We cannot advocate the sustenance of subsidy and at the same time say that we will not appropriate funds for it.”

However, the majority of members kicked against the proposal.

Chairman, House Committee on Drugs, Narcotics and Financial Crimes, Mr. Adams Jagaba, observed that there was no information on actual subsidy requirement.

“This additional N161bn will mean that the subsidy for this year will be over N1tn.

“What is the actual fuel consumption? We are paying money on subsidy, but do we have steady fuel supply?

“We have no reasons to pass this bill”, he said.

The Minority Leader of the House, Mr. Femi Gbajabiamila, opposed the proposal, saying Jonathan was withholding information from the House.

He noted that if the President acted on a forensic audit report to arrive at the N161.6bn, Jonathan ought to have availed members the details of the report.

“Where is the forensic audit report? Who conducted the audit?

“We want to see the report; we are not just to accept that Mr. President conducted an audit”, Gbajabiamila added.

He said he was aware that the President set up a committee to verify subsidy claims by marketers and not a forensic audit.

Another member, Mr. Jerry Manwe, expressed surprise that the same government that could not release funds for capital projects in 2012 was asking for more money to fund fuel subsidy.

“What happened to the capital projects, which are important to the economic well-being of Nigerians?”, Manwe stated.

In a voice vote, the subsidy budget (N161.6bn) was referred to the committees on finance, appropriation and petroleum resources for further work.

The speaker, Mr. Aminu Tambuwal, in his remarks, said government’s decision to seek N161.6bn in December confirmed the position of the House that the country was not facing revenue shortfalls.

Tambuwal spoke further, “They have proven by their action that there is no revenue shortfall.

“We need the details on actual revenue, fuel consumption and justification for approving or disallowing the budget.

“Let the committees go and work on the bill and answer these fundamental issues.

“We have to be discerning in taking our decision.

“We have to wake up and do serious oversight on the actual subsidy requirement.”

Meanwhile, House spokesman, Mr. Zakari Mohammed, hinted on Thursday that the House might extend the implementation of the 2012 capital budget to 2013.

According to him, the budget performance remains “poor and unimpressive.”

He explained that if the budget was not extended, there was the likelihood that funds voted for capital projects “will simply end up in the pockets of some private persons

For failing to appear before it twice, the House of Representatives Committee on Public Petitions, on Thursday, threatened to order the arrest of the Minister of Finance, Mrs. Ngozi Okonjo-Iweala, and the Group Managing Director of Access Bank Plc, Mr. Aigboje Aig-Imokhuede.

The committee, which is headed by Mr. Uzo Azubuike, said the two were needed to help resolve the N20bn fuel subsidy dispute between the Chairman of Coscharis Motors Limited, Mr. Cosmas Maduka, and the Managing Director of Capital Oil, Mr. Ifeanyi Uba.

The committee had postponed sitting last week to Thursday due to the absence of the minister and the Access Bank GMD.

But on Thursday, Azubuike was angry that they “shunned” the committee again.

He said though the committee was aware that the minister’s mother was kidnapped, it was not a reason to ignore the invitation.

Azubuike added that since the invitation was for the Ministry of Finance, the minister ought to have mandated a representative to present the position of ministry.

He warned that if a representative was not sent to the next sitting of the committee, a warrant of arrest would be issued in the name of the ministry.

It will be recalled that Aig-Imokhuede headed the Presidential Committee on Verification of Subsidy Payments.

On Thursday, his lawayers wrote the committee, saying he no longer functioned in that capacity.

He claimed that his committee had already completed its assignment and submitted a report to the Federal Government.

The Access Bank GMD added that he had no legal authority to appear before any committee in the capacity of head of the presidential panel.

He also pointed out that there were several court cases on the matter the committee was investigating, hence it would be prejudicial for him to speak on it.

But, the committee dismissed the argument and directed that he should appear unfailingly at the next adjourned date.

However, the main actors in the deal gone awry – Maduka and Uba – were present.

But, rather than respond to the questions of the committee, Maduka said the matter was already in court.

His lawyer, Mr. Osita Mbamalu, produced evidence to the committee to buttress Maduka’s argument.

On his part, lawyer to Uba, Mr. Ben Nwosu, opposed the argument that the matter was in court and should not be discussed.

Nwosu appealed to the committee to find ways of asking the Central Bank of Nigeria to pay his client’s N2.1bn Sovereign Debt Note as approved by the Debt Management Office.

Nwosu also called on the committee to help his client to be paid his N20bn subsidy claims.

According to him, there are “conflict of interests” in the Aig-Imoukhuede report and should be discarded.

“It is not possible for him to be a judge, jury and prosecutor in a matter he has interest”, he added.

The investigation will continue next week.

All Nigerian Peoples Party has stated that it will wrap up its merger arrangement with other opposition political parties by the first quarter of 2013 in order to produce the next president in 2015.

The party said this on Thursday, in Enugu, at its 2012 South-East zonal summit, where it described the administration of President Goodluck Jonathan as a failure.

Speaking at the summit, the party’s National Chairman, Rebuilding and Interparty Contact Committee, Mallam Ibrahim Shekarau, said the 21-man committee would come out with the new identity of the merger by 2013.

Shekarau said the ANPP was already in merger talks with the Congress for Progressive Change, Action Congress of Nigeria, Democratic People’s Party, Governor Rochas Okorocha’s faction of the All Progressives Grand Alliance, among others.

The former Kano State governor said, “The merger plan will be concluded not later than the first quarter of next year so that we would have at least two years to go into every nook and cranny of the country before the 2015 general elections.

“This committee was put up by the party to catch up with the views, aspirations and visions of ordinary Nigerians for change for the better.

“The plan became necessary since the Goodluck Jonathan administration has failed Nigerians in all sectors. There is no employment for the youth, no security, and no power and above all, the rate corruption has increased and highly placed Nigerians can’t even be touched.”

Shekarau added, “People are clamouring for alternatives. What is happening today is a situation of making the available the desirable since the desirable is not available.

“We are only tolerating the government at the centre because we don’t currently have an alternative, and since we cannot wait for heaven to provide us with an alternative, we have chosen to take the bull by the horns to build a strong merger to push out Jonathan government in 2015.”

Shekarau had earlier said the committee was in the South-East to gather the observations, criticisms and advice of party members with a view to rebuilding the party.



Meanwhile, he listed the committee terms of references to include looking at the party and recommend ways to make it more attractive, particularly on ways to get party leaders to show more interest in participating in party functions and to exhaustibly discuss issues of party funding.

Others are to identify party leaders who left the party and have remained without joining other parties; with the view to bringing them back into the party and to enter into merger discussions with other political parties as a way of performing better in subsequently among others.

A member of the merger committee, Senator Bukar Ibrahim, expressed optimism that a merger was the only alternative for a substantive change in the 2015 elections.

Ibrahim, currently in the Senate, prayed against Boko Haram menace in the country. He said, “Let us pray that this Boko Haram problem will stop in Nigeria before the next elections otherwise, I do not think there will be any election.”

Some of the members of the party who spoke at the summit supported the merger plan, adding that the party must not lose its value because of the plan.
