I think is FCSC that suppose to issue the appointment letter which will just bear the name of the ministry involved. Maybe your sister enter with NCE, ND as level 6 step 2 because from level 1-6 being handle by the ministry while level 7 upward being handle by FCSC.

Just surprising that someone would be dull and keep displaying it in a public forum. Everyone who is working in the core ministry knows that's the surest way to become a permanent secretary. Transfer from state to federal at a very young age and become an assistant director. I actually wish i had done a transfer from state instead of being employed directly into federal. Even Didi walson jack the current permanent secretary federal ministry of power transferred from bayelsa state and became an assistant director in 2009.

There is what they call state code of conduct which defers from federal code of conduct. You need to resign from state civil service and now apply afresh in federal civil service.
